MINUTES
CALL MEETING TO ORDER:
G. Harold Duffey, City Manager called the Parks & Recreation Advisory Committee Regular
Meeting to order at 4:05 p.m.
1. City Manager Duffey introduced Mayor Pro Tem Doug Wilson's new appointee to the Parks
&Recreation Advisory Committee, Cheri Freund.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Committee Member Jeremy Rivera
ROLL CALL:
Present: Committee Members Firnkoess, Freund, Rivera, Suarez; Chairman Phelps arrived at
4:20 p.m.
3. Approve November 8, 2018 Minutes
Committee Member Rivera moved and Committee Member Firnkoess seconded to approve
the November 8, 2018 minutes.
AYES: Committee Members Firnkoess, Rivera, Suarez
ABSENT: Chairman Phelps
ABSTAIN: Committee Member Freund
4. Public Comments
None.
5. Staff Presentation
City Manager Duffey requested that two members of the Parks & Recreation Committee
volunteer to assist with the planning of two (2) events during the 2019 Calendar Year. The

first is the Blue Mountain Trail Hike and the second is Community Days. City Staff will be
responsible for executing the events however, input from the Committee is necessary.
Committee Members Firnkoess and Freund will volunteer for the Blue Mountain Trail Hike
and Committee Members Rivera and Suarez will volunteer for Community Days.
6. New Business
Due to the Committee meeting only once a month, City Manager Duffey has requested that a
Saturday, four-hour workshop be scheduled sometime in February or March. The purpose of
the workshop is to review the Parks Assessment and identify which items can be addressed at
this time in the lists of opportunities.
7. 2019 Activity Guide
City Manager Duffey stated that a 2019 Activities Guide for the City of Grand Terrace is
being drafted and will be brought back to the Committee for review at its February 14'h, 2019
meeting. The Activities Guide will provide residents, the ability to participate in local
activities within the City.
Additionally, the 2019 Summer.Activities Guide is in the preparation stages and will be
brought back to the Committee for discussion in May 2019.
8. New Parks
a. Blue Mountain Nature Trail
Committee Member Rivera asked when the Blue Mountain Nature Trail will break ground.
City Manager Duffey explained that groundbreaking for this project is expected in the year
2019 with the final construction scheduled for early 2020. He also wants to have a future
discussion with the Committee about an endowment fund for maintenance similar to that of
the City's dog park.
9. Recreation and Special Event Activities
Committee Member Firnkoess brought up the Community Benefits Fund and discussion
ensued about the possibility of those groups receiving funds from the CBF volunteering
hours to assist the Committee with events and park projects.
Committee Member Firnkoess also suggested she would like to see a list of all groups
receiving CBF funding on the City's webpage along with the amounts granted and what each
organization represents.

2. Select New Vice-Chair
Committee Member Firnkoess nominated Committee Member Suarez to serve as the
Committee's Vice-Chair.
AYES: Committee Members Firnkoess, Freund, Rivera; Chairman Phelps
ABSTAIN: Committee Member Suarez
10. Committee Member Comments
Committee Member Firnkoess requested a meeting be held to provide what is expected of
each Committee Member as it relates to their participating in the Blue Mountain Trail Hike
and Community Days events.
City Manager Duffey stated his office will schedule a meeting with each Committee Member
to discuss those expectations and duties.

Chairman Phelps adjourned the Parks & Recreation Advisory Committee Regular Meeting at
4:56 p.m.
