Michelle will probably be on maternity leave for a couple of months. Jo Verhelle is filling in for Michelle at the Commission meetings. 1. MINUTES Planning Commission Meeting Minutes of November 21,2002 RECOMMENDATION: Approval MOTION: Vice Chairman Addington made a motion PC-34-2002 to approve the Planning Commission Meeting Minutes dated November 21, 2002. Commissioner Bidney seconded the motion. MOTION VOTE: Approved 5-0-0-0 PC-34-2002 2. SA-02-10 &E-02-14 Site and Architectural Review to -' construct a new single story, 1,855 square foot custom home on a.34 acre lot located in the RA-10 zone(single family residential minimum 10,000 square feet), with an agricultural overlay. APPLICANT: Community Redevelopment Agency of the City of Grand Terrace LOCATION: 11891 Preston Street RECOMMENDATION: Open the Public Hearing, receive testimony close the Public Hearing, and approve subject to conditions. Planning Technician, Jeff Gollihar informed the Commission that Mr. Jerry Glander, Director of Building and Housing, on behalf of the City Redevelopment Agency,has applied for Site and Architectural Review for this single family residence located on the northeast corner of Victoria and Preston. This site is presently zoned for low density residential (R1-10)which allows for a single-family residence of a minimum of 1,350 sq. ft. of living area on a minimum lot size of 10,000 sq. ft. This site also has an agricultural overlay which allows for such things as small orchards and larger animals like horses, �a cows, etc. The lot is 14,481 sq. ft. which exceeds the minimum requirement and the residence is 1,855 sq. ft.,which includes 1,368 sq. ft. of living space and a 487 sq. ft. 2 car garage. These measurements meet the minimum requirements established by the City Municipal Code and the Zoning Ordinance. The plot plan indicates all setbacks meet zoning requirements. A floor plan overhead was also presented and Planning Technician Gollihar pointed out that this 3 bedroom house floor plan has been built already been twice in Grand Terrace. The grading plan shows that the northeast corner of the property has the highest point of the property. The site will be graded in such a manner that it drains away from the properties toward the street. Landscape and street tree requirements will also be met. The elevation exhibit shows an architectural style of a typical California ranch style home with a brick and stucco veneer. Planning Technician Gollihar concluded that the Site and Architectural Review for SA- 02-10 &E-02-14 complies with the Municipal Code and meets all the findings of the zoning requirements for a new residence and recommended approval of these plans. Chair Wilson opened the Public Hearing for comment. NONE Commissioner Bidney asked if there would be curb and gutters included along Preston. Jerry Glander, Director of Building and Housing replied that the curbs and gutters would be lined up with the existing curbs and gutters on Preston and on Victoria. Vice Chair Addington asked what kind of fencing would be provided on Victoria St. and what direction the drainage would go. Planning Technician Gollihar replied that it would be a 6 ft. high dog eared wooden fence and that drainage would go under the fence and across the 15 ft. set back area. It was noted that there are no sidewalks proposed for either Victoria or Preston and this is consistent with the surrounding areas. Commissioner Bidney asked who was going to move the power poles. Director Glander replied that they would probably be relocated or accommodated to meet the new alignment of the street but the decision, and the expense would be up to the Edison Co. unless they have prior rights,which is unlikely. Chair Wilson stated that it was his understanding that it would be about$1,500 per pole to relocate so it would be worthwhile to find out who would have pay for those to be moved. Chair Wilson asked for staff to remind the Commission regarding the lot split that was considered for this property in the recent past. Associate Planner Lampe said that the Commission had denied the recommendation to change the zoning on the property and the City did not go forward with an appeal to the Council making the Commission's decision to deny that request stand. Chair Wilson inquired as to what the minimum back yard requirement is. Planning Technician Gollihar replied that it is 35 ft. from the back of the house. It is the intention that this residence will be an agricultural overlay designed under the existing zoning. Chair Wilson was informed that the roof will be composition shingle with a dimensional texture and a 30-year life. RECOMMENDATION: Approval MOTION: Commissioner Bidney made a motion to PC-35-2002 approve SA-02-10 &E-02-14. Commissioner Whitley seconded the motion. MOTION VOTE: Approved 5-0-0-0 PC-35-2002 3. SA-02-03 &E-02-04 Site and Architectural Review to construct a two-story 2,824 square foot custom home on a .7-acre lot located on the R1-20 zone (single family residential minimum 20,000 square feet). APPLICANT: Strobel Architects for property owner Richard and Velia Gonzales LOCATION: 23356 Westwood RECOMMENDATION: Open the Public Hearing, receive testimony, close the Public Hearing, and approve subject to conditions. Associate Planner Lampe reported that the applicant is also the architect of this house. The environmental review of this property shows that it is located in the low-density residential category of the General Plan and is zoned for half-acre lots. This is the so- called Honey Hills tract in the City of Grand Terrace. The surrounding area is zoned and developed for similar sized lots. Westwood Street is a 60 ft. wide local street. However, the paving width is only 28 ft. and is fairly narrow. The house will be constructed on the existing pad of the lot and lies below street level (about 10-11 ft.). This two-story house will look like a one story from street level. The grading plan will allow for drainage flow around the.house to the northwest corner to an existing drain. The applicant will be required to submit formal grading plans with a soils report in order to get a grading permit to finish grinding the site and be issued building permits. Associate Planner Lampe showed an overhead of the first floor, floor plan. This level will contain the 852 sq. ft., 3-car garage and an area of about 1,100 sq. ft. for storing of recreational equipment. The second story contains about 2,800 sq. ft. of living area with 3 bedrooms and 3 bathrooms. The south elevation also shows a building height of 25 feet, which is under the 35 ft. height limit for this zone. The south elevation shows the front of the house,which has an entry bridge for pedestrian access from the street to the front door across a down slope that is immediately in front of the house. The north elevation shows the 3 garage doors and large view type windows and numerous balconies and a large covered patio in the northeast corner of the house. Associate Planner Lampe reported that the proposed entry bridge has 2 support columns, which are 12 X 18 in. and 25 ft. high, located on each side of the bridge. Support of the bridge itself is provided by a cable system. Staff feels that a less conspicuous design providing access to the front door would be more appropriate. We are suggesting that the resolution that was provided to the Commission be modified with an added condition that the final bridge design be reviewed and approved by the Planning Department prior to the issuing of the building permits for the residence. The applicant is amenable to this modification. This house will have smooth textured stucco walls with glass accents and the overall design can be described as a modern contemporary type design with a flat roof. In addition the applicant has supplied the Planning Dept. and the Commission with a colored materials board. The Commission has been given a revised memorandum from the Department of Building and Safety regarding conditions to be imposed on this project,which has to do with the underground utilities and connecting to a public sewer. Both of these items have been discussed these with the applicant and he is agreeable to those additional changes. Associate Planner Lampe concluded the presentation and invited questions regarding the project. Chair Wilson opened the Public Hearing for comment. Leo Doyle, 12035 Westwood Lane, Grand Terrace stated that he is not for or against the project but the notice that he received was rather ambiguous and he is concerned about the height and what will be seen when he drives by; a flat roof with air conditioning, etc. on top. Mr. Doyle expressed his opinion that flat roofs do not work very well in California due to sun damage and the subsequent pooling of water. Mr. Doyle is concerned about looking down at this"one of a kind home"and seeing a different type roof from all the others in the area. Mr. Doyle is concerned with CC &R's on items such as trees that can be planted, etc. The applicant, Wilson Strobel of Strobel Architects, 721 Nevada Street, Redlands presented a 3-D model of the proposed house and said that he was aware that the house was a little out of the norm for the area but believes it has the potential to provide a significant addition to the City of Grand Terrace. Mr. Strobel tried to utilize the site in a way that would make sense due to the pad being 11 ft. below street level and attempted to address the normal orientation with the neighbors in mind. His firm has done a lot of flat roofs in the past and this roof is actually a low sloping roof, which will have a rubber type roofing material that has a long life even in this climate. Chair Wilson asked what the top layer would be and Mr. Strobel indicated that the rubber material was the only layer and it has been used in the past with good success. There will be no equipment on the roof and it is their intention to collect all the vent pipes and do as few as possible making for a clean surface. Chair Wilson asked that the model be passed around so the Commissioners could have a better idea of the elevations. Chair Wilson also inquired regarding the actual view; has there been a view study from lower roadways and suggested Mr. Strobel explain to Mr. Doyle what he will see, structurally, as well as the proposed landscaping plans. Mr. Strobel explained that the homeowners intend to use low growing shrubbery along the street along with ground cover and the required street trees. The homeowner also intends to maintain the view. Vice Chair Addington asked Mr. Strobel about the deep gully that goes through the back of the property and if they were proposing to re-grade it or move it. Mr. Strobel replied that there were no plans to do either. Vice Chair Addington also asked about the bridge design and if the owners really wanted this suspension bridge (35 ft. long and 5 ft. wide). Mr. Strobel said that the drawing made it look imposing but when actually built would probably not be imposing at all and would not restrict anyone's view, it would be painted the same color as the house. Mr. Doyle, 12035 Westwood Lane, wanted to know if the 3-D model was what he was going to see when he drives by or maybe not see the roof at all. Chair Wilson and Vice Chair Addington explained and showed Mr. Doyle that the angle at which he will be looking at the house when he is driving by will appear to be a one-story house. Vice Chair Addington asked staff if they were going to recommend that the A.C. dike be removed and replaced with concrete curb in front of the property. Director Glander said that it would remain to be consistent with the adjoining properties. Vice Chair Addington asked about the City Engineer's Condition#5 regarding the NPDES permit on erosion and which way the drainage would go. Director Glander said that there would be no drainage onto Westwood. Vice Chair Addington inquired if the engineer had physically visited the site. Director Glander said he did not know if he looked at it or not. Chair Wilson questioned staff on the required time frame for landscaping on this rather large lot due to the drainage and erosion that will happen. Director Koontz replied that to the best of his knowledge there was no time requirement for NPDES but that the primary requirement is that"best management practices" are used to make sure that there are no silt and erosion going downstream. An erosion control plan will have to be implemented to assure that no erosion that occurs on the site moves downstream. Commissioner Comstock questioned the aesthetic appeal of the suspension bridge with guide wires and posts. Commissioner Comstock would like to see the posts cut down and make the bridge more of a.permanent structure. Vice Chair Addington agrees with Commissioner Comstock and would to present an idea at the motion phase. MOTION: Vice-Chair Addington made a motion that PC-36-2002 the suspension bridge for SA-02-03 &E-02- 04,that is proposed by the applicant, is not acceptable when it comes to review by Planning Staff. Commissioner Comstock seconded the motion. MOTION VOTE: Approved 5-0-0-0 PC-36-2002 MOTION: Vice Chairman Addington made a motion PC-37-2002 that this suspension bridge not be allowed- that it be more of a deck type bridge that you would see in the mountains or other communities subject to the administrative review of the staff. Commissioner Comstock seconded the motion. MOTION VOTE: Approved 5-0-0-0 PC-37-2002 MOTION: Vice Chairman Addington made a motion for approval of SA-02-03 E-02-04-as amended. MOTION VOTE: Approved 5-0-0-0 ADJOURN SITE AND ARCHITECTURE REVIEW BOARD/PLANNING COMMISSION MEETING CONVENE PUBLIC WORKSHOP SESSION J • Information to Commissioners 1. Gary Koontz,Community Development Director,talked with the Commissioners about the fact that one of the topics that has been discussed at length at various hearings is the condition an NPDS permit and how it applies to these projects, etc. Mr. Koontz stated that the County permit is very lengthy and there are several side documents that needed to be read as well. The current requirements of the County and the Water Board are becoming more and more stringent. Planning is getting calls almost daily asking for more information and implementatiori. Staff plans to be more stringent in the future regarding NPDS issues since there are issues coming up such as grading and erosion control ordinances (which GT really does not have). We may end up having to put a plan together and present it to the Planning Commission. By this permit we are going to be required to condition almost every project to make sure it is put on record that they are required to go through whatever is required for the NPDS. Mr. Koontz has put together a simple draft of general requirements and would like the Commission's input; "Any construction activity occurring under this permit approval shall comply with the City of Grand Terrace Storm Water System Ordinance (Ordinance No.142) and the Santa Ana Regional Water Quality Control Board NPDS permit for San Bernardino County". This is generic,but it puts everyone on notice that if there are subject to NPDS and going through an SWPPP that they have to abide by that. Staff, as part of their review of final plans and grading plans, for example,will be required to ask for the identification numbers and go through.erosion control plans, etc. Mr. Koontz will attempt to come up with a generic condition that we will see every time and can easily alter for special cases. Chairman Wilson pointed out that, for the City's safety, it is probably a good idea to site where that authority comes from when talking to prospective home owners and property improvers; it comes from the State Clean Water Act and for many years it was not strictly enforced but has existed for a long time. The City needs to enforce to limit its liability with the permittee. Commissioner Addington advised the City that as the storm water issue gets down to the 1 ac. level most of the items that we deal with here will not come into play,however, your outdoor adventure center will get hit with these permits (County). The deadline for the City to have our own separate permit is yet to be determined. A work plan will be put together on all the different activities that we have to e.g. education,training, etc. 2. Director Koontz, informed the Commission that the specific plan for the Outdoor Adventure Center is just now starting to be written and hopefully the project will be ready to present to the Commission between June and August of this year. The Colton Joint Unified School District has looked at that very property as a possible location for a high school. Staff is urging the School District to look at the former lumberyard property (further South—toward Main Street) as a possible high school site instead of the area desired for the adventure center. Whichever site is selected,the School Board will hold the public hearings,not the City,but staff will be reviewing their EIR internally and keep them.informed. 3. Director Koontz invited the Commissioners, on behalf of the Administration of Keystone School,to individually, or no more than 2 at a time,visit the school (formerly the Advocate School) on Mt. Vernon sometime in the next month if possible. The school is interested in expanding(possibly February 2003) and the issue is likely to be highly controversial. Director Koontz would like the Commissioners to be somewhat familiar with the school setting before Keystone starts the permit process. • Information from Commissioners Chair Wilson also wanted to acknowledge the Retirement of Mayor Dan Buchanan and expressed what a great job that Dan did as Mayor of the City of Grand Terrace as well as past Chairman of the Planning Commission. Chairman Wilson also congratulated the new Mayor, Lee Ann Garcia, Mayor Pro Tem,Maryetta Ferre', as well as reelected Herman Hilkey and newly elected Bea Cortes. Chair Wilson, at 12168 Observation,would appreciate having the City maintenance staff look at the street in front of his home there. There are several miles of land in the City that have an approximately 100 ft. wide easement for the high pressure California Water Resources main which runs from Lake Silverwood down to Lake Perris. The easement runs down Observation Drive in front of Chair Wilson's house. Chair Wilson has been in his house for about 20 years but the street seems to be in about a 50-year condition. The street has become very cracked and water seeps through on a regular basis, under normal conditions. There are several reasons that might be causing this and Chair Wilson would appreciate having this and any other spots like this, looked at, especially due to the fact that not fixing the problem will result in very high street maintenance by the City. Director Koontz will give Steve Berry,the Assistant City Manager,the information and ask him to have staff check on this. Commissioner Comstock expressed concern that the motor cross portion of the adventure center might create a noise problem in the neighborhood. Director Koontz assured Commissioner Comstock that a complete noise analysis would be done to evaluate the effect of the property use on the surrounding residential properties.
