The regular meeting of the Grand Terrace Planning Commission was called to order at the Grand
Terrace Civic Center, 22795 Barton Road, Grand Terrace, California on April 3, 1997 at 7:00

AN APPLICATION FOR A ZONE CHANGE, ENVIRONMENTAL REVIEW, AND AMENDMENT
OF THE CITY OF GRAND TERRACE MUNICIPAL CODE BY PROVIDING REGULATIONS
REGARDING THE LOCATION AND DESIGN OF WIRELESS COMMUNICATION FACILITIES
TO ENSURE THAT THE INSTALLATION OF SUCH FACILITIES WILL NOT BE
DETRIMENTAL TO THE PUBLIC HEALTH, SAFETY AND WELFARE.

Associate Planner Mainez presented the staff report. He started by saying the purpose of this
hearing is to review a proposed ordinance to address the current grown in the wireless
communication industry. He introduced Dave Seidel from the San Bernardino County Radio
Operations Division. Staff invited Mr. Seidel to participate in the meeting to answer technical
questions/concerns of the Commissioners concerning technology, as well as present and future use.
The Community Development Department initiated this ordinance and no applications are pending.
He explained the definition of telecommunications facilities as taken from the reference guide
provided in the Planning Commissioner's packets is as follows:
"Communications towers, antennas and the necessary appurtenances. A land use that
sends and/or receives radio frequency signals, including antennas, microwave dishes
or horns, structures or towers to support receiving and/or transmitting devices,
accessory development and structures, and the land on which they all are situated.
This includes the current technologies of cellular communications and Personal
Communications Services. This excludes non-commercial antennas, radio television
signals, and non-commercial satellite dishes."
In recent years three wireless communications facilities have been approved by the Planning
Commission. Staff feels it is desirable to have an ordinance in place as there will undoubtedly be
additional applications in the future due to the dynamics of the industry.
Staff determined the ordinance is consistent with the General Plan in terms of goals for the
aesthetics.
The proposed ordinance provides for re-evaluation of the CUP in three years. Staff and the Planning
Commission are required to make findings. General and special standards are set forth in the
ordinance to provide guidance to potential applicants.
The City Attorney reviewed the proposed Ordinance and has approved same.
The ordinance provides that facilities in the public right of way, parks or other facilities which fall
under the jurisdiction of the City are subject to payment of a fee as negotiated by the City Manager
on a case by case basis.

Mr. Mainz summarized the Telecommunications Act of 1996 which allows local government the
authority to regulate the placement and construction of telecommunications facilities in terms of
zoning standards. It prohibits discrimination against applicants and mandates compliance with radio
frequency standard requirements.
He discussed the Aesthetic Comparison chart of various cities which was included in the staff report.
Photos of the "palm tree" monopole in Upland were taken by Commissioner Huss and passed to the
Planning Commissioners.

Comments from PacBell on the proposed ordinance were read into the record as they were received
after distribution of the packets.
- Page 4, paragraph 5, addressing accessory wireless equipment - PacBell said under
grounding the transceiver stations is not feasible because they are prefabricated for above
ground use.
Staff recommended deletion of the under ground requirement and proposed that each project
be addressed on a case by case basis.
- Page 5, paragraph 5, addressing minimum distance between ground mounted facilities - Pac
Bell said many cities are deleting this minimum distance requirement.
Staff recommended deletion of the minimum distance requirement for concealed antennae
only, and again suggested each application be considered on a case by case basis, considering
the architecture, topography and landscaping.
- Page 6, paragraph 2, addressing applicant's lease with the property owner - PacBell's
concern is that information contained in the lease is proprietary. If the lease were filed with
the City it would then be a matter of public record, disclosing confidential information which
they do not want to disclose to competitors.
Staff recommended applicants be required to submit a letter to staff briefly outlining the
content of the lease.
- Page 7, paragraph 1, addressing zoning - PacBell said some of the best potential sites are in
residential zones (church towers, schools, park light standards etc.)
Staff recommended wireless communications be prohibited in residential districts except
concealed antennae on non-residential uses.
- Page 8, paragraph 5 regarding zoning - PacBell said these facilities are categorically exempt
per CEQA.
Staffs recommendation is to treat application on a case by case basis.
Page 9, paragraph 1 regarding processing fee requirements - PacBell wanted all fees listed
in the ordinance.
Staff recommended the ordinance state "all applicable fees shall apply".
- Page 9, paragraph 3 regarding the master plan - PacBell had the same concern in submitting
their master plan to the City as with the lease. They do not want their master plan to be
public record for the benefit of competitors.
Staff suggested applicant be required to submit a letter and plan for the immediate City area.

Planning Commissioners had the opportunity to voice questions or concerns about each section of
the proposed ordinance as Vice -Chairperson Van Gelder announced each section topic.
Chairman Sims asked the typical size of transceiver units. Mr. Mainez stated the typical size is 25'
to 30' by 20' to 25' wide by 8' to 10' high.
Section 18.71.050 Special Standards for Ground Mounted Structures: After extensive discussion the
consensus was that only non -ground -mounted antennas which are completely concealed may be
permitted in the Barton Road Specific Plan area.
Vice -chairperson Van Gelder turned the chairmanship over to Chairman Sims.
Section 18.71.070 Zoning: Commissioner Addington asked why the ordinance provides for review
of the CUP every three years. Staff said the proposed ordinance was drafted by JoAnn Lombardo
who reviewed such ordinances from several cities and staff felt comfortable with it.
Commissioner Addington and Vice -chairperson Van Gelder expressed the desire to retain the Master
Plan requirement.
Director recommended to the Planning Commission that the opinions of the experts be solicited.

Chairman Sims asked Mr. Seidel if the County reviews master plans from applicants regarding
telecommunications.
Mr. Seidel said he has spoken with the County Planning Dept. They have opted not to draft
a specific requirement dealing with the Telecommunications Act. Each case is handled on
a case -by -case basis. He said from the technical aspect the applicant reviews the market base
and anticipates a small need. Due to the dynamic nature of the technology and business the
applicant cannot predict their needs in five years.
Chairman Sims asked if it is feasible to ask an applicant for a "siting plan" to show how applicant
arrived at the proposed location, instead of a master plan.
Mr. Seidel said it is reasonable to ask applicant to provide the information as best as can be
provided at the time of application. A generic technological projection is done initially to
cover the major thoroughfares, the market base is sampled, a computer model is prepared
then they shop for who will give them the best price for the location. He likened it to a jig
saw puzzle with the basic framework being established first then they fill in the locations to

derive the coverage needed to provide the service required. He suggested asking applicants
to project their market sample and provide a planning document projecting the market share
they hope to capture.
Mr. Seidel urged the Planning Commission to consider each application independently
regarding placement of the transceiver base station above or below ground due to CAL
OSHA and other safety/environmental concerns.
Mr. Seidel said one antenna can provide 20 discreet repeaters. Each monopole can
accommodate many antennae. Some jurisdictions are forcing competitors to co -location.
They share development costs for one structure but are competitors in the industry so they
do not go into such a venture willingly.

approval as (amended) of the Ordinance to City Council.

Commissioner Addington announced he will be unable to attend the meeting of April 17, 1997.
• Information to Commissioners
* Director pointed out the memo in front of the Commissioners regarding the
status of Halstead code enforcement action. The City filed a civil
injunction and criminal case prohibiting Mr. Halstead from conducting
weddings and he was found guilty on 3 of 5 criminal counts. The sentence
was delayed for 1 year by the court, and Mr. Halstead was instructed by
the court not to violate any laws during that period.
* Director invited all Planning Commissioners to attend a program on April
17, 1997, sponsored by the Inland Empire Section of the American
Planning Association on "Building a Bridge Between Land Use and
Transportation Planning. " The City has funds to pay for the registration
fees. Chairman Sims volunteered to attend.
