AUGUST 21, 1990
The regular meeting of the Grand Terrace Planning Commission was called to order at the
Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on July 24,
1990, at 7:00 p.m. by Vice -Chairman Dan Buchanan.

AN APPLICATION TO SUBDIVIDE A 2.17 ACRE, R1-10 PARCEL INTO TWO LOTS
The Community Development Director presented the staff report.
Vice -Chairman Buchanan stated that the agenda indicates that this is an R1-
20 parcel and the staff report indicates that it is and R1-10 parcel.
The Community Development Director stated that it is R1-10.
Vice -Chairman Buchanan called up the applicant.

Commissioner Van Gelder asked if he had any plans to remove any of the
trees.
Mr. Eller stated no, and that the property owner to the south plans on
keeping the fruit trees as they are for 4 or 5 years, and after that time, he
plans on building a dwelling on it.

Commissioner Hargrave made a motion to approve TPM-90-02 as conditioned
by staff. Commissioner Munson second.

absent.

AN APPLICATION FOR SITE AND ARCHITECTURAL REVIEW OF A METAL GARAGE
IN A R1-7.2 ZONE DISTRICT
The Assistant Planner presented the staff report.
Commissioner Hargrave asked if staff had anything particular in mind for
landscaping with Condition #7.
The Community Development Director stated that this is a standard condition
included with all Site and Architectural Review applications.
Commissioner Hilkey asked the Community Development Director to indicate
this property on the aerial photographs.

Commissioner Hilkey stated that the zoning and land use to the west was
listed as single family residence.
The Community Development Director stated that the zoning to the west is
CM and to the south is R1-7.2, which is 90% vacant.
Commissioner Van Gelder stated that F8 of the Fire Warden's report states
that there should be a turn -around provided at the end of each roadway, 150'
or more in length. She asked if they would treat this as a cul-de-sac.
The Community Development Director stated that the applicant was going to
contact the fire department to find out just what the requirement would be.
Vice -Chairman Buchanan called up the applicant.

Vice -Chairman Buchanan stated that from the photographic illustration, there
seems to be a lot more dirt strip that doesn't appear on the map.
Mr. Roberts stated that there is a dirt lot next to them, and when they moved
in, they got permission from the owner of the lot to put some rock in there
to make his driveway wider as he had a tractor -trailer, and he had to grade
his lot. He stated that he sold the tractor a couple of years ago so he doesn't
really need that other than for convenience now.
Vice -Chairman Buchanan asked the distance between the edge of his house
and the property line.
Mr. Roberts stated it is 13' to 14'.
Commissioner Hargrave asked if he was going to store cars in the building.
Mr. Roberts said no, he is buying a motor home and a boat and will store his
ATV's and other items.
Commissioner Hargrave stated that the plans did not show ventilation outlets,
and suggested they make this one of the conditions.
Mr. Roberts stated that this is part of the plans although it isn't shown.
Vice -Chairman Buchanan brought it back to the Site and Architectural

Review Board.
Commissioner Hargrave asked if they could make a notation as part of
Condition # 1 that Attachment A include ventilation on top of the building.
The Community Development Director stated this was fine.
Commissioner Munson made a motion to approve SA-90-19 subject to the
conditions as listed. Commissioner Hargrave second.
Commissioner Hilkey stated that the zoning/land use information needs to be
adjusted as it should reflect what really exists.
The Community Development Director stated that the staff report doesn't
really have anything to do with the resolution or approval. He stated the
minutes can reflect that the property to the west is developed with a
commercial storage facility and the adjacent property to the east is vacant.
Motion carries. 5-0-2-0. Chairman Hawkinson and Commissioner Sims
absent.

NEXT PLANNING COMMISSION MEETING TO BE HELD SEPTEMBER 4, 1990.
