The regular meetinq of the Grand Terrace Planninq Commission was called to order
at the Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on

1. Planning Commission Meeting Minutes of July 21, 2005
MOTION PC-34-2005: Commissioner Comstock made a motion to approve the minutes
of July 21, 2005.
Commissioner Whitley seconded the motion.

2. SA-04-21/CUP-04-10
E-04-12: To construct a completely new 1 auto service station with
convenience market, car wash, delicatessen and freeway sign.
APPLICANT: RAMCAM Corp. on behalf of the owner, Mr. Fahim Tanios
LOCATION: 22045 Barton Road in City of Grand Terrace
RECOMMENDATION: Open_the continued public hearing, receive the staff report and
public testimony, if any, and take action on SA-04-21, CUP-04-
10 and E-04-12.
Associate Planner Lampe greeted the Commission and presented his staff report. This
project has been continued from earlier meetings before the Planning Commission to allow
for a redesign of California Craftsman style for the market place building that will be located
on the southwest portion of the property. The project was also continued to redesign the
freeway sign so that it complied with the City's Sign Code.
At the meeting of July 21, 2005, the Commission indicated a consensus that it liked the last
design sketch that was prepared by the Applicant for the proposed building. At that
meeting, we continued the Public to tonight's meeting to give the Applicant additional time
to prepare the final architectural elevations and exhibits for the Planning Commission's
review and action on the project.
The revised elevations were included in the design package that was submitted to the
Commission along with other exhibits that included the revised drawing for the freeway
sign, new elevations for the building and revised exhibit of the color materials to be used in
the project and also a sign program for the station itself.
The revised elevations show the proposed design concept that was approved at the last
Planning Commission meeting.
The Applicant has prepared a colored rendering of what the existing building will look like
with columns, stone base, and craftsman style design features.
The freeway sign will be within 100 foot limitation as required by the Sign Code. The
proposed height of the sign will be 75 feet, which is also consistent with the Sign Code.
Also provided in the package was the-sign program for the station which shows the
monument sign and the signs that will be placed on the canopy of the service stations.
Those particular signs will have to be approved through a separate sign permit application.
The only sign that is required to be approved by the Commission this evening is the
freeway sign, which is part of the Conditional Use Permit and the Site and Architectural
Review of the project.
The rest of the plans and exhibits that have been provided have not changed from the
previous meetings. The drive thru was redesigned to move the exiting farther from the
driveway from Barton Road. A letter from the traffic engineer stated that he is satisfied with
- this new design.
Associate Planner Lampe concluded his staff report.

Vice Chair Addington asked with regard to the Biological Resources of the Environmental
Impact Checklist, the brief explanation states that "rare or endangered species are known
to live in the urban areas of Grand Terrace". Is this true?
Associate Planner Lampe replied that it was a typographical error; no rare or endangered
species are not known to live in the area Grand Terrace.
Vice Chair Addington asked if the trees in the rendering are existing or are proposed.
Associate Planner Lampe replied that it would be best for the applicant to answer this
question. It was staff's objective to look at the buildings rather than the landscape. The
landscaping plan has been reviewed by one of the members of the staff with a landscape
architectural degree, and he was satisfied with the landscape plan.
Vice Chair Addington opened the Public Hearing.

Mr. Irshaid greeted the Commission. And was happy to answer any questions.
Vice Chair Addington asked the Applicant if neon lighting was proposed.
Mr. Irshaid replied that the "V" in Valero will have neon behind the letter. It will not be
exposed.
Vice Chair Addington asked about the landscaping that has been shown off of the south
side of the property on the plans., Is this existing landscaping?
Mr. Irshaid replied that it is existing landscaping and it is maintained by the neighboring
property owner to the south.
Vice Chair Addington asked the Applicant if he is in agreement with the Conditions of
Approval as presented.
Mr. Irshaid replied that he is in agreement with most of the Conditions with the exception of
the flood control requirement.
Bobbie Forbes

Ms. Forbes had a concern with regard to the traffic exiting the freeway off ramp from the
northbound Barton Road exit. Ms. Forbes wanted to know if the driveway would be wide
enough to have a vehicle pulling in to the gas station and another pulling out at the same
time. She feels that if the access is not wide enough, there will be vehicular accidents.
Vice Chair Addington assured Ms. Forbes that the driveway approach has been made wide
enough to have entering and exiting cars on it at the same time.

Mr. McConnell wanted to know if whether the City or Caltrans can install reflector bumps
along the off ramp at Barton Road. He feels that it would probably help to assist vehicles in
slowing down.
Vice Chair Addington replied that it would be the responsibility of Caltrans.
Vice Chair Addington asked if the existing median blocks a left turn access out of the
easterly driveway at current.
Planning Director Koontz replied that it does block any left hand turns from the easterly
driveway. But the anyone can make a left had turn from the westerly driveway.
Vice Chair Addington closed the Public Hearing.
MOTION PC-35-2005: Motion was made by Commissioner Whitley to approve SA-04-
21, CUP-04-10 and E-04-12.
Commissioner Comstock seconded the motion.

3. CUP-05-06, E-05-19: CUP-05-06 and E-05-19 have been filed for an amateur radio
antenna structure consisting of a tower-mast and "yagi"
antenna.
APPLICANT: Hans Ehlert and Eleanor Keeling Ehlert
LOCATION: 22830 Lark Street (The subject site is located on the
northwesterly corner of the intersection of Lark Street and Crane
Street.
RECOMMENDATION: Continue the Public Hearing to Thursday, September 15, 2005,
because the Applicants have a prior commitment and can not
attend the August 18th meeting.

E-05-19 to the September 15, 2005 Planning Commission

Planning Director Koontz reported that the Savon will officially break ground on
August 29th.
Miguel's Jr. are in the final engineering stages, the plans will be in for plan checks
shortly.
There will be a presentation by the OAC Developer to the City Council with regard to
the status of the project.
Senior Housing project continued to September 8, 2005 Council meeting. A
workshop will be held with the residents to discuss improvements to the project.
