56 ORDINANCE NO. 56
AN URGENCY ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF GRAND TERRACE, CALIFORNIA,
EXTENDING A BUILDING MORATORIUM ON
CERTAIN PARCELS OF LAND ADJACENT TO
INTERSTATE 15 (STATE HIGHWAY 91) ZONED
C-2, M-R, AND M-2
WHEREAS, the City Council of the City of Grand Terrace is studying the
City's zoning ordinance; and
WHEREAS, the Economic Development Committee of the City of Grand
Terrace is preparing a feasibility study; and
WHEREAS, the study and adoption of an amended zoning ordinance may not
be completed for a period of time; and
WHEREAS, the Economic Feasibility Study may not be completed for
eight months; and
WHEREAS, certain parcels of land adjacent to Interstate 15 (State
Highway 91), zoned C-2, M-R, and M-2 are suitable for commercial and
industrial development parks; and
WHEREAS, the City Council has expressed its desire and the need to
establish certain development standards for these parcels;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF GRAND TERRACE DOES
HEREBY ORDAIN AS FOLLOWS:
Section 1. That a building moratorium is hereby extended for
eight (8) months, pursuant to Government Code, Section 65858, within that area
shown and designated on Exhibit "A" attached hereto and included herein.
Section 2. That the Economic Development Committee is hereby directed
to study and establish, within that area shown on Exhibit "A", standards
necessary to stimulate development as commercial and industrial parks pursuant
to the City's general and specific plans and the Grand Terrace Revised
Community Redevelopment Plan.
Section 3. This Ordinance is adopted as an urgency ordinance in order
to protect the public health, safety, and welfare and to insure proper and
orderly growth and development in accordance with the determinations and
standards to be developed by the Economic Development Committee.
Section 4. This Ordinance shall be deemed in effect immediately upon
its adoption, and the City Clerk is hereby directed to post this Ordinance,
pursuant to law, in three (3) public places designated for such purpose by the
City Council within fifteen (15) days of the passage hereof.
Section 5. This Ordinance was introduced and adopted at a regular
meeting of the City Council of the City of Grand Terrace held on the 14th day
of January, 1982.
