COUNCIL MINUTES
REGULAR MEETING - JUNE 7, 1979
A regular meeting of the City Council of the City of Grand Terrace was called to
order at 6:52 p.m., following adjournment of the Planning Commission, in the
Community Center, 22140 Barton Road, Grand Terrace, California, on June 6, 1979.

The meeting was opened with invocation by Reverend Richard Lyddon, Highgrove
United Methodist Church, followed by the Pledge of Allegiance, led by Floyd
Rinehart.
APPROVAL OF MINUTES - March 1, 1979
CC-79-158 Following discussion and corrections, Motion was made by Councilman
Tillinghast, seconded by Councilman Allen and unanimously carried
to approve the Minutes of March 1, 1979 as amended.
CONSENT CALENDAR
CC-79-159 Motion was made by Councilman Tillinghast, seconded by Councilman
Allen and unanimously carried to approve Check Register No. 060779,
the only item on the Consent Calendar.
PARK SITES
Mr. Bill Snell, Wes Engineering, addressed Council regarding the
5.35 acre site and the 25 acre site, owned by Griffin Development
Company, and requested waiving fees. Mayor Petta opened Public
Hearing on the matter. The following citizens addressed Council:
Mr. Geoff Dooley, 22432 Franklin; and Mr. John McDowell, 22690 Cardinal.
Mayor Petta closed Public Hearing.
Following further discussion, the following four motions were made:
CC-79-160 (1) Motion was made by Councilman Erway, seconded by Councilman
Grant and unanimously carried to exempt Griffin Development
Company from paying $41,575.00 in park and street fees on
Tract 9625.

RECESS
Mayor Petta called a Recess at 7:40 p.m.. Council reconvened at
7:55 p.m., with all members present.
Council continued the motions regarding the 5.35 acre site and the
25 acre site as follows:
CC-79-161 (2) Motion was made by Councilman Tillinghast, seconded by
Councilman Allen and carried unanimously to credit Tracts
9625, 9772 and 9773 against construction of the storm drain
on DeBerry Street.
CC-79-162 (3) Regarding the 5.35 acre park site, Motion was made by Councilman
Tillinghast, seconded by Councilman Erway and carried
unanimously to enter into an agreement with Griffin Development
Company for the purchase of the property, and entering into the
necessary escrow, with a cash payment of $25,000.00 to be
placed in escrow. In addition, a resolution and/or an ordinance
is to be prepared and presented to Council whereby the City
will give Griffin Development Company $90,000.00 in credit
towards future park development fees, with the understanding
the City can pay towards the $90,000.00 and not require that
it be taken in park development fees.
CC-79-163 (4) Motion was made by Councilman Allen, seconded by Councilman
Tillinghast and carried unanimously to purchase the 25 acre
site for the price of $15,000.00, which will be paid from
park development fees received, within a reasonable time after
the tract map has received the necessary approval.
PARKS & RECREATION COMMITTEE
Geoff Dooley, Chairman reported the following:
(1) Working on a summer activities program. Will need a parks and
recreation director, as well as financial support, for the
program.
(2) Announced the Terrace Hills Jr. High swimming pool will be
open to the public this summer.
(3) Announced a disco dance will be held at the Community Center
June 16.
(4) Beverly Watson resigned from the committee, since she is leaving
the area. Councilman Erway requested that a letter of commendation
be sent to Beverly Watson, and directed Staff to post a notice of
vacancy for the committee.

Second Reading - Advertised Public Hearing
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, ASSUMING RESPONSIBILITY FOR THE ENFORCEMENT OF THE
MOBILEHOME PARKS ACT AND RELATED REGULATIONS OF THE CALIFORNIA
ADMINISTRATIVE CODE AND DESIGNATING THE ENFORCEMENT AGENCY.
Mayor Petta opened Public Hearing and closed Public Hearing,
there being no citizens addressing Council.
There being no discussion, and with waiver of the reading in full,
CC-79-164 Councilman Tillinghast moved adoption of Council Bill #0-79-3,
seconded by Councilman Allen, with AYE votes of all present.
COUNCIL BILL #R-79-4 (Resolution No. 79-23) (Public Hearing)
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, APPOINTING THE SAN BERNARDINO COUNTY DEPARTMENT OF
ENVIRONMENTAL HEALTH TO ENFORCE THE PROVISIONS OF DIVISION 13,
PART 2.1 (COMMENCING WITH SECTION 18300) OF THE CALIFORNIA HEALTH
AND SAFETY CODE RELATING TO MOBILEHOMES AND MOBILEHOME PARKS.
Mayor Petta opened Public Hearing and closed Public Hearing, there
being no citizens addressing Council.
CC-79-165 Motion was made by Councilman Allen, seconded by Councilman
Tillinghast, with AYE votes of all present, to adopt Council
Bill #R-79-4.
1979-80 PRELIMINARY BUDGET (Public Heari
Mayor Petta opened Public Hearing and closed Public Hearing, there
being no citizens adressing Council. Following discussion, Mayor
Petta again opened Public Hearing. The following citizens addressed
Council: Dick Rollins, 22700 DeBerry; Ray Robles, Business License
Clerk; Ilene Dughman, Clerk -Typist; Geoff Dooley, 22432 Franklin.
Mayor Petta closed Public Hearing.
CC-79-166 Following discussion, Motion was made by Councilman Grant, seconded
by Councilman Allen, and carried unanimously to defer further action
on the 1979-80 Preliminary Budget to an Adjourned Regular Meeting
at 6:00 p.m., on Tuesday, June 12, 1979.
CONTRACT MANAGEMENT ANALYSIS - PUBLIC WORKS MAINTENANCE
Mr. Maynard Crowther, RJA Maintenance Contractors, Inc., addressed
Council and offered to do a contract management analysis for the
City, at no cost or obligation to the City. Stated the analysis

would take three to four months, on a part-time basis.
CC-79-167 Following discussion, Motion was made by Councilman Allen,
seconded by Councilman Grant and carried unanimously to approve
a resolution of intent for RJA Maintenance Contractors, Inc.
to conduct a management analysis.
COMMUNITY REDEVELOPMENT AGENCY - SELECTION OF FIRM
Attorney John Murphy, Bond Counsel, briefed Council on the recent
legislative activities regarding redevelopment, and advised
Council to proceed with redevelopment.
Mr. Marshall Linn, Urban Futures Inc., and Mr. Mike Whippel,
Miller & Schroeder Municipals, Inc., addressed Council.
CC-79-168 Motion was made by Councilman Grant, seconded by Councilman Allen
and carried unanimously to select the firm of Urban Futures, Inc.
as staff agency to the Redevelopment Agency of the City of Grand
Terrace.
SPHERE OF INFLUENCE
City Manager Seth Armstead stated that the Local Agency Formation
Commission, at the meeting of May 10, 1979, placed a portion of the
La Loma Hills Area under the sphere of influence of the City of
Grand Terrace. The City of Colton has filed a lawsuit against the
Local Agency Formation Commission as a result of this decision.
Meetings have been scheduled with the City of Colton to discuss
boundary reorganization between the two cities.
Mayor Petta opened Public Hearing. The following citizens
addressed Council: Geoff Dooley, 22432 Franklin; Ernie Zampese,
22799 Barton Road; John McDowell, 22690 Cardinal. Mayor Petta
closed Public Hearing.
CHARTER ELECTION RESULTS
City Manager Seth Armstead reported the unofficial results of the
Special Municipal Election held June 5, 1979, and stated that an
Adjourned Regular Meeting of the City Council will be held Tuesday,
June 12, 1979, for Certification of the Special Municipal Election.
EXECUTIVE SESSION
Mayor Petta announced that an Executive Session will be held prior
to adjournment of the Council Meeting to discuss litigation.

TRENCH REPAIRS/SEWER
CC-79-173 Following staff report by City Manager Seth Armstead, Motion was
made by Councilman Allen, seconded by Councilman Grant and
carried unanimously to approve the repair of 16 trench failures,
a result of sewer construction, with the cost of repairs to be
paid from Assessment District Funds.
VIVIENDA TRENCH REPAIR/SEWER
CC-79-174 Motion was made by Councilman Erway, seconded by Councilman Allen
and carried unanimously to authorize the cost of repair of a trench
failure on Vivienda, to be paid from Assessment District Funds.
TREE TRIMMING
City Manager Seth Armstead requested authorization to advertise
for bids for the trimming of the parkway trees in the City.
CC-79-175 Following discussion, Motion was made by Councilman Tillinghast,
seconded by Councilman Erway and carried unanimously to defer this
item to the Adjourned Regular Council Meeting of June 12, 1979.
PARTICIPATION AGREEMENT - MINOR SUBDIVISION NO. 77-0352
City Manager Seth Armstead and City Engineer John Shone briefed
Council regarding a participation agreement for the installation
of drainage facilities on Minor Subdivision No. 77-0352, at the
intersection of Van Buren Street and Michigan Avenue.
CC-79-176 Motion was made by Councilman Tillinghast, seconded by Councilman
Erway and carried unanimously authorizing the participation
agreement.
COUNCIL BILL #R-79-7 (Resolution No. 79-26
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, SUPPORTING THE SAFER OFF -SYSTEM ROADS PROGRAM AND
REQUESTING CONGRESS TO APPROPRIATE THE REMAINING FUNDS AUTHORIZED
FOR THE 1978 FISCAL YEAR AND APPROPRIATE THE FULL AUTHORIZATION FOR
THE 1979 FISCAL YEAR.
CC-79-177 Following report by City Engineer John Shone, Motion was made by
Councilman Erway, seconded by Councilman Allen, with AYE votes
of all present, to adopt Council Bill #R-79-7.
GRANT APPLICATION - SB 821
CC-79-178 Motion was made by Councilman Allen, seconded by Councilman Grant
and unanimously carried to approve application for a grant under
SB 821 to fund bicycle and pedestrian facilities.

COUNCIL REPORTS
Councilman Allen reported on the following items regarding his
and the City Manager's trip to Sacramento:
(1) Bail -Out Legislation progress.
(2) Visited the Senate Energy Commission for the purpose of having
the City designated as a model city for development and pro-
duction of non-polluting energy.
(3) Visited highway & safety group regarding obtaining a grant to
install street and block signs in the City.
Councilman Tillinghast reported that SB 462 has passed the Senate
and has been forwarded to the Assembly. Stated that this Bill would
remove the control over billboards from local governments.
CC-79-169 Motion was made by Councilman Tillinghast, seconded by Councilman
Erway and carried unanimously authorizing the Mayor to write a letter
to the Assembly Committee before which the Bill will be heard, and
all of its members, stating our hope that the Bill will be defeated
in its present form.
POLICE CHIEF
Captain Schuyler submitted proposed parking and speed zone ordinances
for Council's consideration.
Stated that an officer will be assigned to remain with the Grand
Terrace City Limits as of July 1, 1979, with back-up units for
emergency situations.
CITY MANAGER
CC-79-170 Following discussion, Motion was made by Councilman Tillinghast,
seconded by Councilman Grant and unanimously carried authorizing
the placing of slag on the parking lot at City Hall, 22795 Barton
Road.
Contracts - Law Enforcement
CC-79-171 Motion was made by Councilman Tillinghast, seconded by Councilman
Grant and unanimously carried authorizing execution of the Sheriff's
Contract for 1979-80 by Mayor Petta.
Contracts - Planning
CC-79-172 Motion was made by Councilman Erway, seconded by Councilman Grant
and carried unanimously authorizing the Mayor to execute the
Planning Contract with the County of San Bernardino for FY 1979-80.

Contracts - Animal Control
CC-79-179 Motion was made by Councilman Erway, seconded by Councilman Allen
and carried unanimously authorizing the Mayor to execute the
Animal Control Contract with the County of San Bernardino for
FY 1979-80.
Street Maintenance Agreement
CC-79-180 Motion was made by Councilman Allen, seconded by Councilman Grant
and carried unanimously to enter into a contractual agreement
with the County of San Bernardino for maintenance and repair of
streets as outlined in a letter of June 4, 1979, from John Shone,
Director of Transportation, County of San Bernardino.

PUBLIC PARTICIPATION
Mr. Dick Rollins, 22700 DeBerry, addressed Council.
EXECUTIVE SESSION
The City Council adjourned to Executive Session at 10:20 p.m.
Council reconvened at 11:00 p.m., with all members present. Mayor
Petta announced that litigation matters were discussed at the
Executive Session.
ADJOURN
The Regular Council Meeting adjourned at 11:01 P.M., to a Regular
Adjourned Meeting June 12, 1979 at 6:00 P.M.
