38 ORDINANCE NO. 38
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF GRAND TERRACE, CALIFORNIA, ESTAB-
LISHING THE OFFICE OF DIRECTOR OF FINANCE,
APPOINTING THE FINANCE OFFICER TO SAID
OFFICE, AND TRANSFERRING CERTAIN DUTIES OF
CITY CLERK TO DIRECTOR OF FINANCE.
WHEREAS, the City Council has determined that the
Finance Officer is the appropriate position to perform
certain functions delegated to the City Clerk pursuant
to the California Government Code; and
WHEREAS , Section 37209 of the Government Code permits
the City Council to transfer said duties to the position
of Director of Finance; and
WHEREAS, it is the intent of the City Council to
establish the position of Director of Finance, appoint
the Finance Officer to this position, and transfer these
duties from the City Clerk;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND
TERRACE, CALIFORNIA, DOES ORDAIN as follows :
Section 1. Creation of Office of Director of Finance.
There is established in the government of the City of Grand
Terrace the Office of Director of Finance.
Section 2. Duties of Office of Director of Finance.
The Director of Finance has the following duties and responsi-
bilities:
(1) Maintain and operate the general accounting
system of the City and of each of the respective
divisions and services of the City;
(2) perform such accounting functions and duties
in accordance with the latest and most modern
accounting methods as the science of accounting
progresses;
(3) maintain, or to prescribe and require the
maintaining of, inventory records of municipal
properties necessary in accordance with modern
municipal accounting practices;
(4) perform the functions and duties relating to
the administration and collection of taxes, licenses,
and permit fees levied by the City;
(5) perform the duties relating to preparing,
auditing, presenting, and disbursing claims and
demands against the city, including payrolls;
(6) assist in the purchase of supplies, goods,
wares, merchandise, equipment and materials required
by the city;
(7) assist in the preparation of the annual
budget and in the administration of the budget; and
(8) cooperate with the City Treasurer and
other officials of the city in establishing and
maintaining sufficient and satisfactory procedures
and controls over municipal revenues and expenditures
in all departments , divisions and services of the
city in accordance with modern municipal accounting
pracitice.
Section 3 . Duty of Director to prepare reports .
The Director of Finance shall prepare and present to the
City Council in sufficient detail to show the exact
financil condition of the city, the following reports :
(1) a quarterly or more frequently as requested,
statement of all receipts , disbursements and balance
of the city;
(2) an annual statement of report of the financial
condition of the city; and
(3) such other financial reports as the City
Council or City Manager directs.
Section 4 . Additional duties. The Director of Finance
shall perform other additional duties and functions which
the City Council or City Manager prescribes.
Section 5 . Financial and accounting duties of City
Clerk transferred. In accordance with Sections 37209 and
40805. 5 of the Government Code, the duties imposed upon
the City Clerk by Government Code Sections 37201-37208
and the financial and accounting duties imposed upon the
City Clerk by Sections 40802-40805 of the Government Code
are transferred to the Director of Finance.
Section 6 . Appointment, of Director of Finance. The
Finance Officer is hereby appointed as the Director of
Finance. This position is to serve at the pleasure of the
City Manager. The City Manager may, at his pleasure,

assume the duties of the Director of Finance or appoint
another person or position to assume the duties of the
Director- of Finance.
Section 7 . Appointment of deputies. With the
consent of the City Manager, the Director of Finance
may appoint one or more deputy Directors of Finance.
Each deputy director shall . perform the duties prescribed
by the Director and the City Manager.
Section 8 . Bond. When the Director enters upon his
duties, he shall execute a bond to the City required by
Sections 37209 and 36518 of the Government Code. The
bond shall conform to the provisions of the Government
Code relating to bonds for public officers.
Section 9. Effective Date. This Ordinance shall take
effect 30 days after its a option.
Section 10. Posting, Within 15 days after the passage
of this Ordinance, the City Clerk shall cause this Ordinance
to be posted in three (31 public places designated for such
purpose by the City Council,
Section 11. First read at a regular meeting of the
City Council of said City held on the 7th day of August,
1980, and finally adopted and ordered posted at a regu-
lar meeting of said City Council on the day of
