OCTOBER 17, 1991
The regular meeting of the Grand Terrace Planning Commission was called to order at the
Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on October
17, 1991 at 7:00 p.m. by Chairman Dan Buchanan.

PLANNING COMMISSION WORKSHOP CONVENED AT 6:30 P.M.
Information/comments from staff.
The Planning Director stated that she was at the League of California
Cities conference for the last four days, and she brought a tape from
one of the sessions to share with the Commission. She stated that the
speaker during the session, Henry Cisneros, gave an overview of the
demographics of California and new high technology trend.
The Associate Planner stated that the La Mancha project is basically
completed, as they made the adjustment on the berm in front of the
fire apparatus and also repainted the walls. She said that the tenant,
Gourmet Spirits, picked up their permit. She mentioned that La
Mancha's landscaping has been in, and they put some new plants in as
they had some problems with possible spreading of fungus. She said
that the next door tenant finished painting the wall and provided some
landscaping. She stated that there are two tenants for the center so

far, one being Gourmet Spirits and the other being a video store. She
said that, for all of the projects, staff is sending a public relations -type
letter encouraging developers to come in to the Planning Department
to go over the uses in the Specific Plan and help them start a
marketing program. She stated that, with regard to the Potomac
project, they are looking at some of the grading, and some adjustments
are being done. She said that Potomac is the type of project that
brings in their own tenants. She stated that the other project down by
Michigan is still looking for tenants, and staff has an appointment with
the property owner, Stan Curatolo, next week. She said that there has
been no update on the Unocal 76.
Information/comments from Commissioners.
Chairman Buchanan stated that, with regard to the U Mancha project,
there was a "This Space Available" sign in the corner unit. The
Associate Planner said that, according to the project supervisor, this
was put up by mistake.
- Vice -Chairman Hargrave stated that the letter for the Chamber of
Commerce regarding the Barton Road Specific Plan was very well
done. He also complimented the Planning Director on her
presentation and recommendation to the City Council at the last
meeting.
Commissioner Van Gelder asked about the dead tree at the Advocate
School. The Associate Planner stated that staff left word last week
with the person in charge of the project regarding this situation. She
said that she did research to see if their were any bonds the City was
holding, and evidently there was some type of a credit set up that has
already expired.
Commissioner Van Gelder, Chairman Buchanan and Vice -Chairman
Hargrave expressed interest in attending the Inland Empire Section
APA meeting on October 30, 1991.
Chairman Buchanan stated that Attachment B to the minutes was an
excerpt from Section 18.83.090 regarding expiration and extension of
Conditional Use Permits. He asked if this was the only section in the
Code that deals with the expiration of Conditional Use Permits, to
which the Planning Director responded in the affirmative. He said
that this section states that a Conditional Use Permit application
expires one year after approval, unless the applicant either applies for
a business license and begins operation of the proposed use or applies

to the Planning Department for an extension. He said that not all
Conditional Use Permits are business related, so staff may consider
adding a third category, as the Commission has approved Conditional
Use Permits for residential items, such as granny flats. The Planning
Director stated that she interpreted this to read that, if substantial
improvements are done, then the Conditional Use Permit does not
expire, unless the Planning Commission sets a date to review it. She
agreed that the wording is not as specific as it could be, and stated that
she would add this item to the list of needed amendments to the
Zoning Code.
Commissioner Wright asked about the wall situation at the elementary
school. The Planning Director said that once the plans are ready, they
will be brought to City Council for review and then be submitted to
the school district. Commissioner Wright felt there was so much effort
for the Barton Road Specific Plan, and that this wall would really
stand out as well as be a target for graffiti.

AN APPLICATION FOR SITE AND ARCHITECTURAL REVIEW OF A WOOD DECK IN
THE R1-7.2 DISTRICT
The Associate Planner presented the staff report.
Chairman Buchanan asked the distance from the corner of the deck to the
west property line going straight across.
The Associate Planner stated this distance to be 18' to 19'.
Chairman Buchanan asked the distance from the corner of the wood lattice
patio cover and the property line.
The Associate Planner said it exceeds the 5' requirement.
Commissioner Van Gelder asked what was going across on the west elevation.
The Associate Planner stated that this is just the connection portion, which
the applicant can clarify.
Chairman Buchanan called up the applicant.

Mr. Brownstone stated that in the staff report, it is mentioned that oak would
be used, but that they would be using Douglas Fir.
Commissioner Van Gelder asked for a description of what was going across
on the west elevation.
Mr. Brownstone said this is a 6' wide lattice patio.

Vice -Chairman Hargrave asked what the advantages were of using Douglas
Fir over oak.
Mr. Brownstone said that the Douglas Fir will match the other type of lumber
that is used in the current structure.
Vice -Chairman Hargrave asked how the Douglas Fir would be finished.
Mr. Brownstone said they would use a solid bodied stain which would be
equal to oak as far as weathering. He stated that the lattice patio framework
was permitted and approved on October 1, 1991 by the Building Department.

Chairman Buchanan brought this item back to the Site and Architectural
Review Board.
Commissioner Munson made a motion to approve SA-91-19. Commissioner
Van Gelder second.
Commissioner Hawkinson stated he had discussed the possibility of a consent
calendar section to be added to the agenda with the Planning Director, and
that a project like this would qualify for that since it is in compliance with
everything.
The Planning Director stated that she would need to check the code to see
exactly what staff can approve and would confer with the City Attorney.
Commissioner Van Gelder asked if these items would still have a public
hearing.
Chairman Buchanan stated that they would still require public hearings unless
the Code is changed.
Motion carries. 6-0-1-0. Commissioner Sims absent.
