The regular meeting of the Grand Terrace Planning Commission was called to order at the Grand
Terrace Civic Center, 22795 Barton Road, Grand Terrace, California on August 7, 1997 at 7:00
p.m. by Chairman, Jimmy W. Sims.

Commissioner Trainor made a motion to approve the Planning Commission Meeting Minutes
from the July 17, 1997 meeting.
Seconded by Commissioner Huss.

AN APPLICATION FOR AMENDMENT OF A SPECIFIC PLAN FOR NEW PRODUCT DESIGN
ON 28 EXISTING LOTS; AND PROPOSAL FOR THREE NEW FLOOR PLANS.
DIVERSIFIED PACIFIC HOMES, LTD.
28 LOTS IN TRACT NO.13050. 14 LOTS ON KINGFISHER RD., NORTH OF PICO ST., AND 14
LOTS ON LARK ST., WEST OF CRANE ST. AND SOUTH OF VAN BUREN ST., IN THE CITY OF
GRAND TERRACE, CA
Commissioner Ellis joined the meeting.
Director Materassi said there was a mutual agreement to continue the hearing on this agenda item due to
a presentation by applicant to area homeowners scheduled for Thursday, August 14, 1997, at the project
site.
Andrew Wright addressed the Planning Commission on behalf of applicant. He explained applicant has
scheduled a short presentation by their design group for local residents at the proposed project site on
August 14, 1997, at 6:30 p.m. He said applicant will put up a tent and provide refreshments, but their
main purpose will be to listen to the concerns of neighbors. Renderings will be available. Invitations have
been mailed to area residents and they plan to personally hand deliver invitations to each area resident.
He invited staff and the Planning Commission members to attend. He asked the Planning Commission to
continue this agenda item to the meeting of September 4, 1997 at 7:00 p.m.
Chairman Sims asked Director Materassi if it could be considered a violation of the Brown Act if Planning
Commission members attended applicant's presentation on August 14. Director Materassi said it would
not pose a problem.

REVIEW BOARD MEETING
7:10 P.M. CONVENED THE PLANNING COMMISSION WORKSHOP
• Information from Commissioners
Planning Commissioners present at the General Plan Premiere were very complimentary
and commended staff and the Task Force for work well done.
Vice -chairperson Van Gelder noted the rendering of the proposed mixed -use
development recently done for the premiere did not reflect the Cape Cod style
architectural theme which was specifically mentioned in development of the Barton
Road Specific Plan. Director Materassi told the Commission she did not directly
provide the artist with direction on the architectural style desired. The artist was
given a copy of the Barton Road Specific Plan, a copy of the "vision" and took a
tour of the City. She said the General Plan Task Force has not voiced a desire to
change the architectural style theme as directed by the Barton Road Specific Plan.
Commissioner Ellis asked how citizens can be involved in the General Plan update.
Director Materassi said the City will host another forum open to the public to share
the work done thus far on September 25, 1997 at 6:00 p.m. Prior to the forum the
display boards will be available for public review in the City Hall foyer. City profile
brochures will be distributed at the schools. She said one the goals of the public
forums and public hearings is to test the "vision" as developed thus far to determine
if it matches the public values of the community. Residents also can call or write to
the Community and Economic Development Department.
Vice -chairperson Van Gelder asked if all proposed changes must be put on hold until
after completion of the General Plan update. Director Materassi said some task force
ideas have already been implemented. She gave the example of the bike lane project
currently under way. Others which include zoning amendments will need to follow
our procedures and be implemented in time.
