MINUTES OF REGULAR MEETING
TANUARY 21, 190
The regular meeting of the Grand Terrace Planning Commission was called to order at the
Grand Terrace Civic Center,22795 Barton Road, Grand Terrace, California, on January 21,
1993 at 7:20 p.m. by Chairman Dan Buchanan.

PLANNING COMMISSION WORKSHOP CONVENED AT 6:40 P.M.
Congestion Management Plan:
The Planning Director stated that the City was represented at the 1992
SANBAG meetings to develop the CMP. However, this final draft has been
significantly altered through the EIR process and may contain items that she
is not aware of. She stated that at the next Planning Commission Meeting,
she will request from the Commission (1) to understand what is being
required from the cities, since they are the body who will set mitigation
measures, and (2) review model ordinance and give feedback (to follow or
alter the model), as they can always submit another draft, and (3) thresholds.
She said they will also be looking at thresholds. She stated that today's
workshop was basically for questions from the Commissioners.

Commissioner Van Gelder stated that Councilman Carlstrom felt that due to
the size of the City, this is an educational/informational process rather than
practical.
The Planning Director stated that Councilman Carlstrom attended the last
TCM meeting and was reporting on it. The TCM ordinance would be part
of the CMP and is an implementation tool for the Air Quality Element and
will be made out of the TCMs each city chooses. She stated that a lot of
TCMs are mandatory to implement. She said most measures are directed
toward large employers, so the City will have to enforce a lot of other
measures since there are not many large employers in this city to make an
impact and reduce trips. She stated that the CMP uses TCM Ordinances,
which have a lot to do with transportation from perspective of air quality, i.e.
electric cars. In case all cars in the freeway-are replaced by electrical cars, it
would reduce the problem of air pollution but not of moving traffic.
Congestion of electric cars is no different. She said according to SANBAG,
traffic would be congested anyway, and they have the goal of moving traffic.
The Planning Director continued to read the staff report to the Planning
Commission. She said that cities have addressed traffic impacts on a local
level only, and this program requires traffic impact reports to measure project
impacts on other jurisdictions. She said individual projects will have
mitigation measures and the developer will be required to pay, but if the
developer will not or can not pay, the City will have to. She stated that
ISTEA funds would be lost if the CMP was not adopted.
The Planning Director then read the resolution. She said regional agencies
will be checking every time there are transportation issues, and mentioned
SANBAG will help us on this effort. She said cities should participate or this
will be imposed on them anyway through new governance. She then discussed
Levels of Service, i.e. waiting period until crossing an intersection. She said
in case we are at Level C on an intersection and go below Level F, a
deficiency plan would need to be done.
Commissic,nar Hargrave asked who would do Traffic Impact Analysis Reports
if the City doesn't.
The Planning Director said SANBAG is required to provide a conformance
report at the end of the year to SCAG, and that deficiency plans may be
required of us at this time.
Vice-Chairman Sims said a consultant could be hired.

The Planning Director said the review and recommendations need to be
f provided prior to meeting for each project.
Vice-Chairman Sims said this is geared for big developments.
The Planning Director said CMP thresholds are very high, and each city can
determine their own methodology, but SANBAG is supposed to give-all the
help we need.
Commissioner Van Gelder asked how they can mitigate Barton/Mt. Vernon.
The Planning Director said it is now at an acceptable level of service, but if
levels of service become low, the City will have to do a deficiency plan. She
said the City would have to analyze the situation and if the impact is from
other jurisdictions, we would charge the other jurisdictions.
Commissioner Van Gelder felt they should not discourage people from
coming into our City from other jurisdictions in order to promote local
business.
Commissioner Hargrave asked how they would do traffic counts, stating they
would almost have to have someone stand there and ask people where they
are coming from.
The Planning Director stated that counts have been collected from all over
the region, and there is sophisticated information on database that will show
trends.
Commissioner Hargrave felt the database may have weaknesses, i.e. the size
of our City; they will have to prove that the City of Grand Terrace is not
average.
Vice-Chairman Sims said if they accept the thresholds, they may never see a
project. He said they haven't really seen congestion here yet and asked if this
applies to a City this size. He said that local problems are addressed by other
studies and mitigation measures.
The Planning Director stated that the Air Quality Management District's role
is to establish acceptable mitigation measures, i.e. work hours, traffic signals,
bicycle lanes, which would provide credits to developers.
Vice-Chairman Sims stated you can't make people use bike trails.

The Planning Director stated with regard to being a small city that we do not
produce much traffic, and we will most likely be helped as the program will
be heavy on generators of traffic instead. She stated that according to her
proposed thresholds, the current review process would not change. The City
Engineer does traffic review, and it will be left up to the Planning Director
and City Engineer if a TIA is required. She also stated that the CMP must
be updated every two years, and that our thresholds could be changed even
more often, since they will be adopted by resolution only.

PLANNING COMMISSION WORKSHOP RECONVENED AT 7:24 P.M.
Chairman Buchanan stated that if the Commission decides a TIA is
appropriate and the Planning Director and City Engineer feel it is not, he
would prefer the Planning Commission's discretion not be foreclosed.
The Planning Director stated that the developer has a right to know up front
,all his major requirements due to the Permit Streamline Act.
Chairman Buchanan suggested having Level 1 and 2 TIAs. He used the
example of Coast Development, a 115 unit.subdivision, and how they would
get onto highways, and in comparison, a 6 lot subdivision would not need a
full-blown TIA.
Vice-Chairman Sims asked if Level 1 TIAs would have to be reviewed by
SANBAG, to which the Planning Director responded in the negative.
Chairman Buchanan was concerned about the City staff having full control
over CMP implementation.
Vice-Chairman Sims said they need to reduce thresholds.
The Planning Director agreed and said if they adopt this, they are already
complying,but thresholds should be lower if the intent is to protect ourselves. r'
Vice-Chairman Sims was concerned they may be creating a,burden for
developers.
The Planning Director stated that the issue is how much lower the threshold
should be and how much discretion staff should have.
Vice-Chairman Sims suggested reviewing what area is left to be developed in
the City.
Chairman Buchanan stated they have to look at what could happen in the City .
and how it could have an impact on traffic. He said that cities are in a role
now of promoting/encouraging development.
The Planning Director said she would check the Housing Element and how
much commercial area there is on Barton Road still to be developed.
Commissioner Hargrave stated this must be resolved by 3-1-93.

The Planning Director agreed they will have to act quickly, but they just
;y received the final document last week.
Commissioner Hargrave asked if they could request an extension.
The Planning Director said they could not.
Commissioner Hargrave asked if this would apply to projects that request
extensions/pending projects.
The Planning Director said it depends on the City Attorney's opinion. In this
City, applicants face new conditions only if the applicants are willing, unless
a major issue is raised.
Commissioner Hargrave asked if they could get a list of projects approved
that have not yet applied for permits, to which the Planning Director
responded in the affirmative.
The Planning Director read City responsibilities from the report, and the
workshop was concluded. Staff was directed to provide research material at
the next meeting to facilitate discussion on thresholds.
