04/10/1979CITY OF GRAND TERRACE COUNCIL MINUTES ADJOURNED REGULAR MEETING - APRIL 10, 1979 An adjourned regular meeting of the City Council of the City of Grand Terrace was called to order at 7:32 p.m. in the Community Center, 22140 Barton Road, Grand Terrace, California, on April 10, 1979. PRESENT: Tony Petta, Mayor Thomas A. Tillinghast, Mayor Pro Tempore Doug Erway, Councilman Jack Allen, Councilman Hugh Grant, Councilman Seth Armstead, City Manager Myrna Lindahl, Executive Secretary/Deputy City Clerk ABSENT: Ivan Hopkins, City Attorney John Shone, City Engineer The meeting was opened with invocation by Mr. Jerry Rentfro, 11845 Mt. Vernon, followed by the Pledge of Allegiance. REDEVELOPMENT FINANCE PROPOSAL Mr. Marshall Linn, Urban Futures, Inc., briefed Council regarding his Redevelopment Finance Proposal. He also introduced Attorney John Murphy from the Law Offices of Stradling, Yocca, Carlson & Rauth, Newport Beach, California. Mayor Petta opened Public Hearing on the matter. The following citizens addressed Council: John McDowell, 22690 Cardinal; 0. W. Meck, 22844 Minona Drive. Mayor Petta closed Public Hearing. Following discussion, the following Ordinance was introduced: ORDINANCE NO. 17 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE DECLARING THE NECESSITY FOR A REDEVELOPMENT AGENCY TO FUNCTION IN SAID CITY. CC-79-110 Motion was made by Councilman Allen, seconded by Councilman Grant and passed unanimously to waive reading of the Ordinance in full. CC-79-111 Motion was made by Councilman Tillinghast, seconded by Councilman Erway and passed unanimously to insert the word "Community" in front of Redevelopment Agency. CC-79-112 Councilman Tillinghast moved adoption of the first reading of Ordinance No. 17, as amended, seconded by Councilman Erway, with AYE votes of all present, with second reading set for April 19, 1979. Page one - 4/10/79 CC-79-113 Motion was made by Councilman Tillinghast, seconded by Councilman Allen and passed unanimously to accept the agreement for Bond Counsel services, as presented, with John Murphy of the law firm of Stradling, Yocca, Carlson & Rauth. ADJOURN The Adjourned Regular Meeting adjourned at 8:55 P.M., with the next Regular Council Meeting to be held April 19, 1979 at 6:00 P.M.
