Meeting and discussed the following:
• Authorize the CEO/General Manager to award funds for the Call for Projects –
2020 Measure I Specialized Transportation Program for Fiscal Years 2022 and
2023. Six Projects to be awarded including $128,880 for Grand Terrace Senior
Transportation Program
• Service Resumption Update
o Average weekday ridership levels have been flat since June 2020
fluctuating between approximately 12,000-13,000 average weekday riders.
As a result over this period, ridership has been down approximately 60%.
However, ridership levels during normal years rise in September and
October driven by increases in high school and college student riders. This
has not been the case this year as schools and colleges have generally not
resumed in person classes.
On November 4, 2020 Mayor McNaboe attended the San Bernardino Council of
Governments Board of Directors meeting and discussed the following:
• Update on Optimizing Emergency Medical Dispatch Plan and Award sole Source
Contract No. 21-1002502 for Emergency Communication Nurse System – Ad Hoc
Stakeholder Group, consisting of leaders from all components of the MS
Ecosystem (911, Fire, EMS Authority, Transport Providers, Hospitals and Clinics,
Health Care Insurance Providers, etc.)
o Receive presentation and project update on Optimizing Emergency Medical
Dispatch Plan, Contract No. 19-1002179, with Mission Critical Partners and
provide direction as appropriate. Approve Sole Source Contract No. 21-
1002502 with MCP Holdings Corporation dba Mission Critical Partners
Holdings Corporation.
o Triage system that would transfer 911 callers to a nurse for triage that may
result in different mode of transportation to treatment or a doc tors
appointment instead of rolling fire and ambulance to the call and
transporting to the emergency room.
o The developmental period of this project from October 2019 through March
2020 afforded County Fire to secure $6 million in Coronavirus Aid, Relief,
and Economic Security (CARES) Act Funds, a portion of which will be used
to implement the ECNS program. Target date for implementation on or
before January 1, 2021.
