ADJOURNED REGULAR MEETING - MARCH 22, 1979
An adjourned regular meeting of the City Council of the City of Grand Terrace was
called to order at 6:06 P.M., in the Community Center, 22140 Barton Road, Grand
Terrace, California, on March 22, 1979.
PRESENT: Tony Petta, Mayor
Thomas A. Tillinghast, Mayor Pro Tempore
Doug Erway, Councilman
Hugh Grant, Councilman
Seth Armstead, City Manager
John Shone, City Engineer
Myrna Lindahl, Executive Secretary/Deputy City Clerk
ABSENT: Jack Allen, Councilman
Ivan Hopkins, City Attorney
The meeting was opened with invocation by Reverend Harold Lorimer, Lutheran Church
of the Atonement, followed by the Pledge of Allegiance, led by Mr. Roy Nix.
ADDED ITEM - CITY POLICY REGARDING STORM DRAINS
Following discussion and briefing by Joe Kicak, Consulting
CC-79-94 Engineer and John Shone, City Engineer, Motion was made by
Councilman Tillinghast, seconded by Councilman Erway and
unanimously carried to establish the following as City Policy,
and to authorize the City Manager to send a letter of intent
to the Flood Control District stating this policy: "That the
City accept those drainage facilities which are a requirement
of subdivision or other developments designed in accordance
with the acceptable standards and constructed accordingly.
That the acceptance of these facilities be subject to the
construction with the approved plans."
RESOLUTION NO. 79-7 - Advertised Public Hearing
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, ESTABLISHING FEES PAYABLE INTO CAPITAL IMPROVEMENT
AND MAINTENANCE FUNDS FOR STREETS, PARKS AND STORM DRAINS, ON
NEW CONSTRUCTION PURSUANT TO ORDINANCE NO. 11.
Mayor Petta opened Public Hearing. The following citizens addressed
Council: Bill McKeever; Kathy Harmon; Frank Rebollo, Manager, Colton
Chamber of Commerce; Roy Nix, 12173 Country Club Lane; John Lotspeich,
12111 Newport Avenue; Mrs. Mary Robinson, 22631 Minona Drive; Ed O'Neal,

Petta closed Public Hearing.
Following Council discussion and recommended revisions, Mayor Petta
again opened Public Hearing. Bill McKeever spoke favorably. Mayor
Petta closed Public Hearing.
CC-79-95 Following discussion, Motion was made by Councilman Tillinghast,
seconded by Councilman Erway, with AYE votes of all present, to
adopt Resolution 79-7 as amended. Councilman Grant stated that,
for the record, the rates as established by this Resolution will be
subject to further Council consideration if the need arises.
PUBLIC PARTICIPATION
The following citizens addressed Council: Mrs. Mary Robinson,
22631 Minona Drive; Roy Nix, 12173 Country Club Lane; and John
Lotspeich, 12111 Newport Avenue.
ADJOURN
The Adjourned Regular Meeting of the City Council adjourned at
7:10 P.M. The next Regular Meeting will be held April 5, 1979.
