Grand Terrace, California.on April 19 .2007 at 7:00 p.m..by Chairperson Dow-Wilson. PRESENT: Doug Wilson, Chairperson Matthew Addington, Vice Chairperson Tom Comstock, Commissioner Darcy McNaboe, Commissioner Gary Koontz, Community Development Director Richard Garcia, Assistant Planner Jerina Cordova, Planning Secretary Rich Shields, Public Works ABSENT: Brian Phelps t ` 7:00 P.M. CONVENED SITE AND ARCHITECTURE REVIEW BOARD/ PLANNING COMMISSION MEETING • Call to Order • Pledge of Allegiance led by Tom Comstock • Roll Call • Public address to Commission shall be limited to three minutes unless extended by the Chairman. PUBLIC PARTICIPATION PATRICIA FARLEY 12513 Michigan Street Ms. Farley wanted to make another comment on the Circulation Element. She expressed concern that the plan only allows for a short distance off Michigan Street to remain residential and all the rest encouraged to be commercial. 22795 Barton Road • Grand Terrace, Gdi€ornia 92313-5295 • 909/ 824-6621 She questioned why the strip mall past the skating rink on Michigan Street was _ designated as light commercial? She stated the City had allowed things to happen which have destroyed that street. She stated that widening Michigan Street needs to be stopped. She stated the City owes it to the residents of the street to do something to protect the rest of the street as residential. Chair Wilson asked for the availability of the traffic study along Michigan. Planning Director Koontz stated that Craig Neustaeder was working on the study and it would be provided to the Commission. 1. MINUTES Planning Commission Meeting Minutes of February 22, 2007 RECOMMENDATION: Approval MOTION PC-09-2007 Vice Chair Addington made a motion to approve Commissioner Comstock Seconded MOTION VOTE 4=0-1-0 (motion carries with Commissioner Phelps absent) 2. MINUTES Planning Commission Meeting Minutes of March 15, 2007 RECOMMENDATION: Approval MOTION PC-10-2007 Vice Chair Addington made a motion to approve Commissioner Comstock Seconded MOTION VOTE 4-0-1-0 (motion carries with Commissioner Phelps absent) Commissioner McNaboe noted that there was a comment that was made on page 36 that was attributed to her and she did not make that comment. 3. SA-07-01 &E-07-01 SA-07-01 and E-07-01 to construct a two-story single family residence with 7,162 square feet of living area and a six car attached garage of 2,037 square feet. APPLICANTS: B.J. and Neera Ghuman -2- LOCATION: 23186 Glendora Drive, Grand Terrace. (APN#0276-251-09) RECOMMENDATION: Open the public hearing, receive testimony, close the public hearing, and approve SA-07-01 and E-07-01 to construct a two-story single family residence. MOTION PC-11-2007 Vice Chair Addington made a motion to approve SA- 07- 01 &E-07-01 Chair Wilson Seconded 4-0-1-0 (motion carries with Commissioner Phelps absent) Richard Garcia, Assistant Planner greeted the Commission and presented his staff report. The proposed project is to construct a two-story single family residence with 7,162 square feet of living area and a 6 car attached garage of 2,037 square feet in the R1-20 residential district. OVERHEADS The aerial photo accurately depicted the property as an existing residence with a detached garage. The project site is located at the center of the property. Properties to the immediate north, south, east and west are developed as single family homes in the R1-20 district The site plan indicates the project location. The proposed.residence will contain 7,162 square feet of living area and will have a six-car garage of 2,037 square feet and a swimming pool, cabana, and an overhead deck. Lot coverage will amount to 10. 5%. The entire property is fenced and most of the existing landscaping and trees will remain. The proposed 1st floor will be 3,632 square feet and will contain 2 bedrooms, 2 bathrooms, 3 powder rooms, a library, a great room, a dining room, a nook, a foyer, a wet bar, and a fireplace in the master bedroom and great room. There will be a swimming pool and a cabana in the rear yard. The proposed 2nd floor will be 3,632 square feet and will contain 3 bedrooms, 3 baths, 2 powder rooms, a library, a family room, a game room, a wet bar, a sitting room, a gallery, an overhead deck, and a fireplace in.the game room. The structure will be finished primarily with stucco. The color will be a pale, beige, with the trim a natural concrete gray. The structure will feature exterior architectural embellishments in the form of an arched front entry porch supported by 8 columns, - 3 - stepped stucco fascia, faux wooden timbers on the 2nd story bathroom pop-out, porcelain tile on the entry porch and bathroom pop-out, terra cotta roofing tile, custom dual front entry doors, and an overhead deck with concrete columns and railing. The grading plan details the location of area drainage, erosion control, and storm water pollution prevention measures Most of the existing vegetation and trees will remain. There will be an English rose garden, fruit trees, planters, a fountain, an herb garden, and the circular driveway will be made of pavers. The owner has incorporated most of the existing vegetation. There are mature trees and there will be a,new water fountain. The project is a categorically exempt class 3 project per the California Environmental Quality Act. Staff recommends that the planning commission approve the proposed 2-story single family residence under SA-07-01 and E-07-01 as called for by the attached resolution of approval. Vice Chair Addington recalled that there were storm water issues. Richard Shields, Public Works informed Vice Chair Addington there was a SWPPP that was supplied to Building & Safety, at the time the applicant submitted for grading plan review. Planning Director Koontz replied that the conceptual grading plan 'shows that there was less than an acre being graded. He also replied that they have a condition if he grades more than an acre they have to go into the Water Quality Management Plan. WQMP was not asked for at this time. Vice Chair Addington requested to'see aerial picture Attachment 2. He asked what was in the back corner of the property. Richard Garcia, Assistant Planner replied that is the existing garage and it will be demolished along with the existing house. BRUCE WOOD 8240 Catalpa Hesperia, California Mr. Wood believes this project will be an asset to the community. Chair Wilson believes this is the type of home that really upgrades communities. - ADJOURN SITE 'AND ARCHITECTURE REVIEW BOARD/PLANNING COMMISSION MEETING -4- CONVENE PUBLIC WORKSHOP SESSION WORKSHOP ITEMS: 1. SUBJECT: General Plan Update Workshop#6 (Open Space and Conservation Element) Planning Director Koontz proposed to join air quality element with the open space and conservation, instead of having a separate one for each. There was a discussion between the-Commission and Planning Director Koontz about the proposed high school. Planning Director Koontz reassured everyone that it was definitely going to be built and should break ground in 2008. If it wasn't for the location of the lumber yard, it would start earlier, but there was a holdup in regards to moving the facility property to the City of San Bernardino. Planning Director Koontz discussed-Goal 4.1 and Policies 1-3 We have use agreements with each school that will allow us to use the student recreation facilities. The agreement was signed by both the Colton Unified School District and the City Council. They will not be available during school hours. _ Planning Director Koontz addresses questions toward the commission on the policies or suggests to opening up to a public participation. Vice Chair Addington asked how much the City could afford? He would like to have more if the City could afford it. Planning Director Koontz replied that there were efforts through the Grand Terrace Foundation to make the majority of Blue Mountain a park. He also replied that he's been working with Dennis Kidd and the City of Colton in that regard. Commissioner Comstock asked if there was a State regulation that declared a minimum for cities. Planning Director Koontz replied that according to the General Plan State Guidelines, you have to pick your own range however it is typically 3-5 acres per 1,000 populated. The City of Grand Terrace has always used 4. There is little land left to develop for anything and that is a concern in regards to recreation space. Planning Director Koontz stated that there are some opportunities that come along with the redevelopment comes in next to the freeway for parks and recreation facilities to approach open space. Vice Chair Addington asked if linear parks and trails were related to open space. - 5 - r I' Planning Director Koontz stated that working with the Gage Canal in the past, to put bike ways on it, has been a real challenge. Chair Wilson contemplated on the normal range of 3-5. He stressed the need to leave a legacy for our children and grand children and encouraging the high end of the range. Planning Director Koontz stated that we need to focus on expanding the two lineal parks we have now along the aqueduct. ' The flat area can be used for play and active recreation. We need to make decisions and fund it. ' Chair Wilson supported the making of Policy 4.1.2 being 5 acres per 1,000 populated. He then asked for discussion among the Commissioners. Vice Chair Addington is in accordance. However, wants to know how much Blue Mountain would be useable for park trails and active recreation. Planning Director Koontz will sit down with. Dennis Kidd and seriously look at the potential acreage on our side and determine what can be done. Commissioner Comstock was in an.agreement. He also suggested looking at the Edison Easements. PATRICIA FARLEY r -- 12513 Michigan Street Ms. Farley believes that Blue Mountain has great potential, but if the City doesn't create it right, then there will be a lot of problems. Security is an issue in parks because of drug dealing. In response to sharing usage with the schools, she states that you will not be allowed to use it during school hours. Ms. Farley believes that there were .issues not considered in the environmental plan and the high school should be stopped. JEFFREY MCCONNEL 21758 Walnut Mr. McConnell thanks the Commission for encouraging acquisition of lands up in Blue Mountain. Mr. McConnell believes that there is a need for a park on the west side and hopes the "Sexual Predator's Law" will go through because with a park it will protect the west side. Commissioner Comstock questioned the qualification of setting up a bike staging area or sitting area along the Santa Ana River. r - Planning Director Koontz replied that it depended on whether the property was private or public property. - 6 - Planning Director Koontz informed Commissioner Comstock with an update in regards to the last meeting with the Hogden family. A private soccer park could be a possibility for his property on the west side of Grand Terrace. Chair Wilson inquired on guidelines for specific recreation uses. Jurisdictions usually set a minimum area for particular uses like baseball fields or multiuse parks. Chair Wilson questioned if there was language listed in the Goals and Policies in relation to particular uses. Planning Director Koontz replied that it was more of an implementation program that would address minimum requirements. Once finishing Goals and Policies we will address Implementation. WILLIAM KAMINSKY 11818 Burns Avenue Mr. Kaminsky noticed the size of the parks couldn't accommodate baseball parks and believes they are too small. Mr. Kaminsky alleged he spoke to Colton Unified School District for usage of the joint use parks and claims there is limited usage. Chair Wilson replied the usage was a contract issues between the City and jurisdiction. Planning Director Koontz offered to invite someone from the school district for clarification. Planning Director Koontz discussed Goal 4.1 and Policies 4-13 PATRICIA FARLEY 12513 Michigan Street Ms. Farley encouraged safe parks on Blue Mountain and the protection of aesthetics for the homes near Blue Mountain. She discourages the proposed Susan Petta Park's location as well as the small park on the corner of De Berry Street/Mt. Vernon Avenue. Ms. Farley wanted an explanation on the Quimby Act. Chair Wilson explains the definition of Quimby Act as: it originated in the 1970's after a gentleman named Quimby. The concept is to provide area wide park space and it allows a formula to be used by local jurisdictions to determine how much space is to be allotted. - 7 - If you can't satisfy it you can only use it for new stuff and not things such as - maintenance. They could inflict an In Lieu fee to guarantee the jurisdiction supplies its 4-5 acres per 1,000. Commissioner Comstock explained the De Berry Street/Mt. Vernon Avenue Park. WILLIAM KAMINSKY 11818 Burns Avenue Mr. Kaminsky wanted clarification on 4.1.7 relating to equestrian uses and applicability to the City of Grand Terrace. Chair Wilson explained 4.1.7 stated "these trails may be used for pedestrian, equestrian or biking" stressing may. Mr. Kaminsky discouraged a park under a power line. Vice Chair Addington inquired on an equestrian overlay. Planning Director Koontz replied that the City of Grand Terrace had an Agriculture overlay not an equestrian. He also explained that the Santa Ana Trail program called for an equestrian component. _ PATRICIA FARLEY 12513 Michigan Street Ms. Farley inquired on transfer of development rights. Chair Wilson replied that it is all together a different situation when you transfer development property rights. He proceeded with when you take a Planned Unit Development (PUD) it is not unusual to transfer development rights in exchange for open space to do a particular type of development such as park dedication. JEFFREY MCCONNEL 21758 Walnut Mr. McConnell suggested keeping access for horses to those agricultural overlays. KEN RICHLEY Southern California Edison Account Executive Mr. Richley explained that it was not his area to comment on easements. Mr. Richlely attended this meeting to talk about the Energy Action Plan. Planning Director Koontz discussed Goal 4.2 Policies 1-4; Goal 4.3 Policies 1-10 - 8 - PATRICIA FARLEY - 12513 Michigan Street Ms. Farley discusses open space in the proposed high school. She believes the City should propose a small school or a magnet school and discourages having a big school that will accommodate students outside of Grand Terrace. Commissioner Comstock questions the City of Grand Terrace's jurisdiction over the proposed high school. Planning Director Koontz explains that the proposed high school is under the jurisdiction of the school district which is a State agency. Chair Wilson explains to Ms. Farley the Planning Commission meeting is not the proper forum for her topic. Chair Wilson urged Ms. Farley to address the City Council on the issue. Ms. Farley believes that City officials should have made comments to the state to protect the citizens of Grand Terrace. Planning Director Koontz discussed Goal 4.4 Policies 1-3 WILLIAM KAMINSKY 11818 Burns Avenue Mr. Kaminsky requested to go back to 4.3 and stated there was an ambiguity in some of the statements that were made between 4.3.3 through 4.3.6. Mr. Kaminsky discussed protection of the public according to the new plan Floodplain and Industrial; and believes the public is part of the Industrial and they are not being protected. He would like revision Chair Wilson explained it was possible to build in a floodplain and assures Mr. Kaminsky there was no limit to the use. Planning Director Koontz stated the area is suitable for industrial but has a floodplain overlay. Planning Director Koontz discussed Goal 4.5 Policies 1-4 Chair Wilson commented on 4.5.3 "The City shall evaluate the feasibility" as well as security and safety. Planning Director Koontz discussed Goal 4.6 Policies 1-4 l - - 9 - JEFFREY MCCONNEL 21758 Walnut Avenue Mr. McConnell discussed the topic of solar panels in relation to global warming. KEN RICHLEY Southern California Edison Account Executive Mr. Richley applauds the City of Grand Terrace for its energy action plan, conservation, energy efficiency and demand response. The City is a leader in the State of California being the first adopters of something that will be adopted by all other cities. Planning Director Koontz invites Southern California Edison to participate the implementation programs. Planning Director Koontz discussed Goal 4.7 Policies 1-7 Chair Wilson wanted to discuss anything further the City of Grand Terrace can do to apply the regional aspect. JEFFREY MCCONNEL 21758 Walnut Avenue Mr. McConnell discussed carbon emissions in vehicle trips and proposed conduits for future electric cars on new and/or existing projects. PATRICIA FARLEY 12513 Michigan Street Ms. Farley criticizes the City for not doing their job in regards to air quality. Chair Wilson discusses Air Quality Management Control (AQMD) and discusses gray areas. Being involved in areas where it may prone to AQMD there have been situation where the dust clouds raise 600 feet in the air. and the county flood control doesn't do anything about it. The City of Grand Terrace does its part to control it. WILLIAM KAMINSKY 11818 Burns Avenue Mr. Kaminsky discusses Policy 4.7.3 as a nice policy however claims that the City is not distributing the heavy uses along the arterials but rather spreading them around the City. He feels the policy is not being taken care of. Vice Chair Addington stresses Policy 4.7.3 is a new policy and wants to introduce it to - the City. Planning Director Koontz concurred. - 10 - Chair Wilson believed there is a consensus to kept Policy 4.7.3 as is. JANESE MAKSHINOFF 21816 Vivienda Avenue Ms. Makshinoff informed the.Commission of a current disking on Warner Hodgen's property. Chair Wilson will make a suggestion for mowing as oppose to disking. Chair Wilson included that it is a Code Enforcement issue and-encourages education to the community of disking versus mowing.
