COUNCIL MINUTES
REGULAR MEETING - JULY 5, 1979
A regular meeting of the City Council of the City of Grand Terrace was called to
order at 22140 Barton Road, at 6:00 P.M. by City Clerk Seth Armstead. The
meeting was adjourned at 6:03 P.M. to 12354 Mt. Vernon.
The regular meeting of the City Council of the City of Grand Terrace was called
to order at 12354 Mt. Vernon, First Baptist Church of Grand Terrace, Grand,
Terrace, California, at 6:07 P.M. on July 5, 1979.

The meeting was opened with a welcome and invocation by Reverend Kenneth Grimes,
First Baptist Church of Grand Terrace, followed by the Pledge of Allegiance, led
by Ann Petta.

APPROVAL OF MINUTES
CC-79-204 Motion was made by Councilman Tillinghast, seconded by Councilman
Erway, and unanimously carried to approve the Council Minutes of
March 22, 1979, as submitted.
CC-79-205 Motion was made by Councilman Erway, seconded by Councilman
Tillinghast, and unanimously carried to approve the Council Minutes
of April 5, 1979, as submitted.
CC-79-206 Following discussion and corrections, Motion was made by Councilman
Tillinghast, seconded by Councilman Erway and unanimously carried
to adopt the Council Minutes of June 21, 1979, as amended.

CONSENT CALENDAR
CC-79-207 Motion was made by Councilman Erway, seconded by Councilman Tillinghast
and unanimously carried to approve Check Register No. 070579.
Participation Agreement - Tracts 9741 and 9919
CC-79-208 Following discussion, Motion was made by Councilman Tillinghast,
seconded by Councilman Erway and unanimously carried to authorize the
Mayor to execute the participation agreement for $9,900.00 for Tracts
9741 and 9919, with the stipulation that the matter of street lighting
will be determined separately.
REDEVELOPMENT AGENCY
Mr. Marshall Linn, Urban Futures, Inc., briefed Council on the status
and future plans for the Redevelopment Agency, and introduced a
Resolution for Council's consideration and adoption.
COUNCIL BILL #R-79-15 (Resolution No. 79-31)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE
DESIGNATING A SURVEY AREA FOR REDEVELOPMENT STUDY PURPOSES.
CC-79-209 Following discussion, Councilman Tillinghast moved adoption of
Council Bill #R-79-15, seconded by Councilman Erway, with AYE votes
of all present.
CONGRESSMAN BROWN, 36TH DISTRICT
Mayor Petta introduced Congressman Brown, and he addressed Council
regarding the possibilities of a Post Office and Zip Code for the
City, and stated a separate Zip Code could be possible at such time
as the population of Colton reaches 50,000 and the population of
Grand Terrace reaches 15,000.
Conqressman Brown also discussed the
Battelle Study, and offered to assist
implementation of the Energy Plan.
Integrated Energy Plan and the
Grand Terrace regarding the
Mayor Petta opened the meeting for public participation, and the
following citizens addressed Congressman Brown and Council: Dr.
Zweig, Riverside; Koleta Green, 22478 Barton Road; John McDowell,
22690 Cardinal; John Lotspeich, 22111 Newport Avenue; and Ernie
Zampese, 22799 Barton Road.
Congressman Brown introduced Councilman John Longville, of Rialto,
who is also a member of his staff, and invited Council to call on
his staff for assistance on matters.

ENERGY COMMITTEE
City Manager Seth Armstead briefed Council regarding the current
progress of the Energy Program.
CC-79-210 Motion was made by Councilman Erway, seconded by Councilman Tillinghast
and unanimously carried to approve the Responsibilities •for the Energy
Committee as presented.
CC-79-211 Motion was made by Councilman Erway, seconded by Councilman Tillinghast
and unanimously carried to take the matter of an Energy Coordinator
under advisement and review the matter further at the Council Meeting
of August 2, 1979.
Following discussion, the decision was made that representatives from
Southern California Gas Company, Southern California Edison Company
and Riverside Highland Water Company will be non -voting members of
the Energy Committee, and will serve in an advisory capacity.
Councilman Erway nominated the following individuals to serve on
the Energy Committee: Larry Rowe; Dr. Robert Zweig; John Shone;
Seth Armstead; Joe Kicak; and Ken McClellan. Mayor Petta nominated
Councilman Erway. Councilman Tillinghast moved the nominations be
closed. Councilman Erway seconded, with AYE votes of all present.
CC-79-212 Motion was made by Councilman Tillinghast, seconded by Councilman
Erway and unanimously carried to appoint the individuals to the
Energy Committee as nominated.
RECESS
Mayor Petta called for recess at 7:46 p.m.. Council reconvened at
8:00 p.m., with all members present.
PARKS & RECREATION COMMITTEE
Geoff Dooley, Chairman,reported the following:
(1) Plans were drawn up by Kicak & Associates for proposed ball fields
and a playground on the Edison land, presently being leased by
Marigold Farms.
(2) Recommended weed abatement on 5.3 acre park site on DeBerry.
(3) Recommended appointment of Annie F. Ramos to the Committee.
CC-79-213 Motion was made by Councilman Erway, seconded by Councilman Tillinghast
and passed unanimously to appoint Annie F. Ramos, San Bernardino County
Parks & Recreation Supervisor, to the Parks & Recreation Committee.

PLANNING COMMITTEE
CC-79-214 Motion was made by Councilman Erway, seconded by Councilman Tillinghast
and unanimously carried to appoint John McDowell to the Planning
Committee.
CC-79-215 Motion was made by Councilman Tillinghast, seconded by Councilman
Erway and unanimously carried to appoint Reverend Kenneth Grimes
as alternate on the Planning Committee.
HISTORICAL & CULTURAL ACTIVITIES COMMITTEE
Koleta Green, Chairman, reported a workshop will be held July 10 at
the Community Center for the purpose of assembling newspaper clippings.
Also reported letters had been sent to businesses and organizations
requesting historical information.
CC-79-216 Motion was made by Councilman Tillinghast, seconded by Councilman
Erway and unanimously carried to appoint Louise Erway and Jack
Wildman to the Historical & Cultural Activities Committee.
COUNCIL BILL #0-79-8 (Ordinance No. 19)Public Hearing - Second Reading
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA,
PROHIBITING THE USE OF RESIDENTIAL STREETS FOR THE STORAGE OF VEHICLES,
AND IMPOSING PARKING RESTRICTIONS. 0
Mayor Petta opened Public Hearing. The following citizens addressed
Council: Geoff Dooley, 22432 Franklin Street; Pauline Wunner, 22959
Grand Terrace Road; 0. W. Meck, 22844 Minona Drive; Judy Dooley, 22432
Franklin Street; Dick Rollins, 22700 DeBerry; Ada Turner, 22407 Franklin
Street; Roy Nix, 12173 Country Club Lane. No citizens spoke in
opposition to the Ordinance. City Manager Seth Armstead read the
Ordinance in full. Mayor Petta closed Public Hearing.
CC-79-217 Councilman Tillinghast moved adoption of Council Bill #0-79-8, seconded
by Councilman Erway, with AYE votes of all present.
COUNCIL BILL #0-79-10 (Ordinance No. 20) Public Hearing - Second Reading
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA,
ESTABLISHING SPEED LIMITS ON BARTON ROAD AND MT. VERNON AVENUE.
Captain Schuyler briefed Council regarding the Ordinance. Mayor
Petta opened Public Hearing. The following citizens addressed Council:
Dick Rollins, 22700 DeBerry. No citizens spoke in opposition to the
Ordinance. Mayor Petta closed Public Hearing.
Following discussion and with waiver of the reading in full, Councilman
CC-79-218 Erway moved adoption of Council Bill #0-79-10, seconded by Councilman
Tillinghast, with AYE votes of all present.

CC-79-219 Motion was made by Councilman Erway, seconded by Councilman
Tillinghast and carried unanimously to authorize the City Manager
to execute the Application for funds under S.B. 325, Article 8.
CC-79-220 Motion was made by Councilman Tillinghast, seconded by Councilman
Erway and carried unanimously to approve the Transportation
Improvement Program and to direct Staff to file the necessary
five year Transportation Improvement Program.
CC-79-221 Motion was made by Councilman Erway, seconded by Councilman
Tillinghast and carried unanimously to authorize the City Manager
to execute the Application for funding under the Federal Aid Urban
Program for a portion of Mt. Vernon.
CURB & GUTTER WAIVER REQUEST
Mayor Petta read a letter requesting a waiver of curbs and gutters
from Brent McElwain, 22833 Vista Grande Way, on that property. A
copy of the letter is on file in the City Clerk's Office. Mrs.
Brent McElwain addressed Council, requesting a waiver, and requested
a lien not be placed on the property.
Mayor Petta opened Public Hearing on the matter, and the following
citizens addressed Council: Pauline Wunner, 22959 Grand Terrace Road;
Dick Rollins, 22700 DeBerry; Koleta Green, 22478 Barton Road; John
McDowell, 22690 Cardinal; Reverend Grimes, 22593 Eton Drive. Mayor
Petta closed Public Hearing.
Mayor Petta asked Attorney Craig for a legal opinion on the matter.
Attorney Craig stated that, should the City grant a waiver, and
should the general plan change at a later date, the individuals re-
ceiving the waiver would not be required to comply.
CC-79-222 Motion was made by Councilman Tillinghast, seconded by Councilman
Erway and unanimously carried to authorize a lien contract for a
period of five years to cover the cost of the street improvements at
22833 Vista Grande Way, in order that the McElwain's may proceed
with their building.
COUNCIL REPORTS
Councilman Tillinghast reported he attended the recent SANBAG Meeting.
Councilman Erway asked Staff to monitor mud and water problem at the
corner of Mt. Vernon & Van Buren, to get cleaned up.
CITY ATTORNEY
Attorney Jim Craig, Counsel for the litigation involving the sewage
treatment plant, briefed Council regarding the litigation proceedings,
and regarding the meeting with Colton regarding the sewage treatment

plant. Mayor Petta opened the meeting to public participation.
The following citizens addressed questions: Pauline Wunner, 22959
Grand Terrace Road; Geoff Dooley, 22432 Franklin Street; Floyd
Rinehart, Sun Telegram; John McDowell, 22690 Cardinal; 0. W. Meck,
22844 Minona Drive.
CC-79-223 Motion was made by Councilman Erway, seconded by Councilman
Tillinghast and unanimously carried to approve the establishment of
a committee to discuss the litigation on the sewage treatment plant,
to meet with a Colton committee the second and fourth Thursday of
each month at 3:00 p.m. at Colton City Hall, and to approve the
committee's actions in putting together job task descriptions for
the audit.
CITY MANAGER REPORT
City Manager Seth Armstead reported on the following:
(1) Read proposed letter to Southern California Edison, regarding
conversion of present street lights to low sodium vapor, at no
cost to the City.
CC-79-224 Councilman Tillinghast moved authorizing the City Manager to
send the letter to Southern California Edison Company regarding
conversion to low sodium vapor lighting. Councilman Erway
seconded, with AYE votes of all present.
CC-79-225 (2) Following Staff recommendation, Motion was made by Councilman
Tillinghast, seconded by Councilman Erway and unanimously
carried to install a stop sign at the corner of Westwood and
Honey Hills Drive.
CC-79-226 (3) Following Staff recommendation and discussion, Motion was made
by Councilman Erway, seconded by Councilman Tillinghast and
unanimously carried to authorize the City Manager to send a
letter to Southern California Edison Company requesting that
street lights with marbelite poles be installed at the following
intersections: Mt. Vernon and DeBerry; Barton Road and Michigan;
and Barton Road and Vivienda.

(4) LAFC Sphere of Influence Hearing to be held July 11, 1979 at 2:00 p.m.
CC-79-227 Motion was made by Councilman Tillinghast, seconded by Councilman
Erway and unanimously carried to authorize preparation of a letter
to the Local Agency Formation Commission requesting a continuance,
and to authorize the Mayor or other officials to deliver the
letter at the LAFC Sphere of Influence Hearing.
(5) League of Cities Meeting to be held in San Francisco in September.

PUBLIC PARTICIPATION
The following citizens addressed Council: Ken Rinderhagen, 12738
Wilmac.
Mayor Petta commended Ken Rinderhagen for the establishment of the
flag pole at City Hall, and making it possible to hold a flag -raising
ceremony at City Hall on July 4, 1979. He also thanked the following
citizens for assisting in this project: Henry Jay; Dale Krause;
Raymond Carver; Ernie Zampese; and the following companies: R. H.
East Crane Service; and Duncan Erectors, Inc.
ADJOURN
The Regular Meeting adjourned at 10:05 P.M., with the next Regular
Meeting to be held July 19, 1979 at 6:00 P.M.
A Planning Commission Meeting was convened following the Regular
Council Meeting.
