On October 7, 2020 through October 9, 2020, Mayor Pro Tem Wilson virtually attended
the League of California Cities Annual Conference & Expo 2020 and reported on the
following:
• Outgoing President Called on Committee Reports and Made Awards
• Keynote Address: YOU ARE AWESOME: How to use Positive Psychology
Research to Prime Your Brain for Positivity During the Pandemic
• The Role of Local Governments in Adapting to Climate Change
• Placemaking and Community Branding That Leverages Your Natural Assets
• What you need to know about Municipal Revenues
• Housing Law Update
• 10 Years After the Bell Scandal: Are We More Ethical?
• Layoffs, Furloughs & Concessions – Negotiating in Challenging Times
• Mayors and Council Members Department Meeting
• General Assembly:
o Introduction of the basis for the impending resolution vote was made. An
amendment to Section 230 of the Communications Decency Act of ’96 to
require social media companies to remove materials which promote criminal
activities. Opinion after opinion was offered; mostly opposing a platform
requiring a petition to U.S. Congress to Amend Section 230 of the Decency
Act. Case examples were presented but, in the end, the League was two
(2) people short of the required quorum of 239. Only an advisory could be
communicated regarding the perceived liability represented by an
unamended Section 230 that of public expressions of hate speech and
ideological biases as veiled attempts to instigating flash mobs through
social media.
