California. on October 18,2007 at 7:00 P.m..by Chairman Wilson. PRESENT: Doug Wilson, Chairperson Matthew Addington, Vice Chairperson Tom Comstock, Commissioner Darcy McNaboe, Commissioner Brian Phelps, Commissioner John Lampe, Associate Planner Jerina Cordova, Planning Secretary ABSENT: Gary Koontz, Planning Director Richard Shields, Building &Safety 7:05 P.M. MEETIN i 22795 Barton Road • Grand Terrace, California 92313-5295 • 909/ 824-6621 i CONVENE PUBLIC WORKSHOP SESSION 1. SUBJECT: "Amateur Radio Antenna(HAM) Ordinance" (Z-06-02) John Lampe, Senior planner presented his staff report. Mr. Lampe explained this was the third time the Ordinance has been presented to the Planning Commission. The last workshop was on July 19, 200T The Commission instructed staff to modify the draft to limit the height as well as submit to city attorney for review. After review of the ordinance by the city attorney, he suggested modification of the Ordinance. For administerial review it is required to have an Ordinance that is consistent with the Federal Communication Commission (FCC). Mr. Lampe requested a motion from the Commission if they felt it was adequate to move forward. Commissioner Comstock asked if one of the residents brought an antenna in and another is in opposition what would be the procedure. Mr. Lampe indicated that the Ordinance states that if there is an objection on public safety issues the applicant and objector would be notified that the matter would be referred to the Planning Commission. Commissioner Comstock wanted confirmation that the City.'s hands are tied because of state law. REOUEST TO SPEAK JOANNE JOHNSON 12723 Mt.Vernon Avenue Ms. Johnson explained in great detail on her experience in emergency operation and obtaining a technician license. She emphasized that (FCC)'s regulations carried a lot of weight. She stated that there were antenna's that do not dominate landscape and can be disguised into the landscape. She asked the public to be considerate to their neighbors because their privilege could end when they cause trouble for others that can't be corrected. Chair Wilson stated that he spoke to an individual outside of the city in regards to a similar matter and dealing with the HAM radio Ordinance. He went on to state.that problems occur in other jurisdictions and are not always in relation to height but to interference. The individual stated the only way to deal with the matter is to refer to the (FCC). The Planning Commission came to a consensus on a motion for"Amateur Radio Antenna (HAM) Ordinance" (Z-06-02). 2. SUBJECT: General Plan Update Workshop#10 'Land Use Element Housing Element(State law review) ,*v 2 Chair Wilson continued the workshop to the next scheduled meeting of November 1, 2007. The request to speak.form by Rita Schwark would be heard next meeting. • Information to Commissioners Vice Chair Addington requested information on construction on Barton Road and Preston Avenue.
