MINUTES OF REGULAR MEETING
JUNE 18,2009
The regular meeting of the Grand Terrace Planning Commission was called to order at the
Grand Terrace Civic Center,22795 Barton Road, Grand Terrace, California, on June 18,
2009. at 6:30 mm-by Chairman Doug Wilson.

Matthew Addington, Vice Chairman
Darcy McNaboe, Commissioner
Joyce Powers, Community and Economic Development Director
ABSENT: Tom Comstock, Commissioner
Brian Phelps, Commissioner
6:30 P.M.: CONVENE SITE AND ARCHITECTURE REVIEW BOARD/
PLANNING COMMISSION MEETING
Chairman Wilson convened the Site and Architectural Review Board/Planning Commission
meeting.

GENERAL PUBLIC PARTICIPATION:
Charles Hornsby -Requested an update on Barton Plaza.
Chairman Wilson - Stated that the Lion's Club just received an update from the Mayor and that
the developer is still negotiating the lease with Fresh&Easy. He also said that the debris will be
broken up and used for fill.
Mr. Hornsby - Stated that the fence is catching debris, looks terrible and has been there too
long. He asked if they were going in at all?
Chairman Wilson - Stated that Fresh&Easy recently won the right to keep their warehouse on
I-215, so they should be moving along.
ITEMS:
1. SUBJECT: Commercial Improvement Project:
Community and Economic Development Director, Joyce Powers—Presented a report
regarding the exterior paint colors for the rehabilitation of the shopping center at 22400 Barton
Road. She stated that on June 4, 2009,the Planning Commission had reviewed a light blue
primary color, which was not supported by the majority of Planning Commissioner. Director
Powers presented another color palette that included"Drifting" as the primary color, and
"Whisper"and"Scarlet Past" as the trim colors. (Drifting is a medium tan.)
MOTION PC 18-2009
Commissioner McNaboe made a motion to approve this
color palette.
Seconded by Vice Chairman Addington.
Motion carries 3-0,with 2 absentees.
Commissioner McNaboe and Vice Chairman Addington—stated that they supported staff
approval of commercial improvement projects if they meet the design policy.

Chairman Wilson—stated that the Mayor's update of projects was good, particularly in regards
to Stater Bros. and Grand Crossings and stated that both have suffered due to economic
conditions.

ADJOURN PUBLIC WORKSHOP SESSION
CHAIRMAN WILSON ADJOURNED THE PUBLIC WORKSHOP SESSION TO THE
NEXT MEETING TO BE HELD ON JULY 2,2009.
