City of Grand Terrace Page 2 Minutes Grand Terrace City Council January 28, 2020 PUBLIC COMMENT Cynthia Shaddox, Manager of the Blue Mountain Senior Villas Apartments appreciates the City of Grand Terrace' Silver Liner however Omnitrans Route 325 has enhanced the quality of life for the veterans, seniors and disabled individuals that cannot make numerous transfers and on a fixed income. She is not sure how long the subsidy would last to utilize Uber or Lyft due to those drivers being able to set their own rates. She would like to see the Silver Liner used more and would request that Omnitrans not eliminate Route 325 but maybe reduce the frequency to benefit Omnitrans and also benefit the seniors. B. PUBLIC COMMENT Jeffrey McConnell, Grand Terrace is fed up with citations he continually receives from the City. He has requested an appeal on the citations, reached out to the City as directed on the back of the citation and instead of receiving an appeal hearing he received another citation. He is tired of being abused and is going to the public integrity unit to file an ethics complaint, the district attorney, newspapers and anywhere else he can go to report the abuse he feels he has received. City of Grand Terrace Page 3 Minutes Grand Terrace City Council January 28, 2020 Johan Gallo, Grand Terrace would like to receive a status on the grant submission for the Neighborhood Watch Program and additional cameras. E. CITY COUNCIL COMMUNICATIONS Council Member Jeff Allen Council Member Jeff Allen encouraged residents to volunteer for the Citizens on Patrol Program. He also shared that he surveyed the roadways of La Cadena, Litton, Rosedale, Palm, Seville, and Bostick and believes the City can do better maintaining these roadways and need attention as they are in a major thoroughfare. Council Member Allen spoke with Colton Council Member Suchil and he shared that the industrial park west of the 1-215 freeway that borders the City of Colton and Grand Terrace that will be demolished, and two large warehouses will be built between the City boundary and La Cadena Drive. There is some concern regarding increased truck traffic in that area and he encourages residents to who live in the area to voice their opinion. He will continue to meet with Council Member Suchil as he believes collaboration between the two Council Members can be beneficial to the residents as he garners information on upcoming projects. Council Member Allen will be attending the February 5, 2020 Omnitrans Board Meeting and encourages residents to attend and voice their concern regarding the proposed route change in the City. Council Member Bill Hussey Council Member Bill Hussey announced Girl Scouts are selling cookies. For those watching their diet, purchases can be made, and those cookies can be donated to the Armed Forces overseas and First Responders. It is a great way to help support the men and women in the service and on the front line. Council Member Sylvia Robles Council Member Sylvia Robles attended the League of Cities Revenue and Taxation Policy Committee and discussed the following: Pension Unfunded Liabilities Presentation by CalPERS CEO, Marcie Frost Employer Contribution, Employee Contribution, Stock Market Opportunity Zones with the Governor's Office of Business and Economic Development o Tax Benefit at Federal Level o Low Income Census Tracts o Spur Development of Private Investment Implementation of the Wayfair Decision City of Grand Terrace Page 4 Minutes Grand Terrace City Council January 28, 2020 Director of California of Tax and Fee Administration information on the: o Cannabis Industry and how Illegal Cannabis is More Available to Consumers Vehicle License Fees Mayor Pro Tern Doug Wilson Mayor Pro Tem Doug Wilson is happy with the City's great proactive staff. The City is in year two of its five year plan with $6 million dollars for its roadways. He would have appreciated it if the City of Colton representative would have followed proper procedure to report needed roadway repairs. The City has a Public Works department that could have been notified versus showing up at a public meeting to report his concerns. If he would have extended the proper courtesy between jurisdictions he would have been made aware of the City's plans for its roadways and what the City is currently working on. Mayor Darcy McNaboe Mayor McNaboe traveled with San Bernardino County Transportation Authority (SBCTA) staff to Sacramento to speak to a legislator who today introduced legislation that would create an additional transportation authority that would focus solely on train transportation between Burbank Airport and Ontario Airport. We prevailed upon him to work through SBCTA to actually serve the residents of San Bernardino instead of looking at just the very west end. F. PUBLIC HEARINGS - NONE G. UNFINISHED BUSINESS 4. February 19, 2020 from 6:00 - 7:30 pm Rabies Vaccination Clinic will be held at City Hall. February 22, 2020 beginning at 6:00 pm is the State of the City Address which will be held at Vista Blue Mountain (Formerly Brookdale) located at 22352 Barton Road. March 7, 2020 beginning at 8:00 am is the Annual Walk on Blue Mountain hike.
