At the direction of the California Department of Finance :("DOF") revisions to the: LRPMP were made and an Amended LRPMP was approved:by Successor Agency and Oversight Board in separate actions taken on November:25, 2014 and December 17, 2014, respectively. On April 23, 2015, the Amended LRPMP was also approved by the DOF. The.approved LRPMP identified the-transfer of Property #3, referred to as the Vista Grande Park Project, Property to the City of Grand Terrace for governmental ;purposes and the transfer of Property#4 (55 acres at Southwest Corner) to the City of Grand Terrace for future development. Property#3 (Vista Grande Park:Proiect) The former redevelopment agency acquired the property located at 22720 Vista Grande Way in 2009. Several actions were subsequently taken by the City with the intention of creating a dog park on the property, including partnering with the Foundation of Grand Terrace Dog Park Committee. As part of redevelopment dissolution the property was transferred to the Successor Agency in 2012. The LRPMP identifies this property as Property #3, and states that disposition of the property is to transfer it to the City for governmental purposes, presumably as a dog park. On July 14, 2015, the Successor Agency adopted Resolution 2015-04 transferring Property #3 to the City of Grand Terrace, and the City Council, adopted Resolution 2015-25 accepting Property #3, and directing staff to record a grant deed transferring the property to the City. Property#4 Between November 22, 2000 and July 29, 2011, the former redevelopment agency acquired seven separate. properties comprised of approximately .54 acres, located on the west side of the City adjacent to the 1-215 Freeway, for the purposes of fostering development. With the dissolution of:Redevelopment the Properties were transferred to the Successor Agency in 2012. On February 23, 2016, the Successor Agency adopted Resolution 2016-02 transferring Property #5 to the City of Grand Terrace, .and the City Council. adopted Resolution 2016-07 accepting Property#5, and directing staff to record a grant deed transferring the property to the .City. The grant deeds for these seven parcels were recorded on March 23, 2016. Also, as the Board may recall., the transfer Of these properties to the City requires the approval of Compensation Agreements with the various taxing entities. There are seven different entities, and-all have approved the agreement. The County of San Bernardino made minor.changes to the Compensation Agreement. The transfer of the properties does not require Oversight Board approval, as the transfers are in. accordance with the approved LRPMP, previously approved by the Oversight Board. However, Staff wanted to keep the Board apprised of actions taken to implement the LRPMP. FISCAL.IMPACT: There is no fiscal impact associated with the report.
