G.8 20-21 On-Call Concrete & Asphalt AwardBackground
The City of Grand Terrace has a need for on-call services to
repair damaged concrete and to repair asphalt potholes.
Damaged asphalt and concrete can create hazardous conditions
for pedestrians and motorists.Staff has utilized the City’s new
procedures under Chapter 3.24 of Grand Terrace Municipal
Code (“Chapter 3.24”)to obtain pricing quotes for the on-call
services.
Process for Bidding
Twenty-one (21) contractors were contacted utilizing Chapter
3.24 procedures and five contractors submitted proposals.
The City received a total of 5 bids; however, 2 of the 5 bidders
only submitted proposals for the asphalt work (the request for
bids allowed bidders to bid for some or all of the requested
work).

Fiscal Impact:
Staff is estimating annual costs of on-call concrete and
asphalt maintenance services at $60,000 annually.For
FY2020-21,the estimated costs for the remainder of the
year are $20,000 which is included in the City’s FY2020-21
Adopted Budget.
Staff recommends that the City Council award contracts
for on-call concrete and asphalt maintenance to
Jonescape, Inc. (in the amount of $30,000), on-call
asphalt pothole repair to Hardy and Harper, Inc. (in the
amount of $15,000) and on-call asphalt pothole repair to
Roquet, Inc. (in the amount of $15,000); and authorize the
City Manager to execute each of these contracts subject
to City Attorney approval as to form.
