02/25/1980PLANNING COMMISSION MINUTES CITY OF GRAND TERRACE FEBRUARY 25, 1980 A Regular Meeting of the Planning Commission, City of Grand Terrace, was held in the First Baptist Church of Grand Terrace, 12354 Mt. Vernon, Grand Terrace, California, on February 25, 1980 at 6:35 p.m. PRESENT: Frank Tetley, Chairman Sandy Collins, Vice Chairman Vern Andress, Commissioner Winifred Bartel, Commissioner William DeBenedet, Commissioner John McDowell, Commissioner Tom Rivera, Commissioner Ron Schuster, Commissioner Doug Payne, San Bernardino County Planning Staff, representing Gil Haro Myrna Lindahl Martine Gerg, Secretary ABSENT: Lloyd L. Watson, Commissioner Gil Haro, San Bernardino County Planning Staff The meeting was opened with the Pledge of Allegiance, led by Vice Chairman Sandy Collins, and oral roll call. APPROVAL OF MINUTES - FEBRUARY 11, 1980 PCM-80-15 MOTION was made by Commissioner Rivera, seconded by Commissioner Bartel and carried unanimously to approve the Minutes of February 11, 1980 as presented. APPROVAL OF TENTATIVE TRACT 11302 Proposal: A) 31 unit condominium on 2.69 acres B) 2 lot subdivision on 2.69 acres Location: E/s Grand Terrace Road, approx. 450' S/o Vivienda Avenue File/Index: A) LSH/80-0010/E219-'119 B) SUB/80-0011/E219-119/TR11302 Applicant: Terrado Grande, Ltd. Representative: Ray A. Bicknell Page one - PC-2/25/80 Staff, Doug Payne, made a presentation including analysis, findings and a recommendation to approve Tentative Tract 11302 for condominium purposes, subject to conditions; adopt the Negative Declaration and instruct the City Clerk to issue a Notice of Determination. He also recommended approving the Large Scale Housing Project E219-119 for condominium purposes, subject to conditions; adopt the Negative Declaration and instruct the City Clerk to issue a Notice of Determination, since this application is in two parts - large scale housing project and subdivision tentative tract map. Mr. Payne also stated the project provides for thirty-one units - a density of eleven and a half units to the acre, and stated the six findings supporting the recommendation of approval. He also recommended the project be enclosed with fencing. Chairman Tetley called upon the applicant for input to the hearing. SUPPORTING TESTIMONY: Mr. Ray Bicknell, 8951 Chapman Avenue, Garden Grove, stated he plans to build an attractive project in the $65,000.00 and up price range, and geared to young, first-time homeowners. The project will be done in a spanish motif - light stucco with red roofs - stated he would prefer to build rock roofs, since tile roofs would cost an additional $1200.00 or $1300.00 per unit, so this cost would be passed on to the prospective buyers. The units will all have garages. Mr. Bicknell stated a landscape architect will design the landscaping, and this must be approved prior to a building permit being granted. He voiced objections to the requirement of building a six foot block wall fence, and prefers to install a chain link fence. Chairman Tetley called for opposing testimony. OPPOSING TESTIMONY: Mr. Joe Hubbs, 21945 Grand Terrace Road, stated he is in favor of the project, providing the Commission requires a block wall fence and does not allow rock roofs to be installed. Mr. Mike Rhine, 21957 Vivienda, voiced objection to a chain link fence; wants a block wall. Also spoke against rock roofs and shake roofs. He is in favor of the project if a block wall and tile roofs are required. Mr. William Liles, 21840 Grand Terrace Road, voiced concern about drainage, stating his property gets flooded now. Wants this matter thoroughly checked prior to approval of the project. Page two - PC-2/25/80 Mr. Leonard Sullivan, 21962 Grand Terrace Road, stated he wants the project to be enclosed with a block wall, and wants tile roofs. Voiced concern regarding increased traffic, stating that area is used as a speedway now. Mr. Ben Reynolds, 21850-21860 Grand Terrace Road, voiced concern about drainage, since he already has a flooding problem, and increased traffic. He recommended installing a traffic signal. Stated he has no objection to the project if it is done properly. Chairman Tetley called upon the applicant for a rebuttal. The applicant declined. Chairman Tetley closed Public Hearing. In discussion, the Commission discussed various areas of concern in the following areas: architecture, and type of roofs, showing preference to tile roofs; want windows facing the street; sidewalks; attractive frontage on Grand Terrace Road; landscaping; and proper drainage facilities. PCM-80-16 Following discussion, MOTION was made by Commissioner McDowell, and seconded by Commissioner DeBenedet to continue this matter to the Planning Commission Meeting of March 10, 1980, and request the City Engineer to make a report on the storm drains at that time. Discussion was then held regarding the possibility of approving the tentative tract and adding conditions that adequate storm drain plans and facilities be approved and that landscape/architectural plans be approved. PCM-80-17 Motion Number PCM-80-16, made by Commissioner McDowell, was amended by Commissioner Rivera to approve the tentative tract for condominium purposes, subject to the attached findings, the recommended conditions of Staff, and two additional conditions: (1) With approval of adequate storm drain plans and facilities; (2) approval of landscape/ architectural plans; and to approve the large scale housing project, with the recommended findings of Staff, and subject to the recommended conditions of Staff, and two additional conditions: (1) With approval of adequate storm drain plans and facilities; (2) approval of landscape/architectural plans; to adopt the Negative Declaration for both projects and to instruct the City Clerk to issue a Notice of Determination for both projects. The Amended Motion was seconded by Commissioner DeBenedet. Commissioner McDowell accepted the Amended Motion. The Amended Motion carried unanimously. Page three - PC-2/25/80 PCM-80-18 MOTION was made by Commissioner Collins, seconded by Commissioner Schuster and carried unanimously to request the City Administration to have the City Engineer report on the storm drain matter at the Planning Commission Meeting of March 10, 1980, addressing specifically how the storm drain can be laid up hill. Chairman Tetley recommended that Mr. Bicknell's Engineer and the City Engineer meet on this matter prior to the Planning Commission Meeting of March 10, 1980. Mr. Bicknell stated he will bring a rendering to the meeting of March 10.
