A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAND TERRACE,
CALIFORNIA ESTABLISHING A TRAINING POLICY FOR THE GRAND
TERRACE PLANNING COMMISSION/SITE AND ARCHITECTURAL REVIEW
BOARD
WHEREAS, the City of Grand Terrace is a municipal corporation duly organized and
existing pursuant to the California Constitution and the laws of the State of California (hereinafter
the "City"); and
WHEREAS, Chapter 2.1.6 of the Title 2 of the Grand Terrace Municipal Code establishes
the Planning Commission as the Planning Agency of the City, which is known as the "Grand
Terrace Planning Commission/Site and Architectural Review Board" ("Planning Commission");
and
WHEREAS, pursuant to' Section 2.16.030 of the Grand Terrace Municipal Code, the
Planning Commission serves at the pleasure of the City Council and may be removed at any time,
with or without cause; and
WHEREAS, the Planning Commission is required to take ethics and conflicts of interest
training pursuant to Assembly Bill No. 1234 (2005) and workplace harassment training pursuant
to Senate Bill 1343 (2018);
WHEREAS, it is desirable that the Planning Commission receives training on California
land use law;
WHEREAS, the City Council now desires to set forth policies relating to the education and
training of the Planning Commission.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE DOES
HEREBY RESOLVES AS FOLLOWS:
Section 1. Recitals. The foregoing recitals are true and correct and incorporated
herein by this reference.
Section 2. Training. The Planning Commission shall complete the following training:
A. Conflict of Interest and Ethics. Ethics training meeting the requirements of
Assembly Bill No. 1234 (adopted 2005) and as it may be amended from time to time. Planning
commissioners shall complete this training within one (1)year of being appointed to the Planning
Commission, and every two (2)years thereafter.
B. Workplace Harassment. Workplace harassment training meeting the
requirements of Senate Bill No. 1343 (adopted 2019) and as it may be amended from time to
time. Planning commissioners shall complete this training within six(6)months of being appointed
to the Planning Commission, and every two (2) years thereafter.
C. Land Use. The League of California Cities' "Planning Commissioners Academy",
or such other equivalent training course as approved by the City Council. Planning commissioners
shall complete this training within one (1) year of being appointed to the Planning Commission,
and every two (2) years thereafter.

D. Computation of Time for Current Planning Commissioners. If a planning
commissioner, who is currently serving on the Planning Commission as of the adoption of this
Resolution, has completed a training prior to the adoption of this Resolution, then subsequent
training must be completed within two (2) years from the completion date of the initial training,
and every two (2) years thereafter. If a planning commissioner , who is currently serving on the
Planning Commission as of the adoption of this Resolution, has not completed a training prior to
the adoption of this Resolution, then training must be completed within six (6) months of the
adoption of this Resolution, and every two (2) years thereafter.
Section 3. Proof of Completion. Proof of completion of the trainings required by this
Resolution shall be submitted to the City Clerk.
Section 4. Removal. Failure by a planning commissioner to timely complete any
training required by this Resolution shall serve as sufficient reason to remove a planning
commissioner from the Planning Commission for cause pursuant to Section 2.16.030 of the Grand
Terrace Municipal Code, provided that a planning commissioner's failure to attend the League of
California City's "Planning Commissioners Academy", or such other equivalent training course,
shall not be cause for removal if the City does not pay for a planning commissioner's attendance
thereof.
Section 5. Non-limiting. Notwithstanding any part of this Resolution, this Resolution
shall not limit the City Council's authority to remove planning commissioners with or without cause
pursuant to Section 2.16.030 of the Grand Terrace Municipal Code. In the event that any conflict
exists between this Resolution and the Grand Terrace Municipal Code, the Grand Terrace
Municipal Code shall govern.
Section 6. This Resolution shall be effective immediately upon its adoption.
PASSED, APPROVED,AND ADOPTED by the City Council of the City of Grand Terrace
at a regular meeting held on 11th day of February 2020.
