CDBG-CV BACKGROUND
On March 27, 2020 the Coronavirus Aid, Relief, and
Economic Security (CARES) Act was signed into law to
respond to the growing effects of this historic public
health pandemic.
The U.S. Department of Housing and Urban Development
(HUD) released a special allocation of Community
Development Block Grant (CDBG) funds to San
Bernardino County as a preemptive means through
prevention, preparation, and response to the
Coronavirus (COVID-19).
CDBG-CV PROGRAM REQUIREMENTS
Supports activities that prevent and/or respond to
the spread of the Coronavirus (COVID-19) or
other infectious diseases.
Benefits low and moderate income residents
City’s Allocation for CDBG-CV funds is $100,000
CDBG-CV EVENTS
On May 12, 2020 City Council approved staff’s
recommendation to utilize eligible CDBG-COVID funding
of $100,000 to support Food Bank Partnerships and
additional funding for the San Bernardino County Sheriff’s
Homeless Outreach and Proactive Enforcement
(H.O.P.E.) Program.
CDBG-CV EVENTS
On September 8, 2020, the City Council approved
eligible CDBG-COVID funding of $100,000 to support of
Food Bank Partnerships, Emergency Rent/Mortgage and
Utility Payment Assistance, and Assisting Homeless
Placement in Safe Housing
CDBG-CV PROGRAM UPDATES
The City, in coordination with County Staff, identified the
following two programs for funding that are more closely
aligned with HUD’s mission:
1.Emergency Rent/Mortgage and Utility Payment
Assistance Program
2.Assisting Homeless Placement in Safe Housing through
Partnerships with Non-Profit Organizations
CDBG-CV PROGRAM UPDATES
On December 14, 2020, the County announced the
release of a third round of CDBG Coronavirus funds
(CDBG-CV3). The City received an allocation of $41,010
for eligible COVID-19 new or existing programs. Based
on discussions with the County (CDH) and Lighthouse
Social Services, these funds could help bolster the Rental
Payment Assistance and Homeless Housing Assistance
Programs that could use additional funding to provide
additional assistance to the community.

RECOMMENDATION
Authorize Staff to update the contracts for CDBG-
Coronavirus (CV)program funding by combining the
Rent/Mortgage and Utility Payment Assistance program
with the Homeless Housing Assistance program;and to
approve staff’s recommendation for additional COVID-
19 CDBG-CV3 funding in the amount of $41,010 for a
total of $125,010.
RECOMMENDATION
Upon approval of the additional funding,staff will return
to the City Council to execute an agreement with
Lighthouse Social Services to administer the program.
