American Red Cross Blood Drive Presentation - Becky L. Cogley, Business
Development Manager
Becky L. Cogley, Business Development Manager announced that the City of Grand
Terrace will be hosting a Blood Drive on March 6, 2019 at City Hall. She provided
statistics of individuals who rely on the Red Cross for help and the need for blood
donations. She encouraged everyone to sign up for the City's blood drive on March 6,
2019.

Council Member Allen wanted to thank staff for addressing the landscaping issues at
Susan'Petta Park.
Council Member Bill Hussey
Council Member Bill Hussey attended Coffee with Assemblymember Reyes, and brief
discussion was held with the Assemblymember and attendees regarding the San
Bernardino County HOPE Program which offers resources to the homeless.
He also commented on recent break ins occurring in his neighborhood. He offered a tip
that if a resident has an alarm, to. contact their alarm company and see if the
organization can install a break glass alarm on the door.
Council Member Sylvia Robles
Council Member Sylvia Robles conveyed her condolences to the Darwin family on the
loss of their loved one.
Council Member Robles accepted an invitation from the League of California Cities to
listen in on a White conference regarding infrastructure with an emphasis on bridges,
ports and digital infrastructure in rural areas. Discussion was held on what is important
locally; how to work with the new congress and the federal permitting process, which
currently takes eight plus years. Smaller cities expressed their concerns with their
needs not being met and she would like to see some federal dollars provided to small
cities like Grand Terrace directly as the State has different funding priorities.

E. PUBLIC HEARINGS
6. Hearing for the Prioritization of Funding Recommendations for Community Development
Block Grant (CDBG) Funds for Program Year 2019-2020
Mayor McNaboe opened the public hearing at 6:19 p.m.
Sandra Molina, Planning and Development Services Director gave the Power Point
presentation for this item.
Director Molina informed the City Council that the Family Services Association
applications for Senior Nutrition and Senior Center Coordinator were combined into one

application which allowed for an additional applicant to apply for funding which was
requested by the Girl Scouts of San Gorgonio.
Lisa Llewellyn, San Bernardino County Library explained how CDBG funding is used for
the library's adult literacy-program. She thanked the City Council for their support.
Knea Hawley, Development,VP of Girl Scouts of San Gorgonio described the
organization's classroom to career program and how the CDBG program will assist with
that program. She thanked the City Council for their support.
Tom Donahue, Family Services Association, shared with the City Council how- the
CDBG funding assists the agency with providing nutritional meals for the Senior Center
and those seniors who are homebound. He thanked the City Council for their support.
Dariana Ortiz, Community Ce ter Services Director appreciates the funding received in
the past year to help fund the coordinator position at the Senior Center. The coordinator
assists with the day-to-day operations of the center as well as scheduling various
outings for the seniors. She thanked the City Council for their support.

Students from Terrace View Elementary School shared with the City Council that they
want to create an anti-bullying video which promotes kindness, social skills and
technology skills. It is their desire that other schools see the video and implement those
same acts of kindness and skills into their school.

9. National Orange Show Policy Regarding Noise Complaints
G. Harold Duffey, City Manager gave the Power Point presentation for this item.
Council Member Sylvia Robles expressed her disappointment when she filed a formal
complaint regarding the noise impacting the City from the National Orange Show event
and the complaint was dismissed.
City Manager Duffey recommended that the City create a form with a standard format,
use that form to log resident complaints and take those complaints to the District
Attorney that shows multiple incidents that may carry more weight versus one citation.
Discussion ensued regarding the noise issues throughout the City when the National
Orange Show hosts events and the impact these issues have on the residents of the
City.

Council Member Robles recommended a sub-committee be created where two Council
Members provide recommendations and reporting on how to resolve the noise issue.

Mayor McNaboe recommends that Mayor Pro Tern Wilson and Council Member Robles
work together with staff towards direction on how to proceed with correcting the noise
impacts upon the City.

10.Approval of a Lease Agreement with EVGo to Provide Electric Vehicle Equipment and
Related Services for Two EV Charging Stations on City Property
Alan French, Public Works Director gave the Power Point presentation for this item.
Council Member Hussey had concerns with the lighting on City property at the location
of the proposed charging station.
Director French stated there is lighting at the location, however the City would upgrade
the lighting to LED.
Bobbie Forbes, Grand Terrace does not believe there are enough electric vehicles in
the City that would utilize a charging station and does not believe the proposed location
is appropriate.
Mayor McNaboe asked if there was a fee structure assigned to the charging stations
Kevin Kelleher, Site Acquisition Manager for EVGo introduced himself to the City
Council and explained how the company's fee structure works and how the company
will be on its own meter and will pay the electric bill.

H. REQUESTS FOR FUTURE AGENDA ITEMS BY CITY COUNCIL
Pursuant to City Council policy set forth in the 2030 Vision and 2014 -2020 Strategic
Plan, if a City Council Member is interested in a. task or project that will require more
than one hour of staff time to complete, the item will be agendized to ask the City
Council if time should be spent on preparing a report on the proposed item. In
accordance with this policy, this is the opportunity for City Council Members to request
that an item be placed on a future agenda and authorize staff to prepare an agenda
report. To ensure compliance with the Brown Act, the request shall be submitted to the
City Manager at least one week in advance of the meeting so that the topic can be
included on the agenda under this section. In order for any listed item to be placed on a
future agenda, the City Council must act by formal motion (i.e., requires a motion and a

PUBLIC COMMENT
Jeffrey McConnell, Grand Terrace thanked City Council for placing the Community
Survey and the Priorities Workshop on the future agenda items list as well as discussion
on charging the San Bernardino County Fire rent for the City's fire station.
Jeremy Briggs, Grand Terrace wanted support establishing a Youth Council on behalf of
the City.
Bobby Forbes, Grand Terrace requests that the City provide more expansive notice for
items such as public hearings and workshops..She does not believe enough residents
receive notice and that the notice does not reach out far enough.
Mayor McNaboe has requested that the City review its communication with residents
regarding upcoming projects.

I. CITY MANAGER COMMUNICATIONS
G. Harold Duffey, City Manager shared with the City Council that Council Member Allen
asked if the FSA applications for CDBG funding could be combined which would allow
for an additional applicant to receive funding for their project.
He also wanted to share with Terrace View Elementary School that the City has its own
YouTube channel and Facebook page where the students could air their anti-bullying
video where he believes it would receive a large amount of hits and feedback.
City Manager Duffey shared a short video announcing the opening of the new traffic
signal at Vivienda/Commerce Way intersection.
He reminded the City Council and residents of the 12th Annual Walk on Blue Mountain
scheduled for Sunday, March 3, 2019 beginning at 8:00 a.m. For those hikers that reach,
the top,. coupons will be provided for discounts at Odalbertos and Woody's Classic Grill.
He also reminded everyone of the upcoming Blood Drive scheduled for Wednesday,
March 6, 2019 beginning at 1:30 p.m. in the Community Room at City Hall.
