Architectural Review Board.

- On September 22nd the Lions 5K Run and on November 21 st the "Pot Of Gold" the
theme is a "Evening in Tuscany" there will be dining and dancing.
A. PUBLIC HEARINGS
1. Site and Architectural Review 05-19-A1 and Environmental 15-06 Located at 11830
Mount Vernon Avenue -
Community Development Director Sandra Molina, presented the staff report for this item
and brought to the attention of the Commission, a language revision to the required
driveway setback from 18' to 15.5' on previously existing conditions #29 and #30. Ms.
Molina also addressed changes to condition #27 (active recreation amenities), .stating
the applicant would provide shade structures, benches, and an open play area that
would allow more flexibility for residents.
Ms. Molina answered questions of the Commission related to road maintenance and
upkeep; why the properties are classified as condos and not small houses; and if there
were any written comments received. Ms. Molina answered, responding that the street
and land would be maintained by an HOA and that no written comments had been
received.
Mark Mulling Capital Pacific Homes, answered questions of the Commission related to
signage, project phasing, driveway and street parking, accessibility for garbage and
emergency vehicles, storm water drainage and culvert maintenance, and how long a car
would be allowed to park on the street. Mr. Mullin agreed that language should be
included in the HOA's Rules and Regulations manual to disclose an allotted duration of
street parking.
Community Development Director, Sandra Molina, clarified to the Commission that the
applicant must obtain approval from County Fire and the- Conditions of Approval would
also need to be updated. The update would consider the 26' wide driveway in case red
painted curbs are required.
Ms: Molina also suggested that the HOA consider a towing enforcement regulation as
another option in the Rules and Regulations manual.
Jeff McConnell, Walnut Avenue, he talked about his previous HOA management
experience and that he dealt with similar issues that typically arise from HOA's lack of
( regulation enforcement.

Chairman Comstock closed the public hearing at 7:40 p.m. and moved to adopt Site
�. and Architectural Review 05-19-A1, environmental 15-06 located at 11830 Mount
Vernon.Avenue for 35 detached condominium units as amended by staff.
