10/18/1979CITY OF GRAND TERRACE COUNCIL MINUTES REGULAR MEETING - OCTOBER 18, 1979 A regular meeting of the City Council of the City of Grand Terrace was called to order at 12354 Mt. Vernon, First Baptist Church of Grand Terrace, Grand Terrace, California, at 8:00 p.m. on October 18, 1979. PRESENT: Tony Petta, Mayor Thomas A. Tillinghast, Mayor Pro Tempore Doug Erway, Councilman Jack Allen, Councilman Hugh J. Grant, Councilman Seth Armstead, City Manager Joe Kicak, City Engineer Ivan Hopkins, City Attorney Myrna Lindahl, Executive Secretary/Deputy City Clerk ABSENT: None The meeting was opened with invocation by David Burckhardt, First Baptist Church of Grand Terrace, followed by the Pledge of Allegiance, led by Dolores Kossman. ITEM ADDED TO AGENDA Item 7H - Request for $15,000.00 loan to the Community Redevelopment Agency for 150 days at 8% interest. APPROVAL OF MINUTES - SEPTEMBER 27, 1979 CC-79-321 Following correction, Motion was made by Councilman Tillinghast, seconded by Councilman Allen to approve the Minutes of September 27, 1979 as amended. Motion carried on AYE votes of Councilmen Tillinghast, Allen, Grant and Mayor Petta, with Councilman Erway abstaining. APPROVAL OF MINUTES - OCTOBER 4, 1979 CC-79-322 Following corrections, Motion was made by Councilman Tillinghast, seconded by Councilman Allen and carried unanimously to approve the Minutes of October 4, 1979 as amended. CONSENT CALENDAR The following items were removed from the Consent Calendar: C. Approval of Engineering Services Agreement between San Bernardino County & the City, and authorize Mayor to execute Agreement D. Approval to clean catch basins. Page one - 10/18/79 CC-79-323 Motion was made by Councilman Tillinghast, seconded by Councilman Allen and carried unanimously to approve the following items on the Consent Calendar: A. Approval of Check Register No. 101879. B. Adopt Resolution No. 79-43 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, INCREASING "PETTY CASH" FROM $100.00 to $200.00. ENGINEERING SERVICES AGREEMENT City Engineer Joe Kicak briefed Council regarding the purpose of the Agreement. Following discussion, this matter was deferred back to Staff for further action. APPROVAL TO CLEAN CATCH BASINS Mayor Petta opened Public Hearing. Earl Serianni, 12580 Mirado, addressed Council regarding cleaning the drainage ditch behind Mirado, stating it is overgrown with weeds and grass. Mayor Petta closed Public Hearing. Mr. Serianni's matter is to be discussed later in the meeting under Storm Drain Maintenance. City Manager Seth Armstead and Ed Clark, Administrative Services/ Finance Officer, briefed Council regarding catch basins that require cleaning. CC-79-324 Following discussion, Motion was made by Councilman Tillinghast, seconded by Councilman Grant and carried unanimously to approve for the City Manager to negotiate a contract not to exceed $2,000.00 as outlined in the Staff Report dated October 18, 1979, Subject: Cleaning of Catch Basins and Related Storm Drains. A copy of this Staff Report is on file in the City Clerk's Office. COMMITTEE REPORTS PARKS & RECREATION COMMITTEE CC-79-325 Following recommendation of Chairman Geoff Dooley, Motion was made by Councilman Erway, seconded by Councilman Allen and carried unanimously to appoint Howard Knuppenburg as a member of the Parks & Recreation Committee. Chairman Geoff Dooley reported on the following items: (1) Joint Use Agreement with the Lutheran Church is presently being reviewed by the Lutheran Church Senate in Los Angeles. Page two 10/18/79 (2) Mr. Pritchard, Terrace Hills Jr. High Athletic Director, is conducting an exercise program on Tuesday and Thursday evenings. (3) Plan to have a self-defense class started by November. PLANNING COMMITTEE Mr. John McDowell reported on the following items: (1) City Manager Seth Armstead outlined the proposed scope of the Committee at the meeting of October 8. (2) Second presentation of the Development Plan was presented, including a landscape plan and a storm drain plan. (3) Dr. Watson resigned as Chairman of the Committee. Mr. Frank Tetley is now the Chairman. (4) The Planning Committee recommends consideration be given to establishing the Committee as the Planning Commission. HISTORICAL & CULTURAL ACTIVITIES Chairman Koleta Green brought historical scrapbooks of Grand Terrace which had been prepared by her for the Grand Terrace Womans Club for Council to review. w Chairman Koleta Green reported on the following items: (1) Presently working on formulating a little theatre group. (2) Plan to tour the proposed wilderness park site regarding locating an amphitheater on the site. (3) Will be taping interviews with citizens on history of Grand Terrace. (4) Researching the Community Center as a possible historical site. (5) Minutes of meetings will be brought up to date for Council. (6) Classes on stained glass and weaving are in progress. CC-79-326 Motion was made by Councilman Allen, seconded by Councilman Tillinghast and carried unanimously extending the City Council's sincere gratitude and thanks to Koleta Green and the Historical & Cultural Activities Committee for the magnificent job on the historical scrapbooks. Mrs. Ann Petta stated that the scrapbooks had been prepared by Koleta Green, and not by the Committee. Page three - 10/18/79 STREET LIGHTS Mr. Joe Falkner, Area Manager for Southern California Edison Company, reported the following items to Council: (1) The street lights at Mt. Vernon and DeBerry will be installed soon. (2) Conversion of the street lights from mercury vapor to high sodium vapor will begin next week. (3) The City will be receiving an electric bill soon for the street lights, from July 1, 1979 to present. VOLUNTEER SERVICES COMMITTEE CC-79-327 Following recommendation of Chairman Bob Yeates, Motion was made by Councilman Allen, seconded by Councilman Tillinghast and carried unanimously to appoint the following members to the Committee: Lillian Lopez, representing the Grand Terrace Swim Club; and Joyce Sparks, representing the Colton -Terrace Little League. Chairman Bob Yeates reported on the following items: (1) The 4-H Club is considering applying as alternate on the Committee. 0 (2) The Grand Terrace Womans Club is sponsoring blood pressure checks on Fridays at the Fire Station. (3) The Chamber of Commerce is sponsoring a free dump day on Saturday, October 20, and the Committee will be cleaning the major portions of the City streets that day. CRIME PREVENTION COMMITTEE CC-79-328 Motion was made by Councilman Erway and seconded by Councilman Allen to approve $25.00 for the Crime Prevention Committee. Councilman Tillinghast stated, for clarification, that this Motion is authorizing Staff to pay bills up to $25.00; that the Committee will not be spending City funds. The Motion carried unanimously. Councilman Erway stated that Chairman Tom Teorey had submitted a written report asking for the opportunity to make recommendations to Council on membership on the Committee. PROCLAMATION - INTERNATIONAL TOASTMASTERS BIRTHDAY WEEK Mayor Petta read a Proclamation proclaiming the week of October 18-24 as International Toastmasters Birthday Week, and presented it to Geoff Dooley, President of the Grand Terrace Toastmasters Club. Page four - 10/18/79 SCAG FALL GENERAL ASSEMBLY Councilman Grant briefed Council regarding matters covered at the General Assembly, and in his capacity as the City representative, voted favorably on a Floor Resolution presented by the Executive Committee regarding ensuring local government authority for the planning and implementation of air, water, housing, transportation and economic development programs. The Resolution was passed unanimously by the General Assembly. Councilman Grant also stated he will duplicate some material relating to special assessments, for distribution to Council. PARKWAY TREES Councilman Tillinghast recommended Council establish a policy whereby the parkway trees will not be removed from the rights of way unless it can be shown that there is a hazard or some other impelling reason for the removal. POLICE CHIEF REPORT Captain Schuyler reported the following items: (1) Signs indicating the use of radar in the City will be received and posted in approximately six weeks. C2) Anti -litter signs are being obtained. (3) Citations are being written on trucks parked illegally. (4) Conducting safety surveys. (5) Presently working with the establishments in the shopping center regarding driving problems in the shopping center. (6) Traffic control at Barton Road and Michigan. FIRE CHIEFS' MEETING Mayor Petta, Councilman Grant and City Manager Armstead attended a Fire Chiefs' Meeting for the East and West Valley, and reported plans are in progress to upgrade the fire services in the City. TRAFFIC CONTROL AT BARTON ROAD & MICHIGAN - PEDESTRIAN FACILITIES ON MICHIGAN City Engineer Joe Kicak briefed Council regarding alternatives for pedestrian traffic on Michigan and regarding the intersection of r Barton Road and Michigan. E Councilman Tillinghast left the Council Chambers at 9:30 p.m. and returned at 9:33 p.m. Page five - 10/18/79 CC-79-329 Mr. Kicak recommended widening Michigan Avenue for pedestrian traffic, and flashing yellow lights on Barton Road, with a flashing red light at the intersection of Barton Road and Michigan for a total cost of $24,530.00. Mayor Petta opened Public Hearing, and the following citizens addressed Council: Ken Rinderhagen, 12738 Wilmac; Chester Easter, 21963 Tanager; Dick Rollins, 22700 DeBerry; Gay Swertfeger, 12438 Michigan; Dolores Kossman, 22735 DeSoto; Ada Turner, 22407 Franklin; Geoff Dooley, 22432 Franklin; and Captain Schuyler. Mayor Petta closed Public Hearing. Following discussion, Motion was made by Councilman Allen, seconded by Councilman Grant to: (A) adopt Alternative B, widening Michigan Street, for pedestrian traffic; and (B) to adopt Alternative C for the intersection of Barton Road and Michigan Street, substituting the flashing red light for a three-way signal, to be activated by the Crossing Guard during school hours, and shut off completely at all other times. These Alternatives are outlined in the Staff Report prepared by Joe Kicak, dated October 11, 1979, entitled: Evaluation of Pedestrian Safety Alternatives; Intersection of Barton Road and Michigan Street and Along Michigan Street. This Staff Report is on file in the City Clerk's Office. Following further discussion, the Motion carried unanimously. RECESS Mayor Petta called a Recess at 10:30 p.m. Council reconvened at 10:42 p.m., with all members present. NOISE CONTROL - INLAND LUMBER COMPANY Mr. Chester Easter reported to Council that seven of the eight items Inland Lumber Company had agreed to do have been completed, and the homeowners are satisfied with the results. Mr. Easter recommended considering the matter closed as soon as the final item is completed by Inland Lumber Company. $2,000.00 ALLOCATION FOR PUBLIC RELATIONS CC-79-330 Following briefing by City $2,000.00 be allocated for made by Councilman Allen, unanimously to approve th Relations. Page six - 10/18/79 e Manager Seth Armstead recommending that commendations and plaques, Motion was seconded by Councilman Grant and carried allocation of $2,000.00 for Public PURCHASE APPROVAL - OPAQUE AND TRANSPARENT PROJECTORS CC-79-331 Motion was made by Councilman Erway, seconded by Councilman Allen and carried unanimously to approve the purchase of an opaque and a transparent projector. CITY MANAGER REPORT City Manager Seth Armstead reported on the following items: (1) Cost and length of Council Meetings. (2) Tapes from League of Cities September Meeting available. (3) Mt. Vernon & Van Buren water main failure. (4) Sewer street failure on Garden Avenue. (5) Agreement with So. California Edison Co. for changing street lights will be ready for the November 1 Council Meeting. ORDINANCE NO. (First Reading) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, ADOPTING A COMPREHENSIVE ORDINANCE AND REPEALING CERTAIN SECTIONS OF THE SAN BERNARDINO COUNTY CODE PERTAINING TO SIGN REGULATIONS. CC-79-332 Councilman Tillinghast moved introduction of the Ordinance, seconded by Councilman Allen, with AYE votes of all present. ORDINANCE NO. 26 (Second Readin AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE AMENDING PORTIONS OF CITY OF GRAND TERRACE ORDINANCE NO. 24 ESTABLISHING REGULATIONS AND CHARGES FOR THE ACQUISITION OF SEWER SERVICES. CC-79-333 Councilman Tillinghast moved adoption of Ordinance No. 26 by title only, seconded by Councilman Erway, with AYE votes of all present. PETITION - PARKING RESTRICTION ON MT. VERNON AVENUE Mr. Donald Fishback, 22491 DeBerry, presented pictures and a Petition signed by 174 residents of the Terrace Mesa Garden Apartments located at Mt. Vernon and DeBerry to Council. The Petition requests that the City of Grand Terrace: (1) Reinstate parking on Mt. Vernon in front of the apartments; (2) Refrain from removing anymore trees from in front of the apartments; (3) Replace the one tree which was removed from in front of the apartments; Page seven - 10/18/79 (4) Remove the illegally posted signs from the front of the First Baptist Church of Grand Terrace; and (5) Remove or post at the proper height, the stop sign posted at the exit of the church parking lot. Following discussion, Mayor Petta directed Staff to research this matter and present the information to Council. UTILITY COORDINATING COMMITTEE Following a Staff Report by City Manager Seth Armstead, Motion was made by Councilman Allen to approve establishment of a Utility Coordinating Committee, and naming the City Engineer to the Committee. The Motion died for lack of a second. CC-79-334 Following briefing by City Engineer Joe Kicak, and the stipulation that the list of members stipulate "City of Grand Terrace" rather than "City Manager," Motion was made by Councilman Tillinghast, seconded by Councilman Erway and carried unanimously authorizing the establishment of the Utility Coordinating Committee as presented. RESOLUTION NO. 79- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, ADOPTING AN EMPLOYEES' DEFINED CONTRIBUTION RETIREMENT PLAN AND AUTHORIZING THE EXECUTION OF AGREEMENTS RELATED TO SAID PLAN BY THE CITY MANAGER. 0 Following discussion, this item was deferred for discussion at a Public Work Session to be held Thursday, October 25, 1979 at 6:00 p.m. RESOLUTION NO. 79- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE, CALIFORNIA, ADOPTING AN EMPLOYEES' DEFERRED COMPENSATION PLAN AND AUTHORIZING THE EXECUTION OF AGREEMENTS RELATED TO SAID PLAN BY THE CITY MANAGER. This item was deferred for discussion at the Public Work Session of October 25, 1979. BEK CONSULTING ENGINEERS INC. AGREEMENT - VIVIENDA BRIDGE Following discussion, this item was deferred. Page eight - 10/18/79 STORM DRAIN MAINTENANCE POLICY City Engineer Joe Kicak briefed Council regarding this matter. Mr. & Mrs. Earl Serianni, 12580 Mirado, addressed Council regarding cleaning the drainage ditch behind Mirado, and the flooding of their home when it rains, showing Council pictures they had taken. Mayor Petta requested Staff to check on this problem and report at the next City Council Meeting. Mr. Kicak recommended that Council establish a storm drain maintenance policy. Motion was made by Councilman Erway and seconded by Councilman Tillinghast to follow the advice of the City Engineer as outlined in his Memorandum dated October 11, 1979, Subject: Storm Drain Maintenance Policy. A copy of this Memorandum is on file in the City Clerk's Office. Following discussion, Councilman Erway withdrew his Motion, and Councilman Tillinghast withdrew his Second of the Motion. The Matter was deferred. BARTON ROAD SHEET FLOW PROBLEM City Engineer Joe Kicak briefed Council, stating alternative solutions ` to rectify the problem, with estimated costs for the alternatives. Following discussion, no action was taken on this matter, with no further action planned at this time. $15,000.00 LOAN TO CRA CC-79-335 Motion was made by Councilman Tillinghast that the City of Grand Terrace loan $15,000.00 to the Community Redevelopment Agency at eight percent (8%) interest. Councilman Allen seconded the Motion, with the understanding the loan is to be for 150 days. The Motion carried unanimously. PUBLIC PARTICIPATION No citizens addressed Council.
