09/06/1988GRAND TERRACE PLANNING COMMISSION MINUTES OF REGULAR MEETING SEPTEMBER 6, 1988 The regular meeting of the Grand Terrace Planning Commission was called to order at the Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California on September 6, 1988 at 7:00 p.m. by Chairman, Stanley Hargrave. PRESENT: Stanley Hargrave, Chairman Jerry Hawkinson, Vice -Chairman Fran Van Gelder, Commissioner Jim Sims, Commissioner Dan Buchanan, Commissioner Herman Hilkey, Commissioner David Sawyer, Community Development Joe Kicak, City Engineer Jeri Ram, Associate Planner Maria Muett, Planning Secretary ABSENT: Ray Munson John Harper Stanley Hargrave and Herman Hilkey left early PLEDGE OF ALLEGIANCE: PLANNING COMMISSION SPECIAL WORKSHOP CONVENED AT 6:30 P.M. * Special Workshop #1/ Procedures of Planning and Building Process presented by staff and the City Engineer. * Information from the Planning Commissioners. * Information regarding library in the Planning Department for use by the Planning Commission. * Discussion on the progress of the Advocate School, installation of 2nd temporary trailer, and deadline of December 1, 1988 for full development to be started or permits would be cancelled. PLANNING COMMISSION SPECIAL WORKSHOP ADJOURNED AT 7:00 P.M. PLANNING COMMISSION MEETING CONVENED AT 7:00 P.M. Public Participation - No input from the public. PLANNING COMMISSION MEETING ADJOURNED AT 7:10 P.M. SITE AND ARCHITECTURAL REVIEW BOARD CONVENED AT 7:10 P.M. 1. SA-88-13 Site approval for two story single family residence Robert Credo Tract 12966-1 Lot 3 The Community Development Director presented the staff report with the conditions and recommendations of approval from staff, the City Engineer and the reviewing agencies. Discussion on the history of the vacant land to the west. The Community Development Director pointed out that it would have no effect on the application for the single family residence. Discussion on the architectural features on this project in compatibility with existing homes (Palazolla Construction). Discussion on the distance of the driveway cutouts on the submitted plans. Discussion of drainage access and fencing requirements on the lots 100" deep in Palazolla's project. Commissioner Hilkey expressed his concern with the five acres of empty lot and what was planned for the backside of this lot. The Community Development Director explained that Valley Homes is on a tentative map and the property is developed. Discussion on whether an irrigation and landscape plan would be required for the front yard. The Community Development Director explained that before occupancy a final landscape and irrigation check must be completed. PUBLIC HEARING AT 7:25 P.M. 1. Robert Credo 4284 Cedar Drive San Bernardino, CA. 92407 Mr. Credo questioned the requirement of electrical wires underground. MOTION PCM-88-70 MOTION VOTE The City Engineer mentioned that was a condition of approval for a tract map as a standard requirement. Vice -Chairman Hawkinson made the motion to approve SA- 88-13 subject to the conditions of approval by staff. Commissioner Van Gelder second. Motion passed, 6-0-1-0. Commissioner Munson was absent. SITE AND ARCHITECTURAL REVIEW BOARD ADJOURNED AT 7:28 P.M. PLANNING COMMISSION SPECIAL WORKSHOP CONTINUED Reviewing agencies representatives, Pam Bennett of the San Bernardino County Environmental Health Services and Paul Miller of the Fire Warden's Office, presented their departments responsibilities and procedures in evaluating projects.
