(1) Governing Body Leadership and
Risk Management: The Role of the
Elected Official
Speaker: Ken Hampian
Setting the stage for the rest of the Academy, this session will
rely heavily on participants to explore such questions as:
•What role does the governing body leadership play in
managing risk?
•What does “good leadership” look like?
•What makes the governing body’s role so challenging?
•What are some of the best governing body practices in
managing risk – and what are some of the worst?
•What responsibility does the individual board member
or elected official have in protecting their agency from
unwarranted risk?

(2) How the California JPIA Partners
with Members in Managing Risk
Speaker: Norm Lefmann
Risks cut across every dimension of your organization. They find
their way into the services you provide. They sit in the corners
of your buildings, stand unsuspectingly in your parks, and lie
present in the conduct of your employees. Risks seemingly
appear on your streets and roads. They are everywhere. Left
alone, they rob your resources, tarnish your reputation, and
threaten persons and property. This session will explore how
the Authority works with your staff in managing risk. It will
help you understand the greatest risks your organization faces.
In addition, you will learn the key strategies of managing risk
successfully.

(3) From Campaign to Governance
Speaker: Ken Hampian
Political campaigns are very different from governing. They
require different behaviors and strategies; they can be rough!
After the election, even small changes in governing bodies’
composition can yield big changes in group dynamics.
Although the shift from campaigning to governing can be
difficult, making this transition is vital to getting good things
done for our communities. This session will explore ways to
support a constructive shift from the campaign to governing,
including best practices for onboarding new council or board
members and reestablishing the new council/board and
council/board-staff teams.

(4) Keys to Being an Effective
Governing Body Member
Speaker: Kevin Duggan
Whether you are a veteran council or board member, or
relatively new to the role, it’s important to periodically reflect
on those traits, skills and mindsets that will help you not only
maximize your effectiveness, but also have an experience that
is rewarding and even enjoyable. This interactive session will
provide an opportunity to not only learn from others, but to
share your suggestions for success in this critical role.

(5) Increasing the Odds of Avoiding an Ethical Crisis
Speaker: Kevin Duggan
Few circumstances have the potential of derailing a successful
professional or political career than becoming embroiled in an
ethical crisis. Such events also can devastate organizations—
particularly public organizations. Yet many individuals and
organizations become entangled in ethical crises without even
recognizing the red flags along the way. This session is not
about memorizing rules or laws. It is designed to help you
understand the ways in which we can inadvertently fall victim
to an ethical crisis, and strategies to reduce the likelihood of
that occurring.

(6) Goal Setting – Aligning Community,
Governing Body, and Staff Goals
Speakers: Ken Hampian and Jim Lewis
The International City/County Management Association
describes council/governing board goal setting and city/
agency manager performance evaluation as “…the most
dynamic and harmonizing event that governing boards and
managers experience”. Setting highly-focused priorities—and
aligning these priorities with the work of staff—is especially
important during challenging economic times. Yet many
agencies do not have structured, inclusive ways of either
setting goals or evaluating the manager. Using real-world
examples, this session will explore techniques for setting goals
and prioritizing work to achieve them.

(7) Working Effectively with Fellow Elected Officials,
the Manager, and Staff
Speaker: Kevin Duggan
Successful cities and agencies require effective working
relationships between the city/governing council, the
city manager, and the city or agency staff. However,
developing and maintaining such relationships is not
easy. This session will review strategies and best practices
for creating mutually effective working relationships
while addressing the potential obstacles that can be
encountered along the way. This session will provide ample
opportunity to share your experiences and suggestions on
this important topic.

(8) Characteristics of Effective Governing Bodies
Speaker: Ken Hampian
This session builds on what was learned in previous sessions
(Keys to Being an Effective Governing Body Member and
Working Effectively with Fellow Elected Officials, the Manager,
and Staff) to offer suggestions and share ideas on the ultimate
goal for all governing bodies: effective performance. Learn and
share ideas regarding the individual characteristics and team
practices that promote successful governing and effective
leadership of organizations and communities.

(9) Elected Officials’ Guide to Social Media
Speaker: Scott Grossberg
The power and influence of social media is undeniable. It has
become the backbone of many communication strategies
and remains a primary tool for connecting with constituents,
building a reputation, and enhancing your agency’s presence.
And it also brings with it unique and constantly changing
issues for elected officials. As part of the session handouts,
you will be receiving a Quick Start Social Media Guide and
other materials to assist you in your social media use.

Request for Registration
Those interested in attending this Academy must
submit a “request to register” on the event website by
April 26, 2021. To submit a request to register, go to
cjpia.org and log into myJPIA. Once logged in, locate the
Academy in the home page slides. Click on the slide and
you will be directed to the event website to complete your
request. An email will also be sent to members approximately
one month before the academy start date that will include
the event website link to request a registration.
Registration is limited to 30 people.
Upon submitting your request to register, a notification
email should be received. Within five business days after the
deadline, the Authority will either confirm registration by
email or place the person on a waiting list. For those placed
on the waiting list, should space become available, you will
be notified as such by email.

Registration is at no cost for members!
Cancellation and No-Show Policy
To ensure the success of our academy, all registrants must
adhere to strict guidelines regarding cancellation and no-
shows. Doing so will enable better planning for instructors,
catering, room space, and academy materials.
When circumstance prevents a registered attendee from
attending the academy, the Authority must be contacted
by May 1, 2021. If cancellation occurs after this date, the
registrant may be subject to a cancellation fee.
If, under such circumstance, the registrant feels that such
cancellation was made because of reasons beyond the
registrant’s control, a letter of explanation must be provided
in order to request waiver of cancellation fees. The request
waiver of cancellation fees must be received within 30 days
of the academy’s conclusion, whether or not an invoice has
been received. Upon receipt of request waiver of cancellation
fees, the Authority will evaluate each circumstance and has
final say on whether or not a waiver is granted. Registrants
for academies can avoid cancellation fees by transferring
the registration to another person from the same agency by
May 1, 2021.
Should a registrant fail to show for the academy, the
registrant may also be subject to a cancellation fee. If a “no
show” situation occurs, the member agency will receive an
email informing the agency of the pending cancellation fee.
The member will have 30 days to provide a response and
explanation before a final determination is made.

Kevin C. Duggan
Kevin Duggan has served in local government for more than 45 years.
He continues to serve as a mentor and advisor to several organizations
including volunteering with ICMA and Cal-ICMA as a coach, advising
aspiring and new city managers, managers in transition, and those
entering their “encore” phase. He is also the ethics advisor and currently
serves as a senior advisor in the San Francisco Bay Area with ICMA and
Cal-ICMA.
Kevin was the city manager in Mountain View and Campbell, California
for a total of 27 years, and was the West Coast regional director at ICMA.
At ICMA, he provided professional assistance to the state associations
in the region, and helped build Cal-ICMA into a vibrant association
that, among a number of initiatives, developed the Cal-ICMA Coaching
Program, undertook the Survival Skills Project, and launched the
Encore and Talent Initiatives. He also coordinated ICMA’s role in finding
professional interim leadership for the City of Bell after its ethics scandal,
and supported local efforts to preserve the council-manager plan in
Sacramento.
Kevin shares his expertise through his professional roles, presentations
at conferences, and numerous articles for professional outlets such as
PM Magazine and other ICMA publications. In 2013, he received the
National Public Service Award from the American Society for Public
Administration and the National Academy of Public Administration.
He received a bachelor’s degree in Political Science and Master of Public
Administration from San Jose State University.
Scott Grossberg
Scott Grossberg has transformed the way public agencies, public

has been a guest presenter multiple times at the prestigious Pepperdine
University School of Law’s Straus Institute for Dispute Resolution. He has
served as lead trial counsel, advisor, and coach for political and business
leaders, government agencies, and public employees. He is also the host
of the highly acclaimed podcast, “Lawsuit-Proofing Your City.”
Scott is the owner of his own law firm, and holds a Bachelor of Arts
from California State Polytechnic University in Philosophy and Theatre
Arts, and obtained his juris doctorate from the University of La Verne
College of Law. A veteran trial lawyer, Scott is admitted to practice law
before the Supreme Courts of the United States and California, and
has numerous published appellate decisions. You can find Scott at

Ken Hampian
Ken Hampian brings over 35 years of public service experience to his
work, including at the city, county and Federal levels of government. His
final 20 years were in San Luis Obispo, first as the assistant city manager
and later as city manager (about 10 years each). In 2010, he left city
management (voluntarily!) to pursue other interests.
In the summer of 2011, Ken served as the pro-bono city manager of
the City of Bell during a time of crisis there. He has received state and
national recognition for his Bell service, including the International City
& County Manager’s Association Hall of Fame Ethics Award, and Public
CEO’s City Employee of the Year, 2012.
Ken has co-authored a book, Guide to Local Government Finance in
California. League of Cities Executive Director Chris McKenzie calls the
book “...the most comprehensive treatment of local government finance
in any state that I have ever seen.”
Ken presently consults and trains, including with the Police Officer
Standards and Training Program, and the San Mateo County
Leadership Academy. He has assisted several cities with community
goal setting, and teaches a leadership and public policy course at
Cal Poly San Luis Obispo.
Norm Lefmann
Norm Lefmann is the Assistant Executive Officer for the California JPIA.
As such, he oversees programs including risk management, training,
claims, and strategic planning for the organization.
Norm holds a bachelor’s degree in public administration from San Diego
State University, and has also earned a master of public administration
from the Maxwell School at Syracuse University. Additionally, he has
completed associate certificates for risk management, risk management
for public entities, and risk pool management.
Before joining the Authority, Norm worked for the City of Burbank and
was an adjunct professor at the Graduate Center for Public Policy &
Administration at Long Beach State University.
Jim Lewis
Jim Lewis became City Manager of Pismo Beach on March 1, 2013. He
is passionate about public service, and is committed to building quality
and sustainable organizations that serve the public to their best and
most efficient ability. During his tenure in Pismo Beach, Jim has focused
on building a staff culture built on pride, integrity, and service, enhancing
the quality of life for residents through enhanced programs and services,
and revitalizing the downtown and neighborhood commercial areas.
Prior to serving as City Manager of Pismo Beach, Jim served as the
Assistant City Manager and President of the Office of Economic
Development for the City of Atascadero. In this role, Jim was responsible
for economic development, human resources, labor relations,
technology, organizational development, the creation of new revenues
and operating efficiencies, and several special projects. Prior to this role,
Jim served as the Assistant to the City Manager for the City of Claremont.
In both positions, Jim was successful in transforming downtowns and
building pride and positive relationships amongst business owners,
community groups, neighborhoods, and the city. He has helped build
supportive, dedicated, and entrepreneurial staff cultures focused on
offering high customer service to the community. Jim also conducts
strategic planning for his organizations.
Jim serves on the Board of Directors of the League of California Cities,
and recently served as President of the League of California Cities City
Manager’s Department. He has served as a Trustee for the California City
Management Foundation as President of the Municipal Management
Association of Southern California (MMASC) in 2001. Jim is an ICMA
Credentialed Manager (ICMA-CM). Jim graduated with honors and
received a Bachelor of Science in Public Policy and Management
from the University of Southern California, and a Master of Public
Administration at Syracuse University.

Jon Shull
Jonathan Shull (Jon) has been the Chief Executive Officer of the
California JPIA since 2002. His responsibilities with the California JPIA
include board relations, general administration, policy development,
member communications, marketing, and external relations.
Jon holds a Masters Degree in Public Administration from the Maxwell
School at Syracuse University, and a Bachelor of Arts in Political Science
from California Polytechnic State University San Luis Obispo. He received
his Associate in Risk Management designation from the Insurance
Institute of America in 1997. Shull has focused his career in the public
sector.
Prior to joining the California JPIA in 1995, he worked in the city
manager’s office of the cities of San Luis Obispo, Cerritos, and Signal
Hill, California, and the Mayor’s Office in Syracuse, New York.
