CITY OF GRAND TERRACE
JANUARY 14, 1980
A Regular Meeting of the Planning Commission, City of Grand Terrace, was held in
the First Baptist Church of Grand Terrace, 12354 Mt. Vernon, Grand Terrace,
California, on January 14, 1980 at 6:32 p.m.

The meeting was opened with the Pledge of Allegiance, led by Commissioner Rivera.
SELECTION OF CHAIRMAN AND VICE CHAIRMAN
Election was conducted among the Planning Commissioners present.
Councilman Erway announced the results as follows:

OATH OF ALLEGIANCE
Mayor Petta administered the Oath of Allegiance to the
Planning Commission members present.
RESOLUTION NO. PC-80-1
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND
TERRACE, CALIFORNIA, ESTABLISHING THE LOCATION, DAY, AND TIME
OF PLANNING COMMISSION MEETINGS.
PC-80-1 Following the reading of Resolution No. PC-80-1 in full,
Motion was made by Commissioner Rivera, seconded by Commissioner
DeBenedet and carried unanimously to adopt Resolution No.
PC-80-1.

RESOLUTION NO. PC-80-2
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF GRAND
TERRACE, CALIFORNIA, ESTABLISHING DEADLINE FOR FILING ITEMS
TO BE PRESENTED AT REGULAR MEETINGS OF THE GRAND TERRACE
PLANNING COMMISSION.
PC-80-2 Following the reading of Resolution No. PC-80-2 in full,
Motion was made by Commissioner Collins, seconded by Commissioner
Bartel and carried unanimously to adopt Resolution No. PC-80-2.
MINOR SUBDIVISION E78-0342
PROPOSAL: Request for waiver of condition of approval requiring
proof of legal access across the Gage Canal from
Canal Street.
APPLICANT: Verda M. Hixson
LOCATION: West side of Mt. Vernon Avenue, extending westerly to
Canal Street.
Staff, Gil Haro, makes presentation which includes analysis, findings
and a recommendation to uphold the requirement for Minor Subdivision
E78-0342 that legal access to proposed Lot 4 be from Canal Street.
Mr. Haro also stated if the Planning Commission determined, during
the course of public hearing that the Gage Canal Company and the
City of Riverside are entirely unable or unwilling to grant access
across the Gage Canal to proposed Lot 4, then he would recommend
this condition be waived and the following condition of approval
be added:
Access to proposed Lot 4 shall be by a thirty (30) foot private
road easement from Mt. Vernon Avenue until such time as Lot 4 is
further subdivided or is developed with more than one (1) residential
structure on the lot.
At such time as proposed Lot 4 is fruther subdivided or developed
with more than one (1) residential structure, legal access from
Canal Street across the Gage Canal will then be required.
The above condition shall be placed as a note on the recorded Parcel
Map for this Minor Subdivision.
Chairman Tetley called upon the applicant for input to the hearing.
SUPPORTING TESTIMONY:
Mrs. Hixson stated the owner she purchased the property from did
not reserve right of way through the property. She requested a
private, nonrevokable license for ingress and egress to provide

for the creation of a new 3.17 acre parcel having no public
street frontage, through the Board of Public Utilities. She
then read a letter from the Board of Public Utilities, Riverside,
dated November 21, 1979 denying her request.
Mrs. Hixson further stated she agrees with Staff's recommendation
and would be satisfied with splitting the property into four lots.
She has applied for a general plan amendment for this property
for higher density.
Mayor Petta addressed the Commission regarding City assistance
to gain access.
Doug Graham, 5984 Courtland Avenue, Riverside, suggested
considering a permanent road.
Chairman Tetley called for opposing testimony. There was none.
In discussion, the Commission felt as development proceeds,
access will be a recurring problem, and the City should take
action to obtain agreements regarding access across Gage Canal.
PC-80-3 Following discussion, Motion was made by Commissioner Rivera,
seconded by Commissioner Watson and carried unanimously to accept
Staff's Alternative Recommendation as follows:
Access to proposed Lot 4 shall be by a thirty (30) foot private

is further subdivided or is developed with more than one (1)

PC-80-4 Motion was made by Commissioner Rivera, seconded by Commissioner
DeBenedet and carried unanimously to request the City Council to
direct the City Attorney and City Engineer to contact the City
of Riverside to obtain a definitive statement from the City of
Riverside and/or the Gage Canal regarding access across Gage Canal.

REQUEST FOR CONDITIONAL USE PERMIT
APPLICANT: Doug Graham, representing owners Frank Woelke
and George Romero
LOCATION: Industry Street
PARCEL NUMBERS: 277-451-12 and 277-452-04
Staff, Gil Haro, made a presentation including analysis, findings
and recommended denying the request for a conditional use permit
and requiring a general plan amendment, since the property is
shown as industrial on the general plan.
Mr. Haro stated commercial development on this property might
be more appropriate since it is not a large area and is located
at the entrance to the City. He further stated if the Commission
were to find that C-2-T zoning would be consistent with the
general plan, he would then recommend a zone change from MR-T
to C-2-T.
Chairman Tetley called upon the applicant for input to the hearing.
SUPPORTING TESTIMONY:
Mr. Doug Graham, 5984 Courtland Avenue, Riverside, representing
owners Frank Woelke and George Romero, stated a conditional use
permit was requested because the time frame is shorter and
would save the developer money. He stated they would undertake
getting a zone change as a condition of the conditional use permit.
He further stated a commercial center and a dinner house were
being considered for this property, feeling this would provide
a nicer entrance to Grand Terrace than industrial sites, as well
as a cleaner operation. He stated the developer could be in a
better position to get the clients he wants if a conditional
use permit were to be granted.
Chairman Tetley called for opposing testimony. There was none.
The following citizens addressed the Commission, speaking neither
for nor against: Pat Dodson, 21974 DeBerry, and Helen Dodson,
21992 DeBerry, stated their property is adjacent to the property
in question, and could therefore be affected by whatever
development is proposed.
The Commission discussed the alternatives of either finding the
proposed use consistent with the general plan, therefore directing
the applicant to proceed with a zone change request from MR-T
to C-2-T, or if not consistent, directing the applicant to proceed
with a general plan amendment or not proceed with the development.

PC-80-5 Following discussion, Motion was made by Commissioner Andress,
seconded by Commissioner Bartel to determine Assessor Parcel
Numbers 277-451-12 and 277-452-04, presently designated Industrial
on the General Plan to be consistent with the commercial designation
shown on the General Plan in the vicinity of the subject parcels.
Motion carried on AYE votes of all Commissioners present, with
the exception of Commissioner Collins voting NOE.
PC-80-6 Motion was made by Commissioner Andress, seconded by Commissioner
DeBenedet and carried unanimously to require the Applicant to
take the proper procedures to have a zone change implemented
from MR-T to C-2-T for Assessor Parcel Numbers 277-451-12 and
277-452-04.
ADJOURN TO PUBLIC WORK SESSION
The regular meeting of the Planning Commission adjourned to
Public Work Session at 8:20 p.m. The Public Work Session
adjourned at 9:30 p.m. The next regular meeting of the
Planning Commission will be held Monday, January 28, 1980,
at 6:30 p.m.
