01/28/1980PLANNING COMMISSION MINUTES CITY OF GRAND TERRACE JANUARY 28, 1980 A Regular Meeting of the Planning Commission, City of Grand Terrace, was held in the First Baptist Church of Grand Terrace, 12354 Mt. Vernon, Grand Terrace, California, on January 28, 1980 at 6:37 p.m. PRESENT: Frank Tetley, Chairman Sandy Collins, Vice Chairman William DeBenedet, Commissioner John McDowell, Commissioner Tom Rivera, Commissioner Ron Schuster, Commissioner Lloyd L. Watson, Commissioner Vern Andress, Commissioner ABSENT: Winifred Bartel, Commissioner The meeting was opened with the Pledge of Allegiance, led by Commissioner Schuster. APPROVAL OF MINUTES - JANUARY 14, 1980 PC-80-7 Motion was made by Commissioner Rivera, seconded by Commissioner Watson and carried unanimously to approve the Planning Commission Minutes of January 14, 1980 as presented. ZONE CHANGE REQUEST Applicant: Darwin, Bill G. & Bonnie M. File/Index: ZC/79-0387/E223-120 Proposal: Zone Change R-2-T to C-1 on .48 acres Location: N/s Barton Road, approx. 133' W/o Canal Street Staff, Gil Haro, made a presentation including analysis, findings and a recommendation that the Planning Commission recommend to the City Council approval of the Zone Change request from R-2-T to C-1-T, subject to the "T" Standard which applies to the existing C-1-T zone districts in Grand Terrace, adopt the Negative Declaration and instruct the City Clerk to issue a Notice of Determination. Page one - PC-1/28/80 0 Page two - PC-1/28/80 Chairman Tetley called upon the applicants for input to the hearing. SUPPORTING TESTIMONY: Bill Darwin, 23172 Palm Avenue, showed the Commission the County - approved plot plans and a rendering of the proposed development. Mr. Darwin advised the Commission he is requesting the zone change because the required setbacks, easements and off-street parking spaces result in allowing only a 28 foot depth in the proposed building. Approval of the requested zone change would allow the building to be extended onto the adjoining property, would allow larger spaces for better quality business, would then allow access to both Barton Road and Canal Street, and more stores would be facing Barton Road, which would present a more pleasing appearance to Barton Road. Chairman Tetley called for opposing testimony. There was none. The following citizens addressed the Commission, speaking neither for nor against the proposed zone change: Mary Lou Williams, 22270 Barton Road, owner of three lots to the west of the lot in question, stated she understands the owners of the four lots to the west of her lots plan to petition the Planning Commission for commercial zoning of those lots in the near future. Her concern is the possibility her three lots could be left as an island, should commercial zoning be approved for the other lots. In reply to her question regarding proposed plans for that area of Barton Road, the Commission advised Mrs. Williams an extensive review would be required prior to final decisions. She was also advised the lot now in question is already commercially designated on the General Plan, and therefore, a zone change is consistent. However, the other properties on Barton Road are presently designated as residential on the General Plan, and any change involving those properties would require a General Plan Amendment. Mr. Williams, 22270 Barton Road, voiced concern regarding traffic, should Barton Road become commercial. Cheryl Nunamaker, 22284 Barton Road, stated she feels Barton Road will eventually go commercial, so sees no reason to oppose it at this time. Lee Grable, 22154 DeBerry, stated that four lots on the north side of Barton Road are being planned for an office building. He also stated he had contacted all the residents on Barton Road, and all owners, except one, had indicated they preferred commercial zoning. A petition is being circulated for signatures to that effect. Mr. Pete Parker, 22219 Barton Road, is not in favor of that area becoming commercial. Chairman Tetley closed Public Hearing. PC-80-8 Motion was made by Commissioner DeBenedet, seconded by Commissioner Watson and carried unanimously to approve Staff's recommendation as follows: That the Planning Commission recommend to the City Council approval of the Zone Change request from R-2-T to C-1-T subject to the "T" Standard, adopt the Negative Declaration and instruct the City Clerk to issue a Notice of Determination.
