11/19/2009 Community and Economic Development Department (ALHORNIA GRAND TERRACE PLANNING COMMISSION MINUTES OF REGULAR MEETING NOVEMBER 19, 2009 The regular meeting of the Grand Terrace Planning Commission was called to order at the Grand Terrace Civic Center,22795 Barton Road, Grand Terrace, California, on November 19,2009, at 6:30 p.m., by Chairman Doug Wilson. Motion carries 4-1, Commissioner Bailes abstains. 1.2 SUBJECT: Planning Commission Meeting Minutes of September 3, 2009 RECOMMENDATION: Approval MOTION PC 35 -2009 Commissioner Bailes made a motion to approve the Minutes of September 3, 2009 Second by Vice Chairman Addington. Motion carries 5-0 1.3 Planning Commission Procedures Manual RECOMMENDATION: Approve and forward to City Council for adoption. Director Powers-Chair Wilson we have placed that on the consent calendar, we have made the modifications that you had requested the last time we spoke about this and we show them in a redline format so you could check to make sure all your comments were addressed. If you are happy with how it's written now, what we would do is final it and refer it to the City Council with your recommendation. MOTION PC 36-2009 Vice Chairman Addington made a motion to Approve and forward to City Council for adoption. Second by Commissioner Bailes. Motion carries 5-0 2.1 ADMINISTRATIVE SITE AND ARCHITECTURAL REVIEW 09-03 APPLICANT: Andrew Glavinic, Owner LOCATION: Potomac West Commercial Center, 22310 and 22320 Barton Road RECOMMENDATION: Adopt a Resolution Approving Administrative Site and Architectural Review 09-03 and Finding the Project Exempt from the California Environmental Quality Act. Analyst Chamberlain—The project before you is Administrative Site and Architectural Review for fagade remodel in the Potomac West Commercial Center, 22310 and 22320 Barton Road. The proposed project includes the removal of the existing exterior of.the buildings and the installation of stucco along with the construction of columns, rock veneer, cornice and a wrought iron trellis. The existing asphalt shingles will remain unchanged and the existing awnings will be removed during construction and remounted when work is complete. The applicant is participating in the commercial improvement program sponsored by the Community Redevelopment Agency which is meant to aide in Grand Terrace's revitalization effort. The project is located within the Barton Road Specific Plan General Commercial Zone and adheres to the design guidelines of the Specific Plan and the design policy that was approved May 2009. The main architectural changes are proposed for the most visible elevations of the buildings, the south and east elevations. However, staff has recommended the trim of the north and west elevations be painted the "Iron River" accent color. The proposed color pallet consists of one major color with three accent colors. The predominant color is a light tan called "Floating Feather", the darker tan called "S'mores" is the main accent color, while "Red Ink" and "Iron River" contribute additional accents to the overall project. Staff explored multiple color pallets with the applicant; however, the applicant felt using four similar earth tones made the conceptual exterior look monotonous. The design guidelines of the Barton Road Specific Plan encourage the use of the contrasting accent colors. Environmentally, the project qualifies for an exemption from the provision of the California Environmental Quality Act pursuant to section 15301A which exempts interior and exterior alterations to existing facilities. Staff recommends the adoption of the resolution approving the project and finding the project exempt from CEQA. Page 3 of 7 Chairman Wilson—Any discussion with the staff from the Planning Commissioners. Commissioner McNaboe—The color Iron River, is that in the black Analyst Chamberlain — It is more a green. We tried to get the best rendering possible but it's difficult with the printers. Commissioner McNaboe—So it has a green (inaudible) very dark green. Analyst Chamberlain—It does have a green quality to it. Commissioner McNaboe—How long is the duration of this project? Analyst Chamberlain — The project will start in the next 12 months and should be completed within a year once it starts. Director Powers —Commissioner McNaboe, to complete the construction drawings, get through building,bid the project and complete the construction we are estimating about one year total. Commissioner McNaboe — Specifically, I am asking about once they start do we have an idea how long the thing would be torn apart? Director Powers — How long will the thing be torn apart? Is that your comment? Well it'll be done in sections so everybody won't be inconvenienced at the same time. Part of the contract will be to keep the businesses accessible. I would expect it would be under construction for a period of four-to six months. Commissioner Bailes —Building B the elevation that's the east side of Pasta Italia, the wrought iron that is going to be placed there, is that going to be free standing or attached to the building. Analyst Chamberlain — Staff s recommendation and one of the conditions of approval is that it be mounted flush to the wall. Essentially it will be a decorative trellis it will not be a functional trellis and that is just to try to prevent an area that could be blocked by vines and greenery. Commissioner Bailes — That was my concern if it was free standing and we put vines on it would block out the view. Vice Chairman Addington — I do have one question of staff, the project we approved a month or so ago down the street, I thought the direction was stuff like this would be made at the staff level not at the Planning Commission level. Is there a reason why this was brought up to us for review? Director Powers — This project is a little more intensive. Chairman Wilson — Staff do we have an actual specification on the rock veneer? I see it's specified as rock veneer but there are a myriad of these types of stacked river rock, verses flagstone, verses whatever. I see all our colors called out but I am concern about the call out for the rock veneer. Director Powers—Is that shown on the photograph that you have there? It's the stacked stone in the earth tone colors,the beige and tan is what they intend to use. Chairman Wilson—O.K. as long as it looks like this we are O.K. I am just concerned about the fact that there is no specification. Director Powers—We do have it Chair Wilson. Chairman Wilson —Any further discussions, conversations with staff about this item from the Planning Commissioners? If not then let's open this up to public, I note that the applicant is not here. Analyst Chamberlain—Yes, that is correct, he is not here. Chairman Wilson — Do we have any public input on this particular item? Not seeing any and not having any request to speak form then we will close the public portion of this and bring back to Commission for their pleasure. MOTION PC 37-2009 Vice Chairman Addington made motion for approval of SA09-03. Second by Commissioner Comstock Motion carries 5-0 3. INFORMATION TO COMMISSIONERS Director Powers — Just one item. I would like to update the PC on the Compass Blueprint Application. We selected a consultant firm to start the update of the Barton Road Specific Plan. We are finalizing that contract and we expect them to start work with a community meeting and such in December. Vice Chairman Addington—Who did we select? Director Powers—Hogle Ireland. Page 5 of 7 Commissioner Comstock — Curious about the Stater Bros. and Jacobsen. I have heard some rumors going around town and seen a few things here and there I was just curious if you had any information to give to us regarding that. Director Powers —Yes Commissioner Comstock, and on the Walgreen's/Fresh & Easy, as well. We have had meetings with all the parties over the last week and the first part of this week. Both parties want to move ahead and start construction. The Stater Bros., if you recall, our biggest problem getting that one started was the financial feasibility given just the one user would have to fund all the on-site parking lots and driveways. We did discuss this week and we tried to really pin it down and we're extremely close. I think you will see an article in the paper tomorrow written by Steven Wall that includes a stated comment from Jack Brown as soon as you guys approve his plans. Commissioner Comstock — Am I correct in understand that Stater Bros. then was able to purchase a portion of the property from Jacobsen Holdings? Director Powers—That is my understanding. Commissioner Comstock — Any information to what was formally known as the Outdoor Adventure Center? Director Powers—No, that is still pending an EIR for the actual selection of the alternative. Chairman Wilson — Did you say you had something to say about the Dr. Ha site or is there anything new? Director Powers — Yes, the last time I updated you I believe I informed you they have flipped the building so they expect us to look at the loading zone from Barton Road and of course I knew the Commission wouldn't be wild about that, so we did send them back. They have come back a couple of times, still trying to push that design and telling us if we don't let them do this then Fresh & Easy might not come to Grand Terrace either. Where we are now is they are taking it back to their executive management at Walgreen's to agree to put the loading zone around back. What we are looking at, to make that work for them, is to have them orient the store on Barton Road the way we would like to see it, and change the site to allow a row of pull up parking perpendicular to Barton Road and we would screen it with landscaping. The other items that really helped a lot is we have had long discussions whether or not Britton Way would be closed and they were able to get a commitment from the Fire Department that they would allow it to be closed to through traffic. So we are looking at the engineering on that and making sure it doesn't put the fire trucks too far away from the homes on the other side of the wall. So we are almost there to get started, as well. But you may see a revised site plan for that one. Chairman Wilson — I know this is an enforcement issue but there is at house on 11983 Canary and I suspect that house is being used as a commercial type of venture because there is masonry piled probably 8 feet high in the drive way. It hasn't changed much; they are doing some masonry work on the house but it has nothing to do with the materials that are stacked there. So my guess is there are several work trucks and so on and so I think this is being used as a little Page 6 of 7 r' different as residential. That is not conducive to the neighborhood. The other thing is I was curious about if there had been any investigation in relation to my pet peeve on the house way up at the top that is to the south of the water tank that has the glaring, I think there are seven lights if I remember right, that glare down into our area and has the large green tarp on the brown hill on the Blue Mountain. I wondered if we discovered what the motivation was for the sudden lighting situation. Director Powers—We haven't discovered the motivation but we did discover the home that you were referring and did check it out in the evening, our Code Enforcement officer. There are no, which I am sure you know, there are no light standards that they must be attached to the home itself. So that is what I know at this point. Chairman Wilson—So then my process is to make a formal complaint. Director.Powers—I actually submitted that on your behalf. Chairman Wilson —Do we have any follow up on the Swertfegger situation I know we have a recent review of their circumstance and I believe there was a sixty day lead time on them in compliance with the balance of their CUP conditions. Director Powers = What I can tell you this evening is that they, within the past week have had their NPDES annual inspection. We have a lot of photographs available and the check list the inspector goes through and they were in compliance with all the regulation of the inspection. Chairman Wilson - So they have thirty days to be compliant? Director Powers—That is correct.
