MINUTES OF REGULAR MEETING
JANUARY 19, 1987
The regular meeting of the Grand Terrace Planning Commission ws called to
order at the Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, CA
92324 on January 19, 1987 at 7:00 p.m. by Vice -Chairman Jerry Hawkinson.

I. MLNUTES
A. Minutes of Planning Commission Meeting of December 15, 1986
PCM 87-1 Motion by Commissioner Ray Munson and seconded
by Commissioner Fran Van Gelder and passed by
a 5-0-1 vote, to approve the minutes of the
December 15, 1986 Planning Commission Meeting
as submitted.
Commissioner Gerald Cole abstained from the vote.
II. LIONS CLUB SIGN
A proposal for Monument Sign by the Grand Terrace Lions Club was presented to
the Planning Commission. Vice Chairman Jerry Hawkinson disqualified himself
from participating in the discussion of the proposal due to his position as
the President of the Lions Club.
The Planning Staff felt that the Sign for the Community Center as proposed by
the Lions Club was exempt from Title 18.

The City Attorney, Ivan Hopkins stated that he did not feel that this sign was
exempt from the provisions of Title 18.
The following discussion took place between the Commissioners in general. All
of the Commissioners felt that the sign as proposed was too large considering
the massive masonary support and the columns supporting the sign.
Commissioner Van Gelder objected to the sign. She felt that the Senior
Citizens have the first rights for the use of the Community Center and
therefore, the proposal by the Lions Club for the installation of the monument
sign is not appropriate.
City Attorney, Ivan Hopkins advised the Commission that the City of Grand
Terrace has a lease from the School 6istrict for the Community Center
structure. That there is an agreement between the City of Grand Terrace and
the Lions Club whereby the Lions Club has the responsibility for maintaining,
operating, and scheduling all of the activities within the Community Center,
and further that the Senior Citizens have every right to use, and the Lions
Club is required to accomodate all of the activities of the citizens within
the Community Center to the extent that the previous committments would allow.
Commissioner Hargrave questioned whether or not the Senior Citizens have to
approve the sign as proposed by the Grand Terrace Lions Club.
Discussion regarding the temporary sign for the purpose of Lions Club Bingo
--� was discussed and it was determined that the temporary sign would not serve
the purpose since one of the reasons for the sign is to remind the public on a
daily basis that Lions Bingo is held at the Community Center each Friday
evening. Temporary sign would be available for public view only the evenings
of the Bingo, specifically each Friday night between 5:30 p.m. and the close
of activities that evening.
Commission McHugh suggested that a smaller and less massive sign be considered
by the Grand Terrace Lions Club and presented to the Planning Commission for
their consideration at some future date.
Nor further action was taken
Meeting was adjourned at 7:45 p.m.
