COUNCIL MINUTES
REGULAR MEETING - SEPTEMBER 6, 1979
A regular meeting of the City Council of the City of Grand Terrace was called to
order at 12354 Mt. Vernon, First Baptist Church of Grand Terrace, Grand Terrace,
California, at 6:47 p.m. on September 6, 1979, following the Planning Commission
and Community Redevelopment Agency.

ABSENT: None
The meeting was opened with invocation by Bishop Dee Gifford, The Church of Jesus
Christ of Latter -Day Saints, followed by the Pledge of Allegiance, led by Boy Scout
Sam Massey, with Color Guard composed of Boy Scouts Dain and Dennis Maloney.
ESTABLISHMENT OF SUBDIVISION REVIEW COMMITTEE
Gil Haro, Associate Planner for San Bernardino County Planning Depart-
ment, briefed Council regarding the purpose and function of this Commit-
tee. He stated that, as required by City/County Ordinance No. 2041, a
subdivision committee is to be established to act in a technical capa-
city for the Planning Commission and the City Council of Grand Terrace.
Mr. Haro recommended the following individuals be appointed as members
on the Committee: Joe Kicak, City Engineer; Gilbert J. Haro, Associate
Planner, San Bernardino County; Brian Richtmeyer, Fire Protection Plan-
ning Officer; Chet Davisson, Environmental Review Board Officer, San
Bernardino County; and Kenneth Jeske, Land Use Coordinator, San Bernar-
dino County.
CC-79-272 Motion was made by Councilman Allen, seconded by Councilman Tillinghast,
and carried unanimously to approve establishment of a Subdivision
Review Committee, and to appoint the following members to the Committee:
Joe Kicak, City Engineer; Gilbert J. Haro, Associate Planner, San
Bernardino County; Brian Richtmeyer, Fire Protection Planning Officer;
Chet Davisson, Environmental Review Board Officer, San Bernardino
County; and Kenneth Jeske, Land Use Coordinator, San Bernardino County.

APPROVAL OF MINUTES - AUGUST 16, 1979
CC-79-273 Motion was made by Councilman Erway, seconded by Councilman
Tillinghast and carried unanimously to approve the Minutes of
August 16, 1979 as presented.
CONSENT CALENDAR
The following items were removed from the Consent Calendar:
A. Approval of Check Register No. 090679
B. Approval of proposal letter to accounting firms regarding
conducting an audit.
CC-79-274 Motion was made by Councilman Tillinghast, seconded by Councilman
Erway and carried unanimously to approve the following item on
the Consent Calendar:
C. Approve ratification of appraisal of 5.35 acre park site and
payment of $750.00 for appraisal.
CC-79-275 Following discussion, Motion was made by Councilman Tillinghast,
seconded by Councilman Allen and carried unanimously to approve
Check Register No. 090679, deleting Check No. 597 to the
Historical & Cultural Activities Committee.
CC-79-276 Following discussion, Motion was made by Councilman Tillinghast,
seconded by Councilman Allen and carried unanimously to approve
the proposal letter to accounting firms regarding conducting an
audit, as amended to include a request for a uniform bidding
method from all firms.
RTA BUS ROUTE TO BEGIN SEPTEMBER 17, 1979
Mr. John Johnson, Assistant Transportation Superintendent,
Riverside Transit Agency, briefed Council regarding the elimination
of the Omnitrans service and the bus service that will be provided
by Riverside Transit Agency beginning September 17, 1979. He
also introduced Mr. Mel Croy, Associate Planner with RTA.

COMMITTEE REPORTS
PARKS & RECREATION COMMITTEE
Geoffrey Dooley, Chairman reported the following:
(1) Preparing a master plan.
(2) Requested that the City Manager and Clyde Gunderson attend
their meeting on Sept. 17 at the Community Center at 7:30 p.m.
Also invited Council Members to attend.
John Lotspeich, Vice -Chairman, reported the following:
(1) The Committee participated in the Grand Terrace Western
Days Festival by entering and riding in an antique car in
the parade. Also had a car driving around town selling
cold soda pop during the festival.
(2) Square Dance Classes are being held Tuesdays nights at the
Community Center from 8:00 to 10:30 p.m.
PLANNING COMMITTEE
City Manager Seth Armstead reported the following:
(1) The Committee is continuing training each Monday night.
(2) Tree Ordinance has been completed.
(3) Working on development plan.
HISTORICAL & CULTURAL ACTIVITIES COMMITTEE
Koleta Green, Chairman, reported on the following:
(1) Will return the check for $1100.00 to the City.
(2) Thanked Council for the $1100.00 appropriation for the Committee.
VOLUNTEER SERVICES COMMITTEE
Ken Rinderhagen reported the following:
(1) Many volunteers worked during the Grand Terrace Western Days.
(2) Next meeting will be held September 13 at 7:00 at the Community
Center.
CRIME PREVENTION COMMITTEE
CC-79-277 Motion was made by Councilman Erway, seconded by Councilman Tillinghast
and carried unanimously to appoint the following members to the
Crime Prevention Committee: Thomas Teorey; Pastor Ron Hoover; Richard
B. Scott; Jerry Devoe; Glen Ruth Thompson; Judy Rinderhagen; and
Ethel Meares.

ENERGY COMMITTEE
City Manager Seth Armstead reported the following:
(1) Attended an Energy Committee Meeting with Riverside.
(2) Committee Meetings are held the fourth Friday of each month
at 7:00 a.m. at City Hall.
(3) Riverside has approved an energy coordinator, and
making preparations for hiring.
FIRE CHIEF REPORT
Bill Dexter introduced Tom Andreas as the new Captain in charge of
the Fire Station in Grand Terrace.
Mr. Dexter also stated a new date will be set for a tour of the
facilities in San Bernardino.
POLICE CHIEF REPORT
Lt. Hull reported that there was only one arrest made during the
Grand Terrace Western Days Festival.
STREET SWEEPING - BID AWARD
City Manager Seth Armstead reported that the bids were opened at
1:00 p.m. on July 30, 1979.
CC-79-278 Motion was made by Councilman Erway, seconded by Councilman Allen
and carried unanimously to award the Street Sweeping Contract to
Inland Power Sweeping, Yucaipa, California, to begin November 1,
1979.
NOISE CONTROL AT INLAND LUMBER
Mayor Petta reported that the meeting involving the City, San
Bernardino County, Inland Lumber Company and Grand Terrace
residents went very well. Another meeting is scheduled for
September 13 at 1:30 p.m. at the First Baptist Church of Grand Terrace.
REQUEST FOR STOP SIGN INSTALLATION
City Manager Seth Armstead reported that both City Staff and
San Bernardino County recommends denial of the request to install
the stop signs in the vicinity of Pico and Mirado.
CC-79-279 Motion was made by Councilman Grant, and seconded by Councilman
Tillinghast to authorize the installation of stop signs at the
intersection of Mirado and Pico, and at the intersection of Flamingo
and Mirado.

CC-79-280 Motion was made by Councilman Erway and seconded by Councilman
Tillinghast to table the Motion of Councilman Grant to authorize
the installation of stop signs at the intersection of Mirado and
Pico, and at the intersection of Flamingo and Mirado. The
Motion passed on AYE votes of Councilmen Tillinghast, Erway, Allen
and Mayor Petta, with Councilman Grant voting NOE.
RECESS
Mayor Petta called a Recess at 7:50 P.M. Council reconvened at
8:06 P.M., with all members present.
EMPLOYEE FRINGE BENEFIT PROGRAM
Ed Clark, Administrative Services/Finance Officer, briefed Council
regarding the proposed Program.
CC-79-281 Following discussion, Motion was made by Councilman Grant and
seconded by Councilman Allen to approve the Employee Fringe Benefit
Package as requested in the Memorandum dated August 31, 1979, from
the City Manager, and as outlined in A. and B. of the Memorandum.
(A copy of this Memorandum is on file in the City Clerk's Office.)
The Motion passed on AYE votes of Councilmen Erway, Allen, Grant
and Mayor Petta, with Councilman Tillinghast voting NOE.
Councilman Tillinghast voted NOE for the following reasons; The benefit
package primarily favors current employees; does not have benefits equal
to PERS or reciprocity with PERS; and will reduce recruitment prospects
for employment.
SCHOOL CROSSING GUARD - BARTON ROAD & MICHIGAN INTERSECTION
CC-79-282 Motion was made by Councilman Grant, seconded by Councilman
Tillinghast and carried unanimously to authorize the use of the
budgeted funds in the amount of $4,000.00 to hire a school
crossing guard for the intersection of Barton Road & Michigan,
to begin Monday, September 10, 1979.
TRAFFIC CONTROL
Barney Karger, 11668 Bernardo Way, reported it is difficult to
see the small stop signs at Mt. Vernon & DeBerry, causing a
traffic hazard. Also requested that the crosswalks be repainted.
Judy Rinderhagen, 12738 Wilmac, asked for a traffic study at
the intersection of Barton Road & Michigan. Mayor Petta asked
City Engineer Joe Kicak to report on this at the next Council
Meeting.
TREE TRIMMING POLICY
City Manager Seth Armstead briefed Council, recommending the City
follow the existing San Bernardino County Code and issue "Notices
to Comply" to the residents.
Councilman Tillinghast left the Council Chambers at 9:37 p.m.,
and returned to the Council Chambers at 9:38 p.m.

CC-79-283 Following discussion, Motion was made by Councilman Tillinghast,
seconded by Councilman Grant and carried unanimously to authorize
Staff to proceed with the necessary abatement program, using the
"Notice to Comply" form, to be amended as follows: (1) Delete
the last paragraph referring to San Bernardino County Code, Section
63.0621. (2) Add paragraph regarding questions on violations being
referred to City Hall.
RESOLUTION NO. 79-37
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, SAN
BERNARDINO COUNTY, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT
FUNDS UNDER THE ROBERTI-Z'BERT URBAN OPEN -SPACE AND RECREATION
PROGRAM.
CC-79-284 Motion was made by Councilman Tillinghast, seconded by Councilman
Allen and carried unanimously to adopt Resolution No. 79-37.
RESOLUTION NO. 79-38
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, SAN
BERNARDINO COUNTY, CALIFORNIA, APPROVING THE APPLICATION FOR LAND
AND WATER CONSERVATION FUNDS, CITY OF GRAND TERRACE PARKS PROJECT.
CC-79-285 Following discussion and corrections on the transmittal material,
Motion was made by Councilman Tillinghast, seconded by Councilman
Erway and carried unanimously to adopt Resolution No. 79-38 as
presented.
ORDINANCE NO. (First Reading)
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, FOR COMPREHENSIVE LITTER CONTROL.
CC-79-286 Following discussion and amendments, and with waiver of the reading
in full, Councilman Tillinghast moved adoption of the first reading
of Ordinance No. next in sequence, as amended, seconded by
Councilman Erway, with AYE votes of all present, with second
reading set for September 20, 1979.
ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA, ADOPTING A COMPREHENSIVE ORDINANCE AND REPEALING CERTAIN
SECTIONS OF THE SAN BERNARDINO COUNTY CODE PERTAINING TO SIGN
REGULATIONS.
This Ordinance was deferred to the Council Meeting of September 20,
1979.

ESTABLISHMENT OF TWO STAFF POSITIONS
City Manager Seth Armstead briefed Council regarding this matter.
** CC-79-287 Following discussion, Motion was made by Councilman Grant and
seconded by Councilman Allen to approve the establishment of
the permanent position of clerk -typist and the permanent position
of license/permit(s) technician, and to authorize the City Manager
to employ the individuals as outlined in his report to the City
Council of August 31, 1979. (A copy of this report is on file in
the City Clerk's Office)
CC-79-288 Following further discussion, Motion was made by Councilman
Tillinghast and seconded by Councilman Erway to amend Councilman
Grant's Motion to change the word "permanent" to "temporary".
Mayor Petta opened Public Hearing on the matter. The following
citizens addressed Council: Barney Karger, 11668 Bernardo Way;
John Lotspeich, 22111 Newport Avenue. Mayor Petta closed Public
Hearing.
The Motion did not carry, with AYE votes of Councilmen Tillinghast
and Erway, and NOE votes of Councilmen Allen, Grant and Mayor Petta.
** This Motion carried, with AYE votes of all present. (CC-79-287)
COUNCIL REPORTS
Councilman Allen reported that the TIP recommendation on the Barton
Road minor improvements have been approved by SANBAG.
Mayor Petta read a letter from Supervisor Dennis Hansberger regarding
asking for support against joint use of Norton AFB. Following
discussion, this matter was deferred.
Mayor Petta reported that he and the City Manager had taped segments
that would be shown on KVCR-TV, in support of that station's
application to improve the transmitting facilities.
Mayor Petta read a Proclamation proclaiming the month of September,
1979 as "Apprenticeship Month."
CITY ENGINEER REPORT
City Engineer Joe Kicak reported that for the first quarter of
operation of the City Building Department, the City realized approxi-
mately 4.5 million dollars of building valuation. (The first
quarter is April, May and June)

CITY MANAGER REPORT
City Manager Seth Armstead reported the following:
(1) The completed 1979-80 Budget will be ready the first
Council Meeting in October.
CC-79-289 Motion was made by Councilman Allen, seconded by Councilman
Grant and carried unanimously to approve and ratify $2,137.00
which exceeded monies allotted for the parking lot and street
improvement at City Hall.

(2) A representative from Howard Ambulance will brief Council
at the regular meeting of September 20, 1979.
(3) LAFC Hearing regarding Montgomery Annexation.
PUBLIC PARTICIPATION
Barney Karger, 11668 Bernardo Way, stated opposition to the
Business License Fees.
John Lotspeich, 22111 Newport Avenue, asked if Griffin Development
Company plans to clear the weeds off the 5.35 acre park site.
Also inquired when the ISO rating will be received.
Mr. Lotspeich also stated that response time of the Sheriff and
the ambulance service was unsatisfactory, stating particular
incidences over the Labor Day Weekend.
EXECUTIVE SESSION
Council recessed to Executive Session at 11:00 p.m., with City
Manager Armstead, City Attorney Hopkins and City Engineer Kicak
in attendance.
The regular meeting of the City Council reconvened at 11:35 p.m.
Mayor Petta announced that the Executive Session was regarding
litigation and that no action was taken.
ADJOURN
The regular meeting adjourned at 11:35 p.m., with the next regular
meeting to be held September 20, 1979 at 6:00 p.m.
