COUNCIL MINUTES
REGULAR MEETING - MAY 17, 1979
A regular meeting of the City Council of the City of Grand Terrace was called to
order at 7:10 p.m., following the Planning Commission Meeting, in the City Hall,
22140 Barton Road, Grand Terrace, California, on May 17, 1979.

The meeting was opened with invocation by Father Michael Keane, Immaculate
Conception Church, followed by the Pledge of Allegiance led by Geoff Dooley.

CC-79-147 MINUTES OF FEBRUARY 15, 1979 - Following correction, Motion was made
by Councilman Tillinghast, seconded by Councilman Allen, and unanimously
carried to approve the Minutes of February 15, 1979, as amended.

CITY COUNCIL OF THE CITY OF GRAND TERRACE APPROVING THE APPLICATION
FOR PEDESTRIAN FACILITIES FUNDS AUTHORIZED UNDER SB 821 AND APPROV-
ING THE ADOPTION OF ITS PEDESTRIAN FACILITIES PLAN.
I. Acceptance of Easement for Sewer from Harber & Britton - Tract 10586 -
and authorizing the City Clerk to record Grant Deed.
J. Approval for temporary Finance employee - 250 hours at $4.00/hour.
Personnel Rules & Regulations - Following discussion and revision,
CC-79-149 Motion was made by Councilman Erway, seconded by Councilman Allen,
deleting "Lincoln's Birthday," Washington's Birthday," and "Columbus
Day" from the list of holidays on Rule 6, item 6.1.
Following further discussion, the motion carried unanimously.
COMMITTEE REPORTS
Parks & Recreation - Geoff Dooley, Chairman, reported they held a
meeting with Reverend Patrice Nordstrand, Lutheran Church of Atonement,
regarding a joint operating agreement for use of their recreational
facilities.
Planning - Bill DeBenedet, Committee Member, stated a report on a tree
plan for Grand Terrace will be submitted to Council at the June 7, 1979,
Meeting. Mayor Petta requested that a Tree Maintenance Plan be prepared.
Volunteer Services - Bob Yeates, Chairman, reported they are coordinating
with the Chamber of Commerce in the Clean -Up Day, June 9, and the
following organizations will be helping: Boy Scouts. Girl Scouts, Blue
Mountain Radio Club, LEOS Club, and Grand Terrace Woman's Club.
Historical & Cultural Activities-- Thomas Teorey, Vice Chairman, reported
on the following:
1. Meeting of May loth outlining long and short term goals.

COUNCIL BILL #0-79-3 (Ordinance No. 18) - AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, ASSUMING RESPONSI-
BILITY FOR THE ENFORCEMENT OF THE MOBILEHOME PARKS ACT AND RELATED
REGULATIONS OF THE CALIFORNIA ADMINISTRATIVE CODE AND DESIGNATING
THE ENFORCEMENT AGENCY. (First Reading)
Following discussion and with waiver of the reading in full, Council-
CC-79-150 man Tillinghast moved adoption of the first reading of Council Bill
#0-79-3, seconded by Councilman Allen, with AYE votes of all present,
with public hearing and second reading set for June 7, 1979.
REPORTS
Council Reports
Councilman Erway reported on the following:
1. A letter to the Mayor and City Council from Supervisor Dennis
Hansberger, San Bernardino County Board of Supervisors, urging
the City's support in opposing SB 858. Mayor Petta read the letter,
which is on file in the City Clerk's office.
CC-79-151 Following discussion, Motion was made by Councilman Tillinghast,
seconded by Councilman Grant, and with AYE votes of all present, to
draft an appropriate resolution opposing SB 858; authorize the
Mayor to sign the Resolution; and send copies to all members of
the Assembly Public Employees Retirement Committee, the Assembly
Ways & Means Committee, and to Senator Ruben Ayala and Assemblyman
Terry Goggin.
2. Requested a sign ordinance be prepared for the City.
Mayor Petta opened Public Hearing. Bob Yeates, 12888 Fremontia,
and Bill DeBenedet, 22799 Barton Road, spoke in favor of a sign
ordinance. Mayor Petta closed Public Hearing.
CC-79-152 Motion was made by Councilman Allen, seconded by Councilman
Tillinghast, and unanimously carried to direct staff to prepare
an ordinance for Council consideration on the matter of signs
and public display material.
CC-79-153 3. Councilman Erway moved for the formation of an Energy Committee.
Councilman Allen seconded, and the motion carried unanimously.
4. Regarding obtaining funds to fight crime, asked Council's permis-
sion to refer grant application forms and explanatory information
to the City Manager for review, and have the City Manager refer
the information to Thomas Teorey, Colton Crime Prevention Commis-
sion Respresentative. Councilman Grant has experience working
with the Law Enforcement Assistance Agency and stated he will
assist Staff.

5. Suggested a summer program be established to provide employment
opportunity for young people to sweep main arterial streets.
Mayor Petta opened Public Hearing. The following citizens addressed
Council.
Geoff Dooley, 22432 Franklin Street; Dick Rollins, 22700 DeBerry;
Bill DeBenedet, 22799 Barton Road; Ed O'Neal, 22608 Minona Drive;
Bill Lundy, 12428 Warbler; Bob Yeates, 12888 Fremontia; Mary
Robinson, 22631 Minona Drive; Emily O'Neal, 22608 Minona Drive.
Mayor Petta closed Public Hearing. No action was taken.
Councilman Tillinghast reported on the following:
CC-79-154 1. Councilman Tillinghast moved that all Council Members be authorized
to attend the Annual Mayor and Council Members Legislative Conference
scheduled for May 21, 22 and 23. Councilman Erway seconded and the
motion unanimously carried.
2. The May 9th Public Hearing of the Local Agency Formation Commission.
The Local Agency Formation Commission extended the sphere of
influence of the City of Grand Terrace into a portion of the
La Loma Hills area, and recommended that the Cities of Grand Terrace
and Colton meet with LAFC Staff in an effort to resolve disputed
areas.
CC-79-155 Motion was made by Councilman Tillinghast, seconded by Councilman
Allen, and unanimously carried directing Staff to prepare, for
the Mayor's signature, a letter to the Colton City Council stating
our willingness to meet with members of their staff or of their
Council, at Mayor Gonzales's earliest convenience, and that the
letter be presented by a member of our Council or Staff to the
City of Colton at a City Council Meeting.
Councilman Grant reported on destruction and debeautification of
property, and requested an ordinance aimed at restricting purchase
of paint in aerosol cans to help prevent such destruction.
Following discussion, Mayor Petta opened Public Hearing. The following
citizens addressed Council: Judy Dooley, 22432 Franklin St.; Thomas
Teorey, 11810 Holly; Ed O'Neal, 22608 Minona Drive; Mary Robinson,
22631 Minona Drive; Captain Schuyler, San Bernardino County Sheriff's
Department. Mayor Petta closed Public Hearing.
CC-79-156 Motion was made by Councilman Grant, seconded by Councilman Allen, and
unanimously carried to authorize and instruct Staff to research the
development of an ordinance aimed at preventing the destruction and
debeautification of our community by any means.
Councilman Allen - Suggested informal attire for the summer Council
Meetings.
Police Chief Report - Dick Rollins, 22700 DeBerry, requested that one

of the flood lights at the•Terrace Hills Junior High swimming pool
be controlled to come on during the night to assist the Sheriff's
Department in patrolling the area.
City Engineer Report - City Engineer John Shone reported that the
14 major sewer trench failures are under repair and will be completed
early next week by the contractor.
City Manager Report - City Manager Seth Armstead reported on the
following:
1. City Hall's move to 22795 Barton Road.
2. A Building Security Ordinance is being staffed and coordinated
with the Development Plan.
3. RTA Route 25 is to be implemented July 1, 1979.
4. Street maintenance bids.
5. A Chamber of Commerce sponsored "Town Meeting" to be held Tuesday,
7:00 p.m., May 29, 1979, at the Community Center regarding the
City Charter measure. Asked Council to attend and answer questions.
6. Bond Counselor John Murphy is to report on the House of Representative's
action regarding Tax Free Bonds at the July 7th Council Meeting.
7. Finance Report.
8. Bail Out Funds.
9. Trip to Scottsdale, Arizona, May 7th and 8th.
CITIZEN COMMUNICATIONS
Reouest to remove Bots Dots - Mike Tavlor
Mike Taylor, 12452 Warbler, requested the removal of Bots Dots on
Mt. Vernon Avenue near Van Buren because of the noise nuisance. Mr.
Taylor stated he did not feel they served the purpose of slowing down
traffic. His recommendation was to install stop signs.
Mayor Petta opened Public Hearing. The following citizens addressed
Council: Dick Rollins, 22700 DeBerry; Bob Yeates, 12888 Fremontia;
Ed O'Neal, 22608 Minona Drive; Ken Rinderhagen, 12738 Wilmac. Mayor
Petta closed Public Hearing.
City Engineer John Shone recommended removal of Bots Dots, stated the
County doesn't favor using stop signs to regulate speed.
CC-79-157 Motion was made by Councilman Erway, seconded by Councilman Allen, to
0 remove the Bots Dots on both sides of the intersection of Mt. Vernon
Avenue and DeBerry Street, with AYE votes from Councilmen Erway, Allen,

Grant and Mayor Petta; Councilman Tillinghast voted NOE.
Request for Parking Ordinance - Geoff Dooley
Geoff Dooley, 22432 Franklin St., addressed Council requesting a City
ordinance be prepared which would prevent commercially -licensed motor
trucks of one or more ton capacity to park on residential streets, other
than for loading or unloading. Has researched the problem extensively.
Mayor Petta opened Public Hearing and the following citizens spoke in
favor of a parking ordinance: Dick Rollins, 22700 DeBerry; Bill DeBenedet,
22799 Barton Road; Judy Dooley, 22432 Franklin St.; Thomas Teorey,
11810 Holly. Mayor Petta closed Public Hearing.
Captain Schuyler will have an ordinance prepared and ready for Council
consideration at the June 7, 1979, Council Meeting.
PUBLIC PARTICIPATION
Geoff Dooley, 22432 Franklin St., recommended a street light at the
corner of Mt. Vernon and DeBerry. Mayor Petta asked that Joe Falkner,
Southern California Edison Co., and Staff resolve the problem of
street lights at that intersection.
Thomas Teorey, 11810 Holly, addressed Council regarding trimming
hedges.
ADJOURN
The Regular Council Meeting adjourned at 9:01 p.m.. The next Regular
Meeting will be held June 7, 1979, at 6:00 p.m.
