Issues
•City pavement network is worth over $35 Million
•Provides vital: public transportation, multi-modal use,
and delivery of goods and services
•Well maintained roadways are critical for local
economy and a source of community pride
•City will never achieve a less costly preventative
maintenance mode
Recommendations
•Identify PCI Goal for City OR Identify minimum level
annual funding. At a minimum, suggest increasing
funding to maintain current network PCI of 68 by 2025
•Create pavement maintenance strategy that includes
cost-effective balance of “preventative maintenance”
and reconstruction/rehab to meet the City’s PCI Goal
•Survey pavement every 2-3 years for
arterials/collectors and 3-4 years for residential
streets. Input treatments and updated costs
•Identify new funding sources
Potential Funding Sources
A)Truck Route Permit Fee (Businesses)
B)Waste Collection Fee (Existing)
C)Development Impact Fees. Also, alter improvement standards to require
pavement rehab to centerline for contiguous development. Review
Structural Sections in Standards.
D)Pursue Local Sales Tax Measure
F)Devote More Measure I and Tax/Revenues to Road Maintenance
G) Devote some General Fund to Road Maintenance (at least initially to
address backlog
H) Establish localized Business Assessment/Improvement Districts or City-
wide Assessment Districts
Potential Funding Sources
J) Investigate current receipt of Regional Surface Transportation Program
(RSTP) funds eligible for pavement maintenance
K) Pursue CalRecycle Grants for rubberized chip seals and overlays
L) Pursue other Grants (ATP) that may include some pavement rehabilitation
features
M) California Infrastructure and Economic Development Bank (“IBank”) Loan
ADA RAMP &
