The resular meetins of the Grand Terrace Plannine Commission was called to order at the
Grand Terrace Civic Center. 22795 Barton Road. Grand Terrace. California, on
SEPTEMBER 18.2008 at 7:00 mm..by Chairman Wilson.

Commissioner Comstock Abstaining
Commissioner Phelps requested a correction on page 5:
"Commissioner McNaboe stated that she believed the business was a benefit to the community,
however; it did belong in the particular location"
Commission Phelps stated, "did not" belong in the particular location as oppose to "did".
Commissioner McNaboe agreed to the correction. Director Koontz noted the correction.

Chair Wilson adjourned the Site and Architecture Review Board/ Planning commission meeting
and convened the Public Workshop Session.
WORKSHOP ITEMS:
1) SUBJECT: Discuss City of Grand Terrace Commercial Building and Site
Design
Senior Planner Molina presented a power point presentation that was previously introduced by
Director Koontz. The presentation was to show the Planning Commission the commercial
projects along Barton Road and the potential redevelopment in the City's older commercial
areas.
Senior Planner Molina discussed building design, site and landscape design and a discussion on
street medians. The purpose of this presentation is to get the Planning commissioners to start
thinking about some ideas.

The building in the older commercial areas are smaller scale projects. This building design is
consistent with the Barton Road Specific Plan. One thing about this center is that it does not
have eaves.
Slide 4-8
This is the Food Connection and here you will see a lot of wood, trellis and rock as called for in
the Barton Road Specific Plan.
Slide 9-10
This is Demitri's Restaurant and it has more of a stucco use, with lower height and pillars.
Slide I1-13
This is the CVS, which is a newer building in the City. It uses stucco, which is a lot more
common today. It also has a rock element incorporated into it and gabled roof.
Slide 14
These current jobs are being processed by Staff. This particular picture is a building that is
proposed in the Town Square project.
Slide 15-16
This is the proposed Fresh and Easy that the city is processing in the redevelopment of the
Starbucks area. The developers acquired multiple parcels in that area.
The Walgreens is proposed in this project as well. They complement each other with the use of
earth tone.
Senior Planner Molina asked the Planning Commissioners if they had any questions thus far.
Vice Chair Addington recalled that most buildings shown are in the Barton Road Specific
Corridor and asked if the new architecture is as well. Senior Planner Molina stated that it is but
it is different because of the use of stucco. The incorporation of wood treatments, trellises and
ledge stone are added by comply with the Barton Road Specific Plan.
Slide 17-21
The State of California passed a senate bill that requires the State to adopt an updated revise
version of the Water Efficient Landscape Ordinance which requires every city to have one as
well. The ordinance calls out the area a climate zone in the area that the project is located; then
- establishes a water budget. It is very complicated and there are a series of conferences and
meetings that staff has been attending. Chair Wilson stated that he was aware of the process.

Senior Planner Molina informed the Planning Commission that once the General Plan was
adopted the Zoning Code would be updated and staff intends to have a landscape ordinance
chapter.

Mr. Kaminsky had a concern about trees that grew into power poles and did not want to deal
with Edison.
Senior Planner Molina requested comments from the Planning Commissioners. Chair stated he
was not in favor of a standard median and that there was other solution however, traffic studies
had to be done.
Vice Chair Addington asked for clarification on the siding of the buildings. Senior Planner
Molina -stated that the purpose was to get the Planning Commissioners ideas on new
development details. Commissioner Comstock stated that the sighting paint on some of the older
buildings did not hold well and requested a cementatious product.
Chair Wilson requested to stay away from lineal frontage. Senior Planner Molina stated that the
Barton Road Specific Plan called for staggering once a project is over lineal frontage. Chair
Wilson requested a color differential. Commissioner Phelps was looking for more relief on the
buildings proposed. Chair Wilson gave a background on Spanish, Cape Cod & Craftsman style
and felt that there were plenty of options to adopt. Senior Planner Molina believed the challenge
would come from the actual user. Smaller users have variation and small massing; markets do
not lend themselves to those elements. Commissioner Phelps believed that the actual building
could be basic but with creativity, relief could be accomplished.
Chair Wilson informed the public that he along with the other Planning Commissioners had met
with the Planning Director to review plans for the proposed projects. He pledged his time and
requested the others to do so, in commenting and giving guidance to the entrepreneurs early on
in plan review to avoid waiting until the last minute.
Vice Chair Addington stated that although the developer may want to be innovative they still
have to comply with the Barton Road Specific Plan. Commissioner Phelps believed that this is
the time to review and update the Barton Road Specific Plan. Chair Wilson believed that the
Barton Road Specific Plan should be used as is; but work with the developers and provide
feedback as you go along. Chair Wilson realizes there is an unhealthy economic circumstance
and does not want to use that as an excuse for bad architecture or life style situations.
Chair Wilson stated that the movement of Stater Bros from the current location to the Town
Center area is going to create redevelopment. Chair Wilson requested devoted time from the
Planning Commissioners to get involved with all of the projects that were occurring so that the
City would have desirable projects. A consensus to get involved in the projects was made by the
Planning Commissioners.

• Information to Commissioners
Senior Planner Molina requested addressed the need for two volunteers from the Planning
Commission, to join the HAM Radio Committee. Commissioner Phelps volunteered his time so
long as. he was available. Chair Wilson confirmed his interest. Vice Chair Addington
volunteered to be an alternate.
Senior Planner Molina followed up with Commissioner Phelps's request regarding a copy of an
ordinance on foreclosed homes from other cities.
• Information from Commissioners
Commissioner Phelps asked if the Circulation Map had been updated. Senior Planner Molina
stated that she had to follow up with Director Koontz on that item.
Chair Wilson reminded staff of his request for a copy of the Conditional Use Permit for the
Schwertfeger review. Chair Wilson .informed staff of a list, of non=conforming "lean and
vehicles-that are violating off-street parking codes and provided a list to Senior Planner Molina.
Chair Wilson expressed his concern of the slurry job along Barton Road and requested
information. Senior Planner Molina informed Chair Wilson she would ask Steve Berry to
contact him regarding the slurry job..
Commissioner Phelps requested an update from Chair Wilson regarding the legitimacy of maps.
Chair Wilson informed the Planning Commissioners that he met with Director Koontz regarding
the maps and that it was still in research.
Chair Wilson adjourns the workshop items and calls for the next Planning Commission meeting
to be held on October 2, 2008.
