MINUTES OF REGULAR MEETING
MARCH 5, 1992
The regular meeting of the Grand Terrace Planning Commission was called to order at the
Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on March 5,
1992 at 7:00 p.m. by Chairman Dan Buchanan.

PUBLIC PARTICIPATION:
Commissioner Van Gelder commented that she appreciated that every time
they bring something to the attention of staff, they pursue it right away.

HOOD COMMUNICATIONS

AN APPLICATION TO USE PARTIALLY CONTAMINATED SOIL AS THE BOTTOM 6"
LAYER OF THE ASPHALT/PARKING LOT COVERAGE AT THE HOOD
COMMUNICATIONS SITE LOCATED AT 21496 MAIN STREET
Chairman Buchanan asked what was meant by "partially contaminated soil'.

The Planning Director said the County has told them unofficially and orally
that the soil has been aerated for probably one year or more, and it has a
contamination level that would be okay to install in any area in the county.
She said they did not give them anything written, and there are other releases
and approvals needed by other agencies. She said "partial contamination"
means the level of contamination is not enough to prohibit use of it in the
county. She said the first time the applicant came in with this proposal, she
said she told them the City did not want any contaminated soil in the City.
She said she then brought it into staff meeting, and the City Engineer said the
asphalt is more contaminated than that type of soil. She said if they compact
it with the asphalt, the City Engineer feels there is no more contamination
than the asphalt. She then accepted the application.
Chairman Buchanan asked if they were waiting on the reviewing agency
comments.
The Planning Director responded in the affirmative.
The Associate Planner said the two main agencies the applicant has to deal
with are the Water Control District out of the Santa Ana Region and the
County Environmental Health Department. She said staff has not received
anything in writing, but the agencies need to conduct certain tests in order to
allow this type of soil to be used. She said there are agencies that look at the
transporting of the soil on the freeways and into city areas. She said it is
coming from Los Angeles County, so they have to pass these agency
requirements, which they already have, but staff has not received all of the
documentation for them to even analyze it.
Chairman Buchanan asked if a decision has been made regarding an
expanded environmental assessment.
The Planning Director responded in the negative, stating that the City of
Colton Planning Department requested and Environmental Impact Report be
done. She said the applicant has the right to go and talk to these people, and
staff does not have the final letters yet.
Commissioner Van Gelder clarified that this is soil that is not already there.
She asked why they would choose contaminated soil.
The Planning Director said she doesn't know the details, but it is either on
land that they own or soil that they have and don't know how to dispose of,
so they are aerating it and treating it to be used to make asphalt.
Commissioner Van Gelder was concerned that whatever contamination was

in the soil may seep further down.
The Planning Director said the City of Riverside is concerned about
contamination if there are cracks on the asphalt. She said the City Engineer
told her the asphalt itself is much more contaminated than this type of soil.
She said they have no clear information to analyze the situation yet.
Chairman Buchanan asked if continuation to the March 19 meeting would
give staff sufficient time to finish compiling the information.
The Planning Director said the applicant requested this and will be trying to
talk to the environmental agencies for responses, but she is not sure if they
will make it. She said she wanted to leave the option open.
Chairman Buchanan asked if there would be other items on the agenda.
The Planning Director said there are no other items. She said they have four
projects pending due to incompleteness, but nobody has come back yet.
Chairman Buchanan was concerned about wasting City time should they just
ask for another continuance.
The Planning Director agreed, but said the applicant has the right to be on
the meeting.
Commissioner Van Gelder asked what the cut-off date would be when she
could say they would not meet next time.
The Planning Director said the week before they need to write the report.
Chairman Buchanan said if they continue it from tonight, they will need to
have the meeting anyway to formally continue it again.
Commissioner Hawkinson made a motion to continue E-92-02 to the March
19, 1992 Planning Commission Meeting. Commissioner Munson second.

Motion carries. 4-0-3-0. Vice -Chairman Hargrave and Commissioners Sims
and Wright absent.
PLANNING COMMISSION MEETING ADJOURNED AT 7:15 P.M.
NEXT PLANNING COMMISSION MEETING TO BE HELD ON MARCH 19, 1992.
