04/16/1992GRAND TERRACE PLANNING COMMISSION MINUTES OF REGULAR MEETING APRIL 16, 1992 The regular meeting of the Grand Terrace Planning Commission was called to order at the Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on April 16, 1992 at 7:07 p.m. by Chairman Dan Buchanan. PRESENT: Dan Buchanan, Chairman Stanley Hargrave, Vice -Chairman Ray Munson, Commissioner Jim Sims, Commissioner Fran Van Gelder, Commissioner Ron Wright, Commissioner Patrizia Materassi, Planning Director Maria C. Muett, Associate Planner Maggie Alford, Planning Secretary ABSENT: Jerry Hawkinson, Commissioner PLEDGE: Stanley Hargrave, Vice -Chairman PLANNING COMMISSION WORKSHOP CONVENED AT 6:30 P.M. The Planning Director presented information from the Planner's Institute regarding the new role of the Planning Department and Planning Commission. Discussion of regionalism. Chairman Buchanan and Commissioner Hargrave reported on the Planner's Institute regarding land use litigation and other legislation. PLANNING COMMISSION WORKSHOP ADJOURNED AT 7:00 P.M. PLANNING COMMISSION MEETING CONVENED AT 7:00 P.M. C PUBLIC PARTICIPATION: Commissioner Wright said the Civic Center has two, marked handicapped spots, and he doesn't know if we are in compliance, but at least one of the spaces is very steep and would be inadequate for wheelchair access. He said on the south side of the building, there is an obscure sign that says, "Emergency Handicapped Notification", which probably doesn't make sense to anyone. He said there are no markings on the exterior of the building as far as where there is wheelchair or handicapped access into the Council Chambers, and the ramp for a wheelchair to come into the building seems to go back into the locked area. The Planning Director said she thinks the City complies, but the City Manager is dealing with this issue at this time. ITEM #1 PLANNING COMMISSION MEETING MINUTES - APRIL 2, 1992 MOTION PCM-92-29 PLANNING COMMISSION MEETING MINUTES - APRIL 2, 1992 MOTION VOTE PCM-92-29 Commissioner Van Gelder made a motion to approve the April 2, 1992 minutes. Commissioner Sims second. Chairman Buchanan said on page 6, the 4th full paragraph, where he was using Mr. Terbest's one-year Conditional Use Permit as an example, he clarified that the second sentence, which states, "...but looked at the Code", should say, "... could have looked at the Code". He said he wasn't trying to imply that this was something that had actually happened. Motion carries. 4-0-1-2. Commissioner Hawkinson absent. Vice -Chairman Hargrave and Commissioner Wright abstained. 2 ITEM #2 SA-92-02 RONALD H. OGAWA 12556 MICHIGAN G.T. AN APPLICATION FOR SITE AND ARCHITECTURAL REVIEW OF A 900 SQ. FT. ROOM ADDITION TO A SINGLE FAMILY RESIDENCE IN THE R1-7.2 DISTRICT The Associate Planner presented the staff report. Vice -Chairman Hargrave asked where the air conditioner would be located. The Associate Planner said it would be behind the fence. Vice -Chairman Hargrave asked if Condition 8 was still relevant if the air conditioner would be on the back of the property so as not to be viewed from the street. The Associate Planner said staff has been listing this as a standard condition, as there are circumstances such as an adjustment of a fence, which may cause the equipment to come into view. Vice -Chairman Hargrave asked if the applicant needs to provide a grading plan as recommended by the City Engineer. The Associate Planner said this is a standard condition of the City Engineer, and staff makes contact with the applicant and the City Engineer to make sure the requirements presented to the Commission, basically dealing with drainage flow not being disturbed, have been met to the satisfaction of the City Engineer, and if there is a more formal grading plan required, it is understood by the applicant that he must still provide this to the City Engineer. Vice -Chairman Hargrave said, according to the map, the grade flows to the west of the property. The Associate Planner agreed. She said there is a very large storm drain in the area. Vice -Chairman Hargrave asked if the applicant has talked at all about the existing slab and what it is for. The Associate Planner said the applicant did not propose anything at this point, and this is not part of this project. 3 Vice -Chairman Hargrave suggested making the applicant aware of staffs requirements. Commissioner Sims said 900 sq. ft. is a large area to add to a single family home. He said the air conditioning unit is very similar to the one he has in his house, and he is having problems with it for the addition he did. He was concerned this could be addressed during a building stage, and all of a sudden they end up with a unit on top of the roof. He asked if the condition which states the unit may not be on top of the room addition will prevent the applicant from putting it anywhere else on the roof. The Associate Planner said this can be reflected in the condition. The Planning Director said they should propose a change in the condition. Commissioner Munson asked if wood shake roofing is allowed in Grand Terrace. The Planning Director said they are allowed with certain treatments. 7:18 P.M. OPENED PUBLIC HEARING Chairman Buchanan called up the applicant. RON OGAWA 12556 MICHIGAN G.T. Mr. Ogawa stated that the air conditioning wouldn't be on the roof, as they will only upgrade the system itself. Commissioner Munson asked how old the current roof is. Mr. Ogawa said it is 10 years old. Commissioner Munson said it may be to his advantage to re -roof his house with a textured fiberglass. Mr. Ogawa said this is there intention in the future, but not at this time, due to financial reasons. Commissioner Sims recommended the applicant put in ceiling fans. Mr. Ogawa said there are two ceiling fans going in. 4 7:21 P.M. CLOSED PUBLIC HEARING MOTION PCM-92-30 SA-92-02 MOTION VOTE PCM-92-30 Vice -Chairman Hargrave made a motion to approve SA-92-02 with the change in Condition 8 to delete the words "of the room addition'. Commissioner Sims second. Motion carries. 6-0-1-0. Commissioner Hawkinson absent. ITEM #3 SA-92-03 BRAD RINGNES 22780 RAVEN WAY G.T. AN APPLICATION FOR SITE AND ARCHITECTURAL REVIEW OF A CONCRETE PATIO AND OVERHEAD DECK FOR A SINGLE FAMILY RESIDENCE IN THE R1-7.2 DISTRICT The Associate Planner presented the staff report. Vice -Chairman Hargrave asked if, on the third page of the renderings, stairs are proposed to come down onto the patio area from the door. The Associate Planner said this is on the overhead, and they have a little landing. She said staff checked with Building, and due to the door, they have to have some type of landing. Vice -Chairman Hargrave asked about Insert A, and what kind of door this is going to be. The Associate Planner said this is to be a normal door. Commissioner Sims asked if the stairs would go from the deck to the patio, to which the Associate Planner responded in the negative. 7:28 P.M. OPENED PUBLIC HEARING 5 Chairman Buchanan called up the applicant. TOM SUMMERS BULLHEAD CITY, AZ Vice -Chairman Hargrave asked what materials Insert A is comprised of. He said he drew Insert A the way it is so there won't have to be any added building. He said he is just going to take the window out and install a factory made door, and the window will have three glass panels on the side of the door. He said this will all be inserted into one frame. Vice -Chairman Hargrave asked if the door was solid wood. Mr. Summers said he hadn't thought about it. Vice -Chairman Hargrave asked what specific materials the panels would be. Mr. Summers said there would be three glass panels. Commissioner Sims asked if this was wise from a security standpoint. He asked what type of glass would be used. Mr. Summers said the glass would be of double -thickness. He said it would be as secure as the window there now is. Vice -Chairman Hargrave asked if they planned to have the glass tinted. Mr. Summers said they would not tint the windows, as there are vertical drapes behind them. Vice -Chairman Hargrave was concerned about the glare off of the glass to the north of the rear yard. BRAD RINGNES 22780 RAVEN WAY G.T. Mr. Ringnes said the doors he has observed made like this have glass panels down the side and usually have glass in the upper portion of the door and the lower panelling is usually solid wood. He said the security nature of the door would depend on the lock. He said he has been a police officer for 15 years in the City of San Bernardino, and a lock is only so good. He said the door would be as secure as the door made with the house, if not more so. 2 Vice -Chairman Hargrave asked if the lock would be on the outside or inside. He said the plans show a lock on the outside. Mr. Ringnes said the way locks are made, there is a key on one side and a bolt on the other. He said the plans do not necessarily show a lock on that. He said the door would be secure. Commissioner Sims clarified that the top panel on the door is the only panel to be glass, to which the applicant agreed. Mr. Ringnes said with regard to the glare, there will be less glass than there is right now. Vice -Chairman Hargrave asked, from an aesthetic standpoint, why the applicant wouldn't have either all glass or all wood. Mr. Ringnes said he felt it looks good this way. Commissioner Munson said there is not much landscaping in the rear yard yet, but he noticed that the house to the East currently has decking. He said they have planted trees that will eventually block the applicant's view of the decking and asked if the applicant is proposing any landscaping on his yard. Mr. Ringnes said currently, he is not, as he has two trees on the west side, but they will probably not totally block it. 7:38 P.M. CLOSED PUBLIC HEARING Chairman Buchanan brought this item back to the Site and Architectural Review Board. Vice -Chairman Hargrave asked if it made any difference to the Commissioners what the door is made out of. Commissioner Sims felt the glare would be reduced. Commissioner Van Gelder said maybe the applicant wants a little more privacy, while allowing light in the top glass panel. Commissioner Wright asked if the property to the North is tied up in the property on Blue Mountain Court. The Associate Planner said this is vacant land belonging to the church. 7 MOTION PCM-92-31 SA-92-03 MOTION VOTE PCM-92-31 Commissioner Wright said the glare of the window shouldn't bother anyone, and as far as the style of the window, he wouldn't want to put a condition on this. He said there are no stairs leading to the second floor with regard to the security issue. The Associate Planner said everything dealing with the door and landing has to be according to the Uniform Building Code. Commissioner Munson made a motion to approve SA-92-03. Commissioner Sims second. Motion carries. 6-0-1-0. Commissioner Hawkinson absent. SITE AND ARCHITECTURAL REVIEW BOARD ADJOURNED AT 7:42 P.M. PLANNING COMMISSION MEETING RECONVENED AT 7:42 P.M. ITEM #3 Z-92-02 (ITEM 3) CITY OF GRAND TERRACE PLANNING DEPARTMENT CITY WIDE ZONING ORDINANCE AMENDMENT TO ALLOW ADDITION OF A DEFINITION FOR "SUNROOMS" AND RELATED SETBACK POLICIES The Planning Director said staff is requesting continuance as they could not complete the report and had not received comments from the City Attorney. MOTION PCM-92-32 Z-92-02 (ITEM 3) Commissioner Van Gelder made a motion to continue Z-92-02 (Item 3) to the May 7, 1992 Planning Commission Meeting. Vice -Chairman Hargrave second.
