the Planning Commission for April 1, 2021 is now open to the public. Please be advised that face masks are required,

At 6:35 p.m., Planning Commissioner Jeffrey McConnell announced that he had a
conflict of interest regarding this agenda item, recused himself and left the dais.
Haide Aguirre, Associate Planner gave the PowerPoint presentation for this item.
Discussion ensued regarding the relocation of the bus shelter, what other tenants have
been identified for the location, extended hours of operation, sign program upkeep,
difference in parking standards, environmental health services approval, and whether
egress would be right turn only.
Chairman Giroux opened the public hearing at 7:20 p.m.
Jim Bickle, Bickle Group Architects, addressed environmental health services approval
in that tenants are unable to obtain a building permit for construction for food use until
they have both; one will not grant without the other. He also explained that his firm
specializes in restaurant design and Piara Pizza is on the cutting edge with the pickup
only drive thru lane. There are many other concepts close on their heels, but they have
a great head start.

Brian Wayy, Applicant described the plans he and his firm have for development in the
City of Grand Terrace and commented on the ease of working with staff.
Matthew Arfa, Applicant explained that their main focus is to bring in more food into the
property, mostly franchise and high end.
Sean Tan, Piara Pizza described the business plan serving breakfast from 6:00 am to
10:00 am, from 10:00 am to 10:00 pm the doors are open to customers in addition to
the drive thru, and then from 10:00 pm to 2:00 am is drive thru only. Piara Pizza has
been in busines for 18 years and has never had a sit down area for customers. He looks
forward to doing well in the city and Piara Pizza’s dough is made fresh daily and the
cheese is never frozen.
WRITTEN COMMENTS
David Hale, Grand Terrace requested that the proposed project not be placed so closely
to the property line so as to not disturb the occupants of the neighboring homes and
requested that no 24 hour a day business be placed at that location and that the
businesses close by 10:00 p.m. He also suggested that a block wall be built on the
property line to deter nose and/or pollutants.
PUBLIC COMMENTS
Kenneth Seipp, Grand Terrace asked why a pizza place needs to be proposed at the
project site and he has concerns regarding the traffic impacts in the a rea. He suggested
an eight foot block wall separate the businesses from the neighboring homes.
Bobbie Forbes, Grand Terrace has concerns regarding the height of the wall located in
the back. She is very concerned regarding loitering and lingering in the p arking lot and
the noise traveling over the six foot wall. She also has concerns regarding the homeless
population that may locate on the property’s patio. However, she looks forward to the
project.
Chairman Giroux closed the public hearing at 7:40 p.m.

Steve Weiss, Planning & Development Services Director announced that Commissioner
David Alaniz will attend the League of California Cities Planning Commission Academy.
E. INFORMATION FROM COMMISSIONERS
Commissioner Ceseña recommended that the Planning Commissioner Handbook be
part of the packet presented to new Planning Commissioners when appointed.
Commissioner Ceseña attended the American Planning Association “Understanding
Today’s Data for Tomorrow”.
Commissioner McConnell requested information regarding a possible median from Mt.
Vernon traveling east to somewhere near Arliss Drive. He also provided staff with some
history regarding an Ad Hoc Committee that was put together around 2005 -2006 to
study the installation of a median on Barton Road.
Commissioner McConnell asked staff how many businesses will be notified when staff
prepares the Barton Road Specific Plan.
Director Weiss wanted to state for the record that there is no medians being proposed
below Mt. Vernon.

TITLE: Housing Element and Surplus Lands Act Annual Progress
Report for the 2020 Calendar Year

BACKGROUND/DISCUSSION:
At its regular meeting on March 23, 2021, the City Council adopted a Resolution
receiving and accepting the Housing Element and Surplus Lands Act Annual Progress
Report.
The City’s current Housing Element covering the 2013-2021 planning period was
adopted by the City Council on September 27, 2016 and certified by the Department of
Housing and Community Development (HCD) as being in full compliance with state law
in 2016. The next update to the Housing Element will be due in 2021 -2022.
Government Code Section 65400 requires each city and/or county to prepare and file
an Annual Progress Report (APR) describing housing production and the status of
Housing Element program implementation. The APR must be prepared using the format
established by the Department of Housing and Community Development (HCD), which
has been updated to incorporate new requirements pursuant to Chapter 374 Statutes of
2017 (Assembly Bill 879, Planning and Zoning: housing element) and Chapter 366
Statutes of 2017 (Assembly Bill 35, Planning and Zoning: affordable housing,
streamlined approval process).
Attached for Planning Commission review is the APR for calendar year 2020. The report
has been prepared in the approved format provided by HCD for annual reporting .
Housing Construction
The APR contains the total number of units constructed and the progress in
implementation of the City’s Housing Programs. As set forth in the APR, a total of 17
new residential homes were completed in 2020. All 17 Certificates of Occup ancy were
issued for the Crestwood Communities.
The report still identifies housing units completed by affordability levels, but also reports
on housing projects submitted and deemed complete to the Planning Division, the
number of units entitled (meaning approved by the City), and the number of units that
were issued building permits. Each reporting category requires that the affordability of
the unit is also identified.

Surplus Lands
Assembly Bill 1486 adopted October 9, 2019 declares that a shortage of sites available
for housing for persons and families of low and moderate income is a barrier to
addressing urgent statewide housing needs and that surplus government land, prior to
disposition, should be made available for that purpose. The reporting requ irements for
the APR changed effective January 1, 2021 and now the City must also identify locally
owned lands included in the Housing Element Sites Inventory that have been sold,
leased, or otherwise disposed of, pursuant to Government Code section 65400.1 which
for 2020, there were none.
Assembly Bill 1255 adopted in October 9, 2019, requires the City to create an inventory
of surplus lands pursuant to Government Code Section 54221(b) and all lands in excess
of foreseeable needs, if any, pursuant to Government Code Section 50569 that are
owned by the City. For 2020. There is one available surplus land, a 0.33 -acre Office-
Professional zoned property located at 22747 Barton Road with the Barton Road
Specific Plan.
The APR, including the Surplus Lands reporting requirements, is attached. Staff
recommends that the Planning Commission receive and file APR for calendar year
2020. Staff has forwarded the report to the State Office of Planning and Research and
HCD as required by Government Code Section 65400(a)(2 ).
