06/21/1979CITY OF GRAND TERRACE COUNCIL MINUTES REGULAR MEETING - JUNE 21, 1979 A regular meeting of the City Council of the City of Grand Terrace was called to order at 6:10 p.m. in the Community Center, 22140 Barton Road, Grand Terrace, California, on June 21, 1979. PRESENT: Tony Petta, Mayor Thomas A. Tillinghast, Mayor Pro Tempore Doug Erway, Councilman Jack Allen, Councilman Seth Armstead, City Manager Ivan Hopkins, City Attorney Myrna Lindahl, Executive Secretary/Deputy City Clerk ABSENT: Hugh Grant, Councilman John Shone, City Engineer The meeting was opened with invocation by Russell Fuerst, Assistant Scoutmaster, Troop 40, followed by the Pledge of Allegiance, led by Matt Randolph, Boy Scout, Troop 40. P ITEMS DELETED - Item 6C - Council Bill #0-79-12 Urgency Ordinance establishing a new location for Council Meetings. ITEM ADDED - Re -adoption of Resolution No. 78-25 CONSENT CALENDAR The following items were removed from the Consent Calendar for discussion: C. Tract 9741 - 7 Lots D. Tract 9919 - 18 Lots CC-79-191 Motion by Councilman Allen, seconded by Councilman Tillinghast, and unanimously carried to approve the following items on the Consent Calendar: A. Check Register No. 062179 B. Lease Agreement between City and Kicak & Associates CC-79-192 Following discussion, Motion was made by Councilman Tillinghast, seconded by Councilman Erway, and unanimously carried to accept the final maps and bonds on Tracts 9741 and 9919, and authorize the Mayor to execute the agreements with the following conditions: Page one - 6/21/79 (1) The participation agreements are approved by the San Bernardino County Board of Supervisors. (2) Assurance that there is an agreement with Southern California Edison Company on street lighting. RESOLUTION NO. 78-25 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, ADOPTING A CONFLICT OF INTEREST CODE APPLICABLE TO THE MEMBERS OF THE CITY COUNCIL PURSUANT TO THE POLITICAL REFORM ACT OF 1974. CC-79-193 Motion was made by Councilman Tillinghast, seconded by Councilman Erway, and carried unanimously to correct a clerical error in Resolution No. 78-25 as follows: Section 4, Line 6, is changed from "...economic interest..." to "...financial interest...". RESOLUTIONS OF APPRECIATION CC-79-194 Motion was made by Councilman Erway, seconded by Councilman Allen and unanimously carried directing the City Manager to prepare a Resolution of Appreciation for John Shone, Acting City Engineer, in recognition of his services from November 30, 1978 through June 30, 1979. Council also directed the City Manager to prepare a complete list of individuals who should receive Resolutions of Appreciation, to prepare the Resolutions of Appreciation and submit them to Council �- for approval. SPHERE OF INFLUENCE - RIVERSIDE HIGHLAND WATER COMPANY Mr. Ernie Zampese, representing the Board of Directors of the Riverside Highland Water Company, reported to Council that the Board of Directors, at their meeting of June 14, 1979, unani- mously approved a decision to request that Riverside Highland Water Company be placed under the sphere of influence of the City of Grand Terrace. City Attorney Ivan Hopkins advised Mr. Zampese that the company should formally submit this information to the Local Agency Formation Commission, County of San Bernardino. CONGRESSMAN BROWN TO ATTEND COUNCIL MEETING City Manager Seth Armstead announced that Congressman Brown will attend the City Council Meeting of July 5, 1979. The two items he has been asked to discuss are: (1) Post Office and Zip Code for Grand Terrace; (2) The Energy Committee efforts in Grand Terrace. Page two - 6/21/79 COMMITTEE REPORTS Parks & Recreation - Chairman Geoff Dooley reported that the City Manager and the Finance Officer had met with the committee regarding preparation of material for grants; that the committee would meet again Monday, June 25, regarding this. He stated that the Committee would welcome input from the community, and that their meetings are held at 7:00 P.M. Planning Committee - Councilman Allen advised Council that Margaret Knopsnyder, a member of the Planning Committee, had passed away recently. He then moved that letters of regret be sent to her son, Tom Knopsnyder, and also to Mr. Ed O'Neal, regarding the recent death of his mother. The motion was seconded by Councilman Tillinghast, and carried unanimously. Ways & Means Committee - City Manager Seth Armstead read the minutes of the Ways & Means Committee Meeting held June 19, 1979, at the request of Eugene Tidwell, Chairman, in his absence. A copy of the minutes is on file in the City Clerk's Office. The Minutes asked that further study be given regarding the necessity of this Committee. Staff was asked to study the responsibilities of this Committee, and to report the findings to Council. Volunteer Services Committee - Chairman Bob Yeates reported that this r� Committee meets the second Tuesday of each month at 7:30 P.M. at the Community Center. Reported on clean-up day which was held June 9, and stated another clean-up day will be held in the fall. CLASSIFICATION STUDY Jean Austin and James Meith, of JJ Associates, Personnel Consultants, conducted a classification study on the City employees, and presented a Job Analysis and Salary Plan to Council. Following their briefing and discussion, Motion was made by Councilman Erway, seconded by Councilman Allen and unanimously carried to accept the study as pre- sented and to approve paying $500.00 for the cost of the study. RECESS Mayor Petta called a Recess at 7:11 p.m.. Council reconvened at 7:26 p.m., with all members present. COUNCIL BILL #0-79-8 - Advertised Public Hearing - First Reading AN ORDINANCE OF THE CITY OF GRAND TERRACE PROHIBITING THE USE OF RESIDENTIAL STREETS FOR THE STORAGE OF VEHICLES, AND IMPOSING PARKING RESTRICTIONS. Mayor Petta opened Public Hearing. The following citizens spoke against the Ordinance: Fred Schultz, 22739 Arliss Drive; Barbara Page three - 6/21/79 March, 12609 Mirado. The following citizens spoke in favor of the Ordinance: Geoff Dooley, 22432 Franklin; Frank Allen, 22435 Franklin; Ada Turner, 22407 Franklin; Judy Dooley, 22432 Franklin; Ken Rinderhagen, 12738 Wilmac; Bob Yeates, 12888 Fremontia; John Lotspeich, 22111 Newport Avenue; and John McDowell, 22690 Cardinal. Mayor Petta closed Public Hearing. City Attorney Ivan Hopkins then read Council Bill #0-79-8 in full. Mayor Petta again opened Public Hearing. The following citizens addressed Council: Ernie Oberschmidt, 22705 Arliss Drive; Bob Yeates, 12888 Fremontia; Ada Turner, 22407 Franklin; Capt. Schuyler; Geoff Dooley, 22432 Franklin; John Lotspeich, 22111 Newport Avenue; Barbara March, 12609 Mirado. Mayor Petta closed Public Hearing. Following discussion and revisions, and with reading of the Ordinance CC-79-195 in full, Councilman Allen moved adoption of the first reading of Council Bill #0-79-8, as amended, seconded by Councilman Tillinghast, with AYE votes of all present, with second reading set for July 5, 1979. COUNCIL BILL #0-79-10 - Advertised Public Hearing - First Reading ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, ESTABLISHING SPEED LIMITS ON BARTON ROAD AND MT. VERNON AVENUE. Mayor Petta opened Public Hearing. Ada Turner, 22407 Franklin, spoke in favor of lowering the speed limits. Capt. Schuyler addressed Council, stating this Ordinance is required by law in order to enforce the speed laws. Mayor Petta closed Public Hearing. i Following discussion, and with waiver of the reading in full, CC-79-196 Councilman Tillinghast moved adoption of the first reading of Council Bill #0-79-10, seconded by Councilman Erway, with AYE votes of all present, with second reading set for July 5, 1979. COUNCIL BILL #R-79-13 - Advertised Public Hearin A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, ADOPTING A BUDGET OF ESTIMATED REVENUES AND EXPENDITURES FOR THE FISCAL YEAR 1979-80. Mayor Petta opened Public Hearing and closed Public Hearing, there being no citizens addressing Council. CC-79-197 Following discussion and adoption of Council Bill that should the City not funds, that the Budget wi any deficits. Councilman present. Page four - Id6/21/79 revisions, Councilman Tillinghast moved #R-79-13, as amended, with the understanding receive outside funds, such as bail -out 11 again be reviewed by Council to eliminate Allen seconded, with AYE votes of all FRINGE BENEFITS s City Manager Seth Armstead and Finance Officer Ed Clark briefed Council, stating that the present employees would prefer a profit-sharing retirement plan and deferred compensation, and Presented major aspects of the plan. Proposals regarding employee benefits have been presented by the following companies: Morgan & Franz; Prudential; Glendale Federal Savings & Loan; Travelers Insurance; and Security Pacific National Bank. Representatives from the following companies were in attendance and were introduced: Dave Zielski, Prudential; Jim Bishop and Bob Crum, Glendale Federal Savings & Loan; and Gary Baumann, Travelers Insurance. CC-79-198 Following discussion, Motion was made by Councilman Erway, seconded by Councilman Allen, and unanimously carried to deposit $100.00 in a savings account for the City of Grand Terrace Employees Retirement Fund and to encumber $11,147.00 for that retirement fund until such time as a proper method is selected. RECESS Mayor Petta called a Recess at 9:58 P.M. Council reconvened at 10:06, with all members present_ SERVICE AGREEMENT - SEWAGE TRANSPORTATION & DISPOSAL r CC-79-199 Motion was made by Councilman Tillinghast, seconded by Councilman Allen, and unanimously carried for the City of Grand Terrace to assume the administration of the Service Agreement for Sewage Transportation and Disposal by the City of Colton, effective July 1, 1979. COUNCIL BILL #R-79-11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, APPOINTING JOE KICAK AS CITY ENGINEER AND SUPERINTENDENT OF STREETS. CC-79-200 There being no discussion, Councilman Allen moved adoption of Council Bill #R-79-11, seconded by Councilman Erway, with AYE votes of all present. COUNCIL BILL #R-79-9 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, APPROVING AN AGREEMENT BETWEEN THE CITY OF GRAND TERRACE AND SOUTHERN CALIFORNIA EDISON COMPANY RELATING TO STREET LIGHTING. City Manager Seth Armstead briefed Council, stating the City is assuming responsibility for 148 lights. Following discussion, CC-79-201 Councilman Tillinghast moved adoption of Council Bill #R-79-9, seconded by Councilman Erway, with AYE votes of all present. Page five - 6/21/79 COUNCIL REPORTS CC-79-202 Motion by Councilman Tillinghast, seconded by Councilman Allen and unanimously carried to direct Staff to relocate the City of Grand Terrace sign next to the driveway. Councilman Erway announced the Grand Terrace Swim Club will have a meet at the Terrace Hills Jr. High Saturday morning at 9:00. Councilman Allen read a telegram which was sent to Governor Brown, urging him to sign and approve the legislation regarding AB227. The telegram is on file in the office of the City Clerk. Mayor Petta read a letter dated May 30, 1979 from Senator Ayala regarding the Council's Resolution in opposition to SB 858. The letter is on file in the City Clerk's Office. CITY MANAGER REPORT City Manager Seth Armstead reported on the following: (1) LAFC "Sphere of Influence" Hearing will be held July 11 at 9:00 A.M. (2) Presented budget request for FY 1979-80 from the Historical & Cultural Activities Committee for $3,500.00. Council deferred this item, stating it would have to be considered as a supplemental appropriation. (3) Material regarding a Street Sign Grant was sent to Sacramento this date. (4) Briefed Council on the meeting held with Colton and the LAFC held June 20, 1979 regarding mutual problems. This Committee will meet once a month, the third Wednesday, at 10:00 A.M. (5) Asked Council to read Riverside Press article concerning Storm Drain Fees. PUBLIC PARTICIPATION Mr. Dick Rollins, 22700 DeBerry, voiced concern regarding weeds, which cause a fire hazard to the City. Mr. Geoff Dooley, 22432 Franklin, inquired as to when light would be installed at the corner of Mt. Vernon and DeBerry Streets. Mr. Bob Yeates, 12888 Fremontia, suggested signs stating "no parking between 6:00 P.M. and 8:00 A.M." for the commercial areas. Also suggested informing the Public that fireworks are illegal in the CC-79-203 City. Motion was made by Councilman Erway, seconded by Councilman Allen, and unanimously carried directing the City Manager to prepare Page six - 6/21/79 a news release to advise the citizens of the City that fireworks are illegal, due to the high hazards involved at this time of the year, and to request the police to vigorously enforce that prohibition. Ken Rinderhagen, 12738 Wilmac, addressed Council concerning fire hazards and the "Sphere of Influence" Hearing on July 11, 1979. Mayor Petta read a letter from John McDowell, 22690 Cardinal, regarding the Charter Election and service goals. The letter is on file in the City Clerk's Office. Mayor Petta thanked Mr. McDowell for being a concerned citizen, and asked him to consider serving on the Planning Committee. ADJOURN The Regular Council Meeting adjourned at 11:02 P.M..
