Giroux PUBLIC ADDRESS. Jeffrey McConnell, Grand.Terrace resident, stated the Lions Club 5k Run is.scheduled for September 25th and invited everyone to come and participate. The event will be taking place at Pico Park and there will be a Healthy Grand Terrace event. A. PUBLIC HEARINGS . 1. Tentative Tract Map 16-01 (Tentative Tract Map No. 18604), Variance 16-01 and Site and Architectural Review 16-01 Sandra Molina presented a staff report, which included a detailed power-point presentation of the project. Chair Comstock asked Director Molina to provide an explanation of R3 zoning. Director Molina explained the R3 zoning. The recommendation was to adopt the attached Resolutions that recommended City Council approval of the tentative tract map and variance, and Planning Commission approval of the site and architectural review and variance City of Grand Terrace Page 1 Minutes Grand Terrace Planning Commission September 1, 2016 The Commission asked various questions which were answered by Director Molina pertaining to the project presentation. Public Comment Grand Terrace resident 12541 Mirado Avenue stated the power-point presentation answered a lot of the questions he had. His main concern was the possible overflow of traffic on Van Buren and people utilizing Van Buren as a parking area because of the minimal parking provided from the developer. Grand Terrace resident 22381 Van Buren Street, thanked the applicant/staff and stated there concerns were the street lights issue and the importance of individual fencing. Bobbie Forbes Grand Terrace resident, 1158 Burns Avenue, expressed support for the project, but was concerned with parking issues of the people buying the homes and guest parking bringing an overflow onto the streets. Chair Comstock responded no guest parking would be provided and asked if an HOA will be in place. Public Works Director Yanni Demitri responded to a question on street lights by responding that one street light would be provided by the applicant. Applicant Darryl Moore responded that there would be a HOA committee in place. He stated the local street is 36" feet curb to curb, and didn't foresee any issues arising with the proposed project. Chair Comstock asked if the properties are to be rented or sold? Applicant Darryl Moore responded the properties will be occupied by sold not rented. Commissioner Cesena asked if complaints would be referred to an HOA and if the HOA would also monitor the maintenance of the properties? Applicant responded that the HOA would handle complaints, as would code enforcement. Chair Comstock asked what the fencing would consist of. Applicant Darryl Moore responded that a block wall is proposed. If the drainage pipe cannot be moved then a vinyl fence will be installed along the west boundary. Chair Comstock asked of the width of the private street and how traffic would flow. Director Demitri responded the width is 36 feet, with twelve feet lanes and a right turn lane is ten feet and would be adequate. City of Grand Terrace Page 2 Minutes Grand Terrace Planning Commission September 1, 2016 Commissioner Giroux asked if parking would be allowed in the hammer head area and if the mile per hour was specific for this location? Director Demitri responded the mile per hour would be 25 mph accordingly to traffic code and no parking would be allowed in the hammer head area. Commissioner Allen asked if the neighbor adjacent to the proposed project agreed to the project. Director Molina responded no written communications were received for the item for o� against. Commissioner Allen asked if there would be sewer easements Director Molina responded there are existing storm drains, some sewer easements, with pipes. Director Demitri added the roadway aligns with the side street and that to install a stop sign on the north side of Van Buren, at the private street, would need to meet warrants. Commissioner Allen expressed his concerns with the parking on both sides of the streets and zoning code requirements. Chair Comstock and staff discussed revising some of the proposed resolutions. Grand Terrace resident, 12536 Mirado, stated his concern was the parking overflow. He suggested removing one of the proposed homes toward the front location for the bigger truck traffic it would be difficult to monitor and suggested additional parking be added. Grand Terrace resident, 12531 Mirado, was concerned that the spaces of the home were in a crammed space and stated that the windows looked over the block wall. Resident also stated he was concerned with the traffic on Van Buren becoming a parking structure. Grand Terrace resident stated she was concerned with the street sweeping maintenance of this area. Second, her concern with the north east two homes width leaving zero lot lines because of its closeness and parking. Jeff McConnell Grand Terrace resident stated the property rights the owners would have and parking inside the garage should be required. Jeff C. Grand Terrace resident stated street sweeping on private road is an issue. Sandra Molina explained the zoning allows diversity in residential products. It allows (� condos triplex's, detached units. People like diversity in residential inventory. City of Grand Terrace Page 3 Minutes Grand Terrace Planning Commission September 1, 2016 Chair Comstock stated staff was asked to revise the conditions for a more diverse zoning,because we need to follow the state regulations. He also asked the applicant to take the stand. Applicant Darryl Moore explained there is an area where the retention basin could include four parking spaces. Commissioner Allen, stated if the homeowners decided to collect vehicles who would monitor the amount of vehicles at the home? Darryl Moore responded it would be regulated by the HOA. There being no further comments for or against the Public Hearing closed on 7:47 p.m. Chair asked staff if any communications were received. Director Molina responded no communications received for this item. Deliberation from Commission: Commissioner Ceseria, asked if RV parking on the streets would be permitted? Director Molina responded no more than seventy-two hours. The street cannot be used for storage. Commissioner Giroux asked if the street was in the 25 mph. Director Demitri responded in the affirmative. Commissioner Giroux, asked if the corner residences were within forty feet of Van Buren? Applicant Darryl Moore responded the driveway is forty feet from Van Buren street. Chair Comstock, commended the applicant on marvelous job done on the project and was pleased to know it would be owner occupied units He stated he could, "tell there have been a lot of meetings, I actually went to a couple and our staff and'applicant have worked out all the details." Zoning Code Amendment 16-01 Public Hearing opened at 8:00p.m. Planning and Development Services Director Sandra Molina, presented the staff report; which included power-point presentation, which included a chart of the amount of dogs and cats permitted by the surrounding cities was provide to Commission, to demonstrate the proposed ordinance in comparison to surrounding communities. Commission Comments Commissioner Cesena, asked if breeders and rescuers would be an exemption? Director Molina, responded breeding is a commercial use and not permitted in residential zones. Pets are not required to be licensed until pet is four months old and age old enough to get a rabies vaccination. Public Comment Bobbie Forbes Grand Terrace resident supported the ordinance and wants City to allow --- up to ten dogs. City of Grand Terrace Page 5 Minutes Grand Terrace Planning Commission September 1, 2016 Jeff McConnell Grand Terrace resident, stated in the 2030 Vision Plan of quality of life was stated and whose quality is enhanced? Everyone is entitled to have pets and did not recommend increasing the number. Angela Wilkinson Grand Terrace resident, 12044 Preston St., agreed that not everyone loves dogs as far as the barking but they need to be taken out on a regular basis. She does agree with the four dogs or cats mixture. Commissioner Allen asked if this zoning change pertained to only cats or dogs. Director Molina responded it could be a combination not to exceed four animals.
