David Hahn, Habitat for Humanity San Bernardino invited the City Council and the City's
residents to the Inland Empire 66ers Baseball Game Fundraiser on Saturday,
August 11, 2018 beginning at 6:05 p.m. He announced as a bonus, it's Mike Trout
Bobble Head Giveaway night.

Council Member Kenneth J. Henderson
Council Member Kenneth J. Henderson appreciated the Grand Terrace Art Show and
wanted to give thanks to Ann Petta who was present at the meeting and the other
members of the committee who worked hard to put everything together.
He also-commented on his attendance at the Gateway Specific Plan Scoping Meeting
and received an excellent presentation from the environmental consultant.
Council Member Henderson was invited to give a lecture called "Managing Local
Economic Development" in the Public Administration 617 class at Cal State San
Bernardino.
Council Member Bill Hussey
Council Member Bill Hussey announced if local volunteers wanted to help place and
remove flags at the National Cemetery in Riverside, those events would be held on
Saturday, May 26th and Tuesday, May 29th beginning at 8:00 a.m. both days.
On Memorial Day, May 28th, remember the fallen who gave their life for their country,
remember those who are grieving for their loved, ones each day, remember all service
men and women who came back from the war who .are still struggling every day and
coping with PTSD and those who have taken their own lives. Please honor this great
nation on May 28th for the men and women who sacrificed for all.

On May 3-4, 2018, Mayor Pro Tern Robles attended, as the delegate, the Southern
California Associated Governments and discussed the following:

Approved the General Budget and Membership Assessment Schedule
Ratified the Regional Council's Approval of the SCAG Board of Officers Positions
Considered Proposed Amendments to the.SCAG By-Laws
Rejected what would have essentially provided for any past president of SCAG to
serve as an ex officio role in either a voting or non-voting role on the Regional
Council and not to be subject to the General Assembly schedule and to be
allowed to serve on Regional Council without selection of their local bodies and.
enjoy all rights and privileges. It would also give the same rights and privileges
for past presidents who failed to get re-elected
Discussed SCAG's 2017 Accomplishments
She attended the break out session, "At a Crossroads, Our Transportation
Future".
Final morning discussion was Measure l Tax, but Caltrans was not funded in a
commensurate fashion to pay for all its maintenance and additional discussion
was held on SB 1.
Mayor Pro Tern Robles attended the art show and enjoyed the addition of music. She
attended La Pasta Italia's grand opening. She extended her regrets that she was not
able to make the State of the City.
She announced that the Grand Terrace Women's Club donated the following
scholarships:
Grand Terrace High School Library - $500.00
Terrace View Elementary Library.- $1,000.00
Terrace Hills Middle School Library - $250.00
GT Elementary School Library - $500.00
Mayor Darcy McNaboe
Mayor Darcy McNaboe attended the General Policy Committee for the.SBCTA and held
the following important discussion:
Recommendation of Placing -Assessments on the Tax Roll. Related to the
Property Assessed Clean Energy Program
She also attended the Metro Valley Study Session and discussed the following
important issue:
Preview of Hearings to Consider Resolutions of Necessity for Parcels for the..
State Route 210 Mixed Flow ,Lane Addition Project and State Route 210 Base
Line Interchange project in the City of Highland.

Mayor McNaboe traveled with the Joint Powers Authority to their Executive Committee
Annual Workshop to review the services provided to its members.
She wanted to thank the following:
Chamber of Commerce for putting together the State of the City
Historical & Cultural Committee for putting on a wonderful Art Show
All the Grand Terrace residents who displayed their artwork for everyone to view
Mayor McNaboe also wanted to thank Assembly Member Reyes and Senator Leyva for
making time on their:respective legislative floors to present the City of Grand Terrace
with Resolutions. She also wanted to thank Lieutenant Doug Wolfe, Grand Terrace High
School Principal, James Western and City Manager G. Harold Duffey for attending the
presentations with her.

10.Examine the Merits- of Various Types of Tax Measures Local Agencies Can Place
Before Voters to Enhance the Level of Services Within a Community And; Consider
Which Type of Local Tax Measure to Place on the November 6, 2018 General Municipal
Election to Raise Additional Revenues Needed to Enhance and Improve Vital City
Services, Like Law.Enforcement Services
Mayor McNaboe opened the public hearing at 6:18 p.m.
G. Harold Duffey and Lieutenant Doug Wolfe gave the Power Point presentations for
this item and City Manager Duffey defined three tax options being presented to City
Council.
City Clerk, Debra Thomas read into. the record an email from Lisa Wadley, Grand
Terrace expressing her opposition to any proposed tax.
PUBLIC COMMENT
The following members of the public spoke in support ofthe City of Grand Terrace to
Consider Placing a Local Tax Measure before the Voters of the City at the November 6,
2018 General Municipal Election to Fund Law Enforcement Services:

Mayor McNaboe requested responses to the following Public Comment questions:
In 2010, the City of Grand Terrace had 10 deputies and what is the comparison `
today and how was that paid for?
o City Manager Duffey explained that the 10 deputies back in 2010 were
paid with Redevelopment monies.
o Lieutenant Wolfe also stated in 2010 the City had one deputy 24-7, two
40-hour deputies, one traffic deputy and _one SSS, who was a civilian
employee.
Would it be possible to perform bookings at Central Station instead of traveling to
West Valley Detention Center?
o Lieutenant Doug Wolfe stated most bookings are conducted at Central
Station, except for those that need medical. care or depending on the
severity of the offense.
Why is the sunset clause six years?
o Assistant City Attorney, Scott Porter explained each proposed tax
measure has a five-year sunset clause, however each allows the City to
spend money immediately on police protection services beginning the day
after the election. Although no monies would be received immediately, the
City could be reimbursed with revenue that would be coming in later.
Could the City utilize mutual aid from Loma Linda or Colton.
o Lieutenant Wolfe explained that already happens in an extreme
emergency.
When does the overtime funding allocation end for the current 40-hour deputy.
o City Manager Duffey explained it ends mid-June.
Mayor McNaboe closed the public hearing at 7:15 p.m.
Mayor Pro Tern Robles asked for clarification on the following: Who was responsible for
the rehabilitation of the soccer field [Colton Jointed Unified School District], the mandate
for the City's street sweeping program [National Pollution Discharge Requirement], a
City,Hall Facebook page, a previous measure placed before the residents, former
Redevelopment Agency use of funds and dissolution, and prior personnel cuts.

Council Member Hussey asked for clarification on the following: What is the reason why
the City's street sweeping cameras are no longer in use [law was repealed in 2016],
why two (2) code enforcement officers support the street sweepers [employees write the
ticket in place of the.camera], the cost of fines [$37.50] and how much the City receives
[less than $25.00].
Council Member Henderson commented on the struggles that the City of Grand Terrace
may face if there is another economic downturn of revenues like the one in 2008. He
also clarified that the City is not imposing a tax on its residents; the City is only asking
that residents give themselves the opportunity to vote in favor or against a measure in
November 2018.
Council Member Wilson would like to stay on topic and stated he believes the legislative
body has been fairly successful re-examining its priorities over time and made some
painful adjustments. More revenue has been received over time and the City is in the
black a little bit. He does not like a Utility User Tax as there is no ceiling. He does not
favor a Transactions and Use Tax and believes the only one that is realistic is the
Special Parcel Tax. He has not found that there is a quantifiable benefit for the one-time
money the City has spent for law enforcement.
Scott Porter, Assistant City Attorney stated if the City Council is .going to vote on the
Transaction & Use Tax, he has several technical revisions. There are several places in
the.Ordinance and the resolutions that refer to the State Board of Equalization and that
should be the California Department of Tax and Fee Administration. In the Ordinance in
Section 3., A. the first sentence should be slightly revised to state, "to impose a retail
transaction and use tax".
Assistant City Attorney Porter also suggested that Section 15 be slightly revised so that
the second sentence would read: "However,.no tax imposed by this Ordinance shall be
effective unless this Ordinance has been approved by the voters of the City as required
by Section 2(b) of Article XIII C of the California Constitution and applicable law." Then
he would add a sentence at the end of Section 15. stating: "Furthermore, any such tax
shall be effective only as set forth in Section 17 of this Ordinance." Essentially this is to
point out that the City doesn't start collecting the tax until April 1st
A similar change would occur to .Section 17 which would read, "COMMENCEMENT
AND TERMINATION. If approved by the voters, the tax imposed by this Ordinance shall
be levied beginning April 1, 2019 or if such date is after April 1, 2019 on the first day of i
the first calendar quarter commencing more than 110 days after the adoption of this
Ordinance, that tax shall not be levied beyond March 31, 2024. Any extension of the tax
beyond March 31, 2024 shall require approval by the electorate."
Assistant City.Attorney Porter also stated that City Council can unilaterally, without the
approval of the voters, stop the collection of tax prematurely but cannot decrease the
tax.

Council Member Henderson moved -to approve a motion for a Transactions and Use
Tax to include Assistant City Attorney Porter's above stated changes and to include an
accompanying advisory measure.

Woody's Classic Grill for the.Employment of the Equivalent of 20-Full Time Employees

Michael Miller, Owner of Woody's Classic Grill introduced himself to the City Council
and.provided some history about his resume.
Council Member Wilson asked what the restaurant's demographic is.
Mr. Miller stated his is a family restaurant and estimates that the restaurant will serve at
least all the__residents of Grand Terrace, and pull from Loma Linda, Colton, and
Riverside.
Bobbie Forbes, Grand Terrace is opposed to the Economic,Development Incentives
Agreement with the City of Grand Terrace and Woody's Classic Grill.

H. CITY MANAGER COMMUNICATIONS
G. Harold Duffey, City Manager wanted to remind the citizens in June 2018,
enforcement of no parking on street sweeping days will begin at 9:00 a.m. in residential
neighborhoods. If you have a contractor who comes to your home.for services and they
receive a citation, have them bring their valid City of Grand Terrace business license to
City Hall and it will be waived.
City Manager Duffey also reminded everyone that the, Veterans Wall of Freedom
Memorial Day Ceremony will be held on Monday, May 28, 2018 beginning at 10:00 a.m.

He also announced the Grand Terrace Community Day event on Saturday, June 2,
2018 from 10:00 a.m. to 2:00 p.m. at Richard Rollins Park.
