Chairman Tom Comstock convened the Regular Meeting of the Planning Commission
Site and Architectural Review Board at 6:30 p.m.

Minor Deviation 18-04, Administrative Conditional Use Permit 18-07 and Environmental
18-09, Located at 12600 Mount Vernon.
Sandra Molina, Planning and Development Services Director corrected, for the record,
this is not a public hearing item. The Item proposed is the construction of an 864 square
foot guest house (no kitchen) and a 408 square foot workshop. A minor deviation has
been applied for to deviate from the 20-foot rear yard setback requirement by 4 feet. A
review of the Site plan was presented. She added that guest houses are permissible in
single family residential areas and that the project does qualify for CEQA exemption
Section 15303.
Commissioner Jeff Allen asked if the proposed 10-foot driveway on the west side of the
house would be considered a garage.
Director Molina replied that the workshop is not being addressed as a garage however if
the doorway is wide enough to support a vehicle the City would require a driveway to be
installed. She added that the Planning Commission can allow an alternate surface as a
conditional of approval.
Commissioner Jeffrey McConnell asked if accessory structures always fall under CEQA
exemption Section 15303.
Director Molina stated that CEQA has over 30 types of exemptions and depending on
what fits the description, best determines what exemption is used.
Commissioner McConnell asked if granny flats are still allowed under R-1 zoning.
Director Molina stated that she believes residents define granny flats as an accessory
dwelling, however the City's primary concern is if the accessory dwelling unit contains a
kitchen.
Commissioner McConnell asked why action was not taken at the administrative level.
Director Molina stated that based on the provisions of the zoning code, when the
structure is greater than 65% of the home itself then it must go to the Planning

Commission/Site & Architectural Review Board to allow the opportunity to see what is
being proposed. Although these are administrative applications, staff felt the
Commission should review.
Chairman Tom Comstock stated the proposed workshop is large enough for machinery
that can create a lot of noise. He wants to make sure that the Applicant is aware of
permits that will be needed if he turns the workshop into a home-based business and
that he abides by the City's noise regulations.
Commissioner McConnell stated if the Applicant wants to use the workshop as a
business, he wants a condition added that the driveway be taken all the way up to the
front of the workshop.
Director Molina asked if the Planning Commission would be open to alternative
materials for a driveway.
Chairman Comstock requested a poll of the Commissioners who concluded they
approved alternative materials.
Commissioner Ed Giroux stated with respect to restrictions, he would like to make sure
the Applicant understands it would be based on a non-business condition.

D. INFORMATION FROM COMMISSIONERS
'Commissioner Jeffrey McConnell requested information on the onsite drainage feature
project on Grand Terrace Rd and Vista Grande Way.
Director Molina responded she will follow up with Alan French, Public Works Director to
obtain further details.
Commissioner Jeff Allen stated he would like to thank the City Staff for their assistance
over the years. .
Chairman Tom Comstock stated he will be out of town from December 20, 2018 through
January 5, 2019.
Vice Chair Tara Cesena stated she will also be out of town from December 20, 2018
through January 5, 2019.
