C. PUBLIC COMMENT
Johan Gallo, Grand Terrace shared his opinion on the importance of increasing the
City’s sheriff’s budget and would like this topic addressed in 2019. He expressed his
concern with the increase in crime the City is experiencing and would like to see what
resources are available to revitalize the neighborhood watch program and do what we
can internally to ensure that the deputies patrolling the City are as safe as its residents.
Janese Makshanoff, Grand Terrace informed the City Council that Patrick O’Brien has
purchased the property underneath the power lines and has secured the property with a
six foot chain link fence topped with barbed wire. Years ago, when Warner Hodges
owned the property, he allowed the neighboring property owners access through the
property from Terrace Avenue to the bike trail. That access has now been fenced off

and the neighboring property owners need to travel over to La Cadena to access the
bike trail which she believes is dangerous.
Adrian Guerra, City Attorney confirmed that any plans Mr. O’Brien has for his property
needs to go before the Planning Commission and Mayor McNaboe explained that
residents may convey their concerns about the property owner and his plans for the
property to the Planning Commission.
Ms. Makshanoff stated Mr. O’Brien is abandoning the water wells on the property and
she wants to make sure he has obtained his proper permits and is securing those
properly.
Jeremy Briggs, Grand Terrace Community Basketball Association wanted to thank the
City Council for its approval of Community Benefit Funding for the basketball team and
wanted to invite the Council to the basketball association’s opening ceremonies
scheduled for January 13, 2019, 8:00 a.m. at Grand Terrace High School. Secondly, he
wanted to remind the City Council of his interest in serving on the Planning
Commission.
Bobbie Forbes, Grand Terrace expressed her concern regarding the uptick of crime in
the City and she believes the most recent break ins were planned events. She
understands the City’s resources are low to fund more deputies however she asked the
Council to look and see if funding can be found somewhere this year.
D. CITY COUNCIL COMMUNICATIONS
Council Member Jeff Allen
Council Member Jeff Allen desires a youth commission be established to be an active
part of the City Council. He would like to see those children who are growing up in the
community to have a say about decisions for the City.
Council Member Bill Hussey
Council Member Bill Hussey reminded everyone about the San Bernardino County Fire
FP-5 assessment that will be placed on residents this year. The Fire Department
currently leases the City’s fire station for $1 and he would like to charge the Fire
Department rent at the commercial rate and use that money to help enhance the City’s
law enforcement.
Council Member Sylvia Robles
Council Member Sylvia Robles has requested that a Council Policy and Procedur es
handbook be prepared as soon as possible so that Council will have a clear idea on
how to proceed with placing items on a future agenda.

Council Member Robles shared her concerns with the National Orange Show RAVE
noise generated from the event center and is disappointed that the issues conveyed to
the organizers of the events has not been addressed and/or corrected. She would like
to have an ad hoc committee look at the problems generated from the events held at
the venue.
She attended the San Bernardino County Auditor-Controller swearing in ceremony for
Ensen Mason. She followed his candidacy and was pleased he was selected by the
voters. She also believes he will be great for the county as he will be reminding the
County Board of Supervisors about the pending pension crisis.
Mayor Pro Tem Doug Wilson
Mayor Pro Tem Doug Wilson commented on Janese Makshanoff’s statement that razor
wire is being installed on some property in the City. He stated it is illegal to install razor
wire or barbed wire in the City. If it is being install, it is a safety problem.
Secondly, if there is well abandonment being conducted, it is his understanding County
Health Department sets the requirements and there are rules to be followed. He isn’t
sure that the City even gets involved in the permitting process.
Mayor Pro Tem Wilson shared a request that he and his wife would like to see if the City
would purchase a larger Christmas tree for its event.

Mayor Darcy McNaboe attended the California JPIA December meeting and stated the
Risk Services Group had its annual audit and received a 94% audit score. Carl Warren
& Company performs the third-party administration for the JPIA and they had an overall
audit score of 97% which is very high although down one po int from last year.
Mayor McNaboe noted that the sbX Green Line, the express bus traveling through San
Bernardino County, is launching a Saturday service starting January 12, 2019. As part
of the launch free rides will be offered January 12, 19 and 26, 20 19. Related to the
January promotional campaign, OmniTrans has partnered with the athletic department
of California State University, San Bernardino to provide customers and the public with
free admission tickets to the women’s and men’s basketball games o n January 26,
2019.

PUBLIC COMMENT
Johan Gallo, Grand Terrace remembers in 2018 when Assemblymember Reyes
attended the Dinner with a Sheriff, she committed to the City residents that she would
help them in any way possible. He and others are still waiting for that help and with the
Governor boasting a $30 billion dollar surplus, he would like our legislative officials
assist the City of Grand Terrace with additional funding due to its low budgetary issues.
Discussion ensued amongst the City Council on additional Legislative Ideas it would like
added to the list to be presented to Assembly Member Reyes and State Senator Leyva
to advocate on behalf of the City of Grand Terrace:

PUBLIC COMMENTS
Jeffrey McConnell, Grand Terrace asked if the bike trail to the Santa Ana River Trail
involved in SB1 funding.
G. Harold Duffey, City Manager stated the City applied for an urban greening grant
twice for the bike trail to the Santa Ana River Trail and was denied.
Mr. McConnell also asked if the proposed plan for the rickety bridge on Barton Road will
remove the grade separation down to where it levels out Barton Road and does it
include widening to eventually match what the freeway project lanes will be.
Bobbie Forbes, Grand Terrace expressed concern with a for sale sign located by the
Gage Park property. The sign proposed loading docks for the property and she would
like to know what is going on as she does not believe loading docks is appropriate for
the area.
Director French stated the plan is to fill over the railroad right of way. The bridge
elevation will not be the same as it is now; it will be substantially lower. The plan is to
provide two lanes of traffic. As far as future widening, the plan is to build one side of the
street full with curb, gutter and sidewalk with two lanes of traffic to follow that alignment.
Director Molina will reach to the utility companies regarding the placement of the sign in
the public right of way. She will also speak with Ms. Forbes regarding the for sale sign
and the stated proposed land use.

Support for Mt. Vernon Slope Stabilization:
The City of Grand Terrace submitted a Notice of Interest (NOI)
for a Hazard Mitigation Grant from the California Emergency
Management Agency. The City’s Local Hazard Mitigation Plan

In September of 2010, AB 2567 was passed to allow local public
agency to install and operate an automated parking enforcement
system on local public agency-owned or local public agency-
operated streetsweepers for the purpose of digital photographing
of street-sweeping parking violations occurring in street-sweeping
parking lanes during the designated hours of street-sweeping
operations, except when the vehicle is parked in a street-
sweeping parking lane during the designated hours of street-
sweeping operations after the street has already been cleaned.

The City of Grand Terrace implemented the program and saved
hundreds of man hours from its current method of having parking
enforcement follow street sweepers. However, the law sunset and
the City can no longer use Digital photography to issue street

follow street sweepers issue roughly the same amount of tickets
as those that were issued via digital photography.

2030 VISION STATEMENT:
This staff report supports Goal #4 Develop and Implement Successful Partnerships:
Working Collaboratively with Community Groups, Private and Public Sector Agencies to
Facilitate the Delivery of Services Benefitting Youth, Seniors and Our Community, Work
with Local, Regional and State Agencies to Secure Funding for Programs and Projects.
BACKGROUND:
On January 8, 2019, the City Council discussed the development of a legislative
advocacy program to submit to the City’s State Senator and Assembly Person. Staff
was directed to finalize the legislative advocacy platform and return the item to the City
Council as a consent item on the January 22, 2019 agenda (Attachment I).
DISCUSSION:
The City’s Legislative Advocacy program consist of 10 items in the following areas:
Hazard Mitigation Traffic Enforcement School Construction
Recreation Internet Connectivity Transit Services
Accessibility Rails to Trails Urban Farming
Outreach to Homeless
The items above are attached to a funding mechanism or potential legislation which
could lead to potential funding for the City. The Council also discussed other items;
additional funding for Barton Rd.; Daycare in Grand Terrace and funding for a Cultural
Center. Staff was unable to identify funding sources for these activities, but staff will
place these items on the City’s report back log and update it as information is received.
Upon approval of the staff report, the legislative priorities sheets will be sent to Assembly
Member Reyes and State Senator Leyva. The City Manager will provide the City Council
with a minimum of quarterly updates on any movement associated with its legislative

priorities. In addition, based on the State Senate and Assembly calendars, staff will prepare
an annual workshop in November for Council to discuss Annual Legislative Priorities
(Attachment II).
FISCAL IMPACT:
While there is no general fund impact as a result of this staff report, if our Assembly
Person or Senator are successful in moving forward the City’s Legislative Ideas, the
City could receive significant revenues.

disaster grant program. The Federal grant programs from FEMA are administered through Cal
OES.
EXISTING LEGISLATION:
The League of California Cities 2019 strategic goals include an item to improve disaster
preparedness, recovery and climate resiliency. If additional funding is awarded in these areas,
Grand Terrace’s Hazard Mitigation Plan should allow Grand Terrace to compete for funds.
POTENTIAL PARTNERSHIP:
The City of Grand Terrace has also solicited support from the City of Colton. The City will also
reach out to local utilities that would also be impacted if Mt. Vernon slope experienced a
failure.

Grand Terrace Elementary School is located next to the I-215 Interchange. The school is
adjacent to Barton Road, to the south and east of interstate 215. The Colton Joint Unified
School District would like to relocate the school to land it owns on Michigan and Main St reet.
The current school site has an estimated commercial value of approximately $7,000,000. The
estimated costs to build a new school is approximately $34,000,000.
The City would like to partner with the School District, as relocating the school will generate
new property tax and sales tax on the current school site. The school site is identified in the
California Enviro Screen in a Disadvantaged Community and is located in the New Market Tax
Credit Zone Area. Cap-and-trade proceeds could also be used to help facilitate the schools
move.

The Terrace Hills Middle School Pool was the place most of the community learned to swim.
Over time, the pool lapsed into disrepair. In 2017/18 the District and City partnered to repair
the pool. However, once the repairs were completed (new heater and stucco) the pool
continued to lose water. After additional assessments, it has been determined that the pool
has a major leak in the foundation and it will cost the School District approximately $2,200,000
to repair.
Proposition 68 (California Drought, Water, Parks, Climate, Coastal Protection, and Outdoor
Access for All Act of 2018) was passed in June of 2018 and provides over $4,000,000,000 in
bond proceeds for Park, Environmental and water projects. A significant amount of proceeds
will be allotted for disadvantaged communities by population distribution and competitive
grants. While the Terrace Hills Middle School pool is located in Grand Terrace, it is a regional
middle school that services portions of the City of Colton.

be accessed remotely. However, the system often fails and could benefit from a more stable
mesh network. A Network can be built for approximately $100,000 and it would allow students
and residents in Grand Terrace access with hot zones in parks and other locations throughout
the City. The Mesh Network will also allow the Sheriff’s Department to access City street
cameras, thereby increasing security within the entire City.

OmniTrans has limited its rollout of Smart Bus Shelters in the Inland Empire. The City of Grand
Terrace has a vulnerable population of seniors and students. The placement of Smart Bus
Shelters would significantly help our population and potentially increase ridership. Any
additional appropriation for Smart Bus Shelters located at transit routes near senior centers or
on routes servicing students would greatly enhance the quality of life for transit riders in Grand
Terrace.

be available for various recreational, water and environmental issues. The City of Grand
Terrace would like the Assembly Person and Senator to promote Legislation to allow
communities seeking to funds for playground equipment that service disabled children to
qualify for grants designated for disadvantaged communities. Inclusive Playground Equipment
should be available regardless of the community you live.
While this legislation points out that California state, local and regional park system
infrastructure and national park system infrastructure are failing. Accessible playground
equipment is almost nonexistent in today’s parks, thereby eliminating a fraction of the title of
the legislation “Access For All”.

Grants for California Rails to Trails. The Santa Ana River Trail runs along the northern portion
of the City of Grand Terrace. Abandoned Railroad sections could easily be used by commuters
and recreational cyclist to Access the Santa Ana River Trail. The City would like to rejuvenate
the area and turn the abandoned rail line into safe and convenient access to the Santa Ana
Rivers Trail.
The conversion of abandoned rail, eliminates vehicle, bike and pedestrian conflicts and
increases the probability that more people will be comfortable biking and jogging.

Over the past year the Governor signed Assembly Bill 551 to promote Urban Farming by
establishing Urban Agricultural Incentive Zones. Property owners would receive property tax
reduction for assigning land for agricultural use. The City of Grand Terrace would like our
Assembly Person and Senator to promote additional legislation to provide incentives and
infrastructure grants for cities that establish land use designations, specifically for urban farms
operating as a business in a green belt designated area.
While AB 551 promotes the use of vacant land to be used by local farmers, it is primarily
through contract between the property owner and a person wanted to f arm on the land.
Grand Terrace has created an Agricultural overlay that allows land owners to develop an Ag.
related business. Once a business is established , the property owner can also add a dwelling
and live on the property.

PROJECT DESCRIPTION:
The League of California Cities is considering sponsoring legislation to support additional tools
and resources to address critical community challenges such as homelessness. Assembly
Person Reyes was recently appointed chairman of the Committee of Human Services. The
Human Services Committee has jurisdiction over child welfare services, foster care,
homelessness and other social services.
The City of Grand Terrace would like to support legislation to expand County of San
Bernardino’s Homeless Outreach and Proactive Enforcement Team (H.O.P.E). The H.O.P.E
team consist of 4 officers for the entire County of San Bernardino. The City is using portions of
its Low and Moderate Income Housing Fund (LMIHF) as authorized by Assembly Bill 346 . The
H.O.P.E team’s goal is to reduce homeless crime recidivism by contacting homeless and
offering resources to change their condition, while also ensuring they are complying with laws
and not negatively impacting citizens and businesses.
The H.O.P.E team needs more resources to expand community-oriented partnerships
throughout the County of San Bernardino. H.O.P.E officers contact businesses and educate
them on ways to reduce loitering by homeless individuals. Additional resources could yield the
same results that occurred in Grand Terrace. Our dedicated H.O.P.E officer has the time to not
only address individual homeless, but to identify encampments and offer assistance, as well as
address the illegal encampment issue.

This staff report identifies the monthly tasks associated with the delivery of projects to
support City Council’s Goals 1) Ensure Our Fiscal Viability - Explore Creative Means to
Provide Services and 4) Develop and Implement Successful Partnerships - Work with
Local, Regional and State Agencies to secure Funding for Programs and Projects.
BACKGROUND:
The City Council of Grand Terrace established a 2030 Vision for the City of Grand
Terrace and followed up with a 2014-2020 Strategic Plan. The Strategic Plan is a
roadmap to ensure that the City remains on target and reaches its overall goals. The
2030 Vision and Strategic Plan will be achieved as staff accomplishes tasks and
projects that are aligned with the 2030 Vision goals. The goals include:

• Maintain Public Safety
• Promote Economic Development
• Develop and Implement Successful Partnerships
• Engage in Proactive Communications
DISCUSSION:
This Monthly report includes November data for each department in the City. The
number of projects and activities reported do not reflect everything staff is doing but
rather highlights things they’ve worked on in the past month which may be of interest to
City Council and the public. This report is updated monthly and posted to the City’s
website on the fourth week of each month.
FISCAL IMPACT:
The Monthly report has no fiscal impact. The monthly reports do not provide budgetary
status. The Finance Department will continue to produce individual monthly financial
reports which are separate from the Department monthly reports.

This monthly report is presented to the City Manager to keep him informed of the activities and
responsibilities within the City Clerk’s Department over the last six (6) months.
The City Clerk’s Office is staffed with two (2) positions that include the City Clerk and its Office
Specialist. The primary responsibilities for this department are Council Support Services,
Records Management, Administrative Processing, Board Administration and Election Services.
Each of these functions require a collaborative effort between the department staff to ensure
that all components within the process are completed from origin to file. As the official records
manager for all City documents it is imperative that this process be accurate to ensure the
preservation of the City’s history.
AGENDAS/POSTINGS
The City Clerk is responsible for preparing agendas and postings for all City Council Regular
and Special Meetings, as well as for the Oversight Board (OB), Housing Authority and
Successor Agency to the Community Redevelopment Agency.
The total number of agendas processed for the month of November is one (1), spending a total
of ten (10) hours preparing the agenda packet together with delivery and producing 378 pages.

The City Clerk is responsible for the security of all official City records including Resolutions.
Additionally, it is the City Clerk’s responsibility to ensure those Resolutions are executed,
certified and published, when appropriate.
It is also the responsibility of the City Clerk to ensure all City Council Ordinances presented to
Council have been certified and made available for review by the public. The City Clerk must
coordinate with the local adjudicated newspaper to publish Ordinance summaries for its first and
second readings.

RECOGNITION ACTIVITY
Its purpose is to recognize individuals, groups and events of significance to the Grand Terrace
community by the issuance of Certificates, Recognition, Acknowledg ment and Commendation
Pins. It is the responsibility of the City Clerk to ensure that all signatures of City Council are
obtained on the document, coordinate attendance at Council meetings for the individual, group
or event representative to accept the recognition, as well as prepare Council with all necessary
information to present the recognition if presentation will be held at another venue.

CONTRACTS AND AGREEMENTS PROCESSED
The City Clerk works closely with the City Council and is responsible for processing follow-up
documentation. Management of these documents include contracts and agreements and it is
the responsibility of the City Clerk to obtain signatures, distribute originals, log, scan and file.
For the month of November 2018, Council approved one (1) agreement which three (3) originals
of each agreement were sent to the contractor/consultant for signature. All were returned to the
City signed and circulated for signature in-house and are now on file with the City Clerk’s
department.

The City Clerk is responsible for receiving and responding to inquiries and external customer
service requests, communicating, coordinating and responding to internal department requests,
external agency cooperation and legislative bodies.
For the month of November 2018, the City Clerk’s office responded to 400 telephone calls from

The Historical and Cultural Activities Committee preserves the history of Grand Terrace and

CITY CLERK CURRENT PROJECTS:
Electronic Document Management System
In July 2017, the City Clerk’s office sent out an RFP for an Electronic Document Management
System and in that same month received three (3) proposals.
Proposals were reviewed by Staff and on September 12, 2017, the proposals were presented to
the City Council for approval and the contract was awarded to Complete Paperless Solutions
(CPS) who installed Laserfiche Avante Electronic Content Management System.
A conference call was coordinated with Onsite Computing and CPS on September 28, 2017 to
discuss the implementation of the software and when the migration would begin. Begin date for
implementation was scheduled in October 2017.
After some analysis of the City’s server, and due to its age, it was determined that the server
needed to be upgraded by no later than 2018-2019.
On November 9, 2017, Onsite Computing upgraded the City’s server to a virtual server so that
Laserfiche could stand alone. This ensured the program would not slow down any of the City’s
other systems. Additionally, a separate license was purchased for Microsoft, due to the
changeover to Microsoft Office 365, which will run the Laserfiche program. The program
installation was completed November 27, 2017.
In December, we provided CPS with the City’s Retention Schedule to create the City’s file
repository. CPS’ conversion of the retention schedule to work with the Laserfiche program was
completed at the end of February 2018 and the City Clerk’s office is reviewing that repository to
identify those categories that need to be set up in its own unique way; i.e. year, alpha, street
name, APN#. That review should be completed within the next week or two. The revised
repository shall then be sent back to CPS to complete the repository installation for the City.
Once the final repository is complete, CPS will work with the City Clerk’s office to determine
which categories will be placed on the website for public access.
CPS has installed security and content to the server. Training was held for support staff on
March 1, 2018.

CPS will implement the requested changes to the file structure and complete the process by
June 1, 2018.
CPS has made all of the requested changes to the repository and Staff has begun placing
information into the Laserfiche repository.
On July 30, 2018, Staff began scanning and importing records into the fully operational
Laserfiche program database. Once the City’s new web page is fully operational, CPS will
connect the web portal to allow residents the ability to view various records being placed into
the Laserfiche database.
In August 2018, Laserfiche had been revised, updated and fully operational. The City Clerk will
be preparing a PowerPoint presentation for a City Council meeting in September on how the
system works. Also, the City Clerk will be coordinating with Complete Paperless Solutions and
Onsite Computing to configure the weblink data portal for public access. This is scheduled for
some time in September 2018.
In September 2018, Laserfiche is been fully operational and the City Clerk provided the City
Council with a PowerPoint presentation on how the system works internally.
In October 2018, the City Clerk worked with Jesse Smith and Onsite Computing to coordinate a
date and time that Onsite could assist the City Clerk with establishing the weblink data portal for
public access. After some time, Onsite Computing and Complete Paperless Solutions
suggested that the City acquire a separate server for the weblink data portal to keep the public’s
access separate from the internal server. The City Clerk’s office is coordinating with Onsite
Computing to acquire the server and will work with Onsite and CPS to install the weblink data
portal for the public’s access.
In November 2018, the separate server for the weblink data portal was reviewed and purchased
for Onsite Computing and CPS to configured upon receipt.

The Finance Department has 4 core services: Accounting, Purchasing, Revenue Management and

1. Disbursements – to facilitate timely and accurate payments of the City’s financial obligations
which includes vendor payments, employee and resident reimbursements, and payroll.

3. Purchasing – to authorize the purchase of quality products in a cost-effective manner.

Application Summary
The Planning Division received 11 new applications in November, and carried over 18
from the previous month. Action was taken on 12 of them. Minor applications such as
a new business, patio cover, or small room additions are handled as a Land Use
application and typically processed within 2-3 days. Larger additions over 500 square
feet or second dwelling units are handled administratively by staff with noticing, and
those projects that are either new development or exceed the Director’s administrative
authority are handled as Major Permits and are reviewed by the Planning Commission.
Home occupation permits are for home based business, such as consulting,
housekeeping, and small craft businesses.

Fiscal year to date the Planning Division has received 87 applications for review, 17
applications remained under review. A comprehensive list of the applications and their
status is at the end of the Planning Division’s report.
Three new businesses were approved in November, including ‘GT Imports’ (On-line
Wholesale Auto Dealer), ‘KUTZ Trucing’ (Office Only-Trucking Services), and ‘California
Recyclers’ (Temporary Use-Cardboard Recycling).
Overall Land Use applications are the most predominant application that the Planning
Division processes. Seven Land Use applications were received in November and five
of those were approved. The table below shows the types of activities that were
received with the seven Land Use applications that were received.

Development Advisory Board (DAB)
The Development Advisory Board is made up of the Planning and Development
Services Director, Public Works Director, Consultant Building Official, Fire Marshal’s
Office, the RHWCO Superintendent, and Colton Wastewater. The DAB meets to review

One Planning Commission meeting was held to discuss Water Conservation Bills SB
606 and AB 1668. Riverside Highland Water Company General Manager Don Hough
presented these items.
Grants
The City was awarded funding for its Blue Mountain Trailhead and Trail application. A
mandatory meeting was attended on July 31, 2018.
Planning and Development Services Department is currently implementing an Active
Transportation Program Cycle 2 grant for the preparation of the City’s first ever Active
Transportation Plan. The City adopted the ATP on November 13, 2018.

Volunteer Emergency Operations Committee
The Volunteer EOC meets the first Tuesday of every month. Staff is working with EOC
to reinstate the City of Grand Terrace CERT Program.
The EOC held a Special Meeting on November 13, 2018. The agenda items included
approval of the agenda and minutes, introducing John Ferdon from San Bernardino
County Fire Emergency Services Officer, CERT member certification forms, CERT
bylaws and board membership, and CERT booth coordination for ‘Light Up Grand
Terrace’ event.

The Building and Safety Division is budgeted for one full time Permit Technician and
one part-time Building Official. The Building Official position is currently being filled
through a contract with Interwest Consulting Group. These two positions constitute up to
192 monthly service hours.
Additionally, the Department budgets for plan checking and inspection services.
Inspection services are conducted daily. The cost of these services is offset through the
collection of fees and deposits.
Activity Summary for Building and Safety
Building Permit Activity includes 19 permits issued in November. Year to date a total of
161 permits have been issued with a total revenue of $87,827.02. In addition, a total
number of 55 customers were assisted at the Building & Safety counter for the month of
November.

ANIMAL CONTROL AND CODE ENFORCEMENT DIVISION

The Division is budgeted for one full time Officer, a part time Specialist and a full -time
Office Specialist. These three positions constitute 528 monthly service hours in
November, plus an additional 31 hours for on-call coverage. On-call coverage is
provided to handle after hour emergency animal control calls.
The City is divided into seven zones, including commercial centers, and Officers inspect
the zones on a continual rotating basis over a two -week period. A set route is driven
each day in addition to the zones. The route includes Mount Vernon Avenue, Main
Street, Michigan Street, Barton Road, Preston Street, Palm Avenue, Observation Drive,
and Van Buren Street.
Activity Summary for Code Enforcement
In November, Code Enforcement had 74 cases carried over from the previous month,
73 new cases opened, and 42 cases were closed. The Division closed out November
with 105 open cases. The chart below demonstrates a breakdown of Code cases by
detailing how many cases were carried over from the previous month, opened, closed
and still being addressed.

Special Enforcement Programs
Code Enforcement began enforcement of 160 businesses that had not renewed their
licenses. Code Enforcement went to the location of the businesses and verified that
they were still not licensed and issued citations to those businesses. Provided that the
license was renewed within 7 days, the citation would be dismissed. Twenty-four
citations were issued.
Weekend Code Enforcement Activities
The Weekend Animal Control/Code Enforcement Specialist patrols the weekends and
conducts zone inspections and scheduled re-inspections. Weekend code enforcement
also handles code violations such as unpermitted yard sales, open house signs,
unpermitted construction, and parking violations. The table below demonstrates
weekend code enforcement activities by type for this fiscal year.

Special weekend enforcement projects:
Trash Cans: Due to multiple complaints regarding trash cans left at the curb or stored in
public view Code Enforcement began an enforcement program. City codes require trash
cans to be removed from the curb within 12 hours of trash pickup and that they are
stored out of public view. Due to the public safety concerns with trash cans either
blocking sidewalks or in the roadways, the initial focus was on trash cans left at the
curb/street. In November, 12 property owners received notices for trash cans left at the
street. All cases have been closed, no citations were issued.
Front yard maintenance: Code Enforcement also started adressing landscaping issues
that were mainly complaint driven. For the month of November, 57 property owners
were issued notices for dirt yards and landscaping violations. Because of the effort
property owners need to take to address the issue, property owners are given 30 days
to correct, with extensions given as needed.

In November, 158 vehicle related citations were issued; 155 of the citations issued were
related to street sweeping enforcement. The citations are expected to generate
approximately $3,875 in general fund revenue. Street Sweeping in residential areas
occurs on the first, second, and third Thursdays of each month.

registration, parking on unpaved surfaces, and commerical vehicles in residential areas.

Graffiti/Vandalism/Illegal Dumping
There was 1 case of graffiti and 2 cases of illegal dumping reported in November 2018
on private or public property.
Rental Inspection Program
There are approximately 341 properties in the Program, consisting of both single -family
units and multiple family units (i.e. apartments, duplexes, triplexes, etc.).
Properties are inspected annually. All rental properties have been inspected and of the
three hundred and forty-one inspected properties 2 rentals remain open for violations
and will be followed up to ensure they are in accordance with Grand Terrace rental
property standards.

There was one complaint received via SeeClickFix in November 2018. The cases
involve overgrown vegetation. This case is being addressed by Code Enforcement.
Animal Control Services
Animal control services were taken over by City Staff on July 27 th by the City’s new full-
time Animal Control/Code Enforcement Officer. With the hiring of our part time Animal
Control/Code Specialist the Animal Control Division is fully staffed. Sheltering services
are contracted through the County of Riverside Western Riverside Animal Shelter.
In November, Animal Control/Code Enforcement Staff participated in the City’s Country
Fair where the Animal control vehicle was displayed, and a booth with information to
help inform the residents about local animal control and the services we offer.
With the implementation of Animal Control Services, the City has instituted the practice
of first making every effort to return stray dogs to its owner, by checking it for tags or
microchip. If the owner cannot be identified, the Cit y will place a photograph of the
impounded animal on the City’s Facebook page so that owners can reclaim their pet. If
the dog is unlicensed the owner will be given a citation, but the fine is dismissed if the
dog is licensed within 7 days. Of the 11 dogs picked up, 5 were returned to the owner.

This monthly report is presented to the City Manager to keep him informed of the activities within the Public
Works Maintenance Department.
Engineering Division
The Engineering Division is responsible for managing the City’s Capital Improvement Program (CIP). This
includes for the administration, planning, programming, design, construction management, and construction of
capital projects throughout the City. Grant funding (when available) are sought after to supplement project
funding. The following table summarizes the current projects, status and associated funding source(s).

soap; unclog toilets, remove graffiti – during soccer and baseball seasons the parks take longer to clean)

TITLE: Grand Terrace Business License Processing

RECOMMENDATION: Receive and file the Grand Terrace Business License
Processing report.
2030 VISION STATEMENT:
This staff report supports City Council Goal #1, “Ensure Our Fiscal Viability”, and Goal
#3, “Promote Economic Development” through the reporting of new businesses and
processing business license renewals within the City. This report provides City Council
with business types and descriptions of the all businesses physically located in the City.
BACKGROUND:
The Finance Department provides a Quarterly Business License Report (QBLR) which
is submitted to the City Council each quarter showing monthly data of new businesses
that have acquired a business license.
The purpose of this report is to provide City Council with information regarding the City’s
business license processing program.
DISCUSSION:
Chapter 5.04 of the City’s Municipal Code states that any person, firm or corporation
conducting or carrying on business within the city limits shall be charged a business
license tax.
The City’s business license fee schedule for businesses within the City , based on a
business’ gross receipts is:
$0.00 to $999.99---------------------------License Fee $0.00 but must file and report gross.
$1000.00 to $49,999.99 or less -------License Fee $30.00
$50,000.00 to $99,999.99 --------------License Fee $50.00
$100,000.00 to $149,999.99 -----------License Fee $70.00
$150,000.00 to $199,999.99 -----------License Fee $120.00
$200,000.00 to $299,999.99 -----------License Fee $170.00
$300,000.00 to $499,999.99 -----------License Fee $220.00
$500,000.00 to $699,999.99 -----------License Fee $270.00

The City contracts with MuniServices (Consultant) for the tax administration of its
business licensing program. Their tax administration services include:
1. Processing of City business license applications, be it new or renewal
applications;
2. Ensuring that all entities that have obtained a business license with the City is
paying the proper amount of business tax;
3. Providing the ability for all business license holders to apply, renew, and remit
payments for their business license fees on-line; and
4. Providing a kiosk in City Hall for walk-in customers to use for on-line business
license processing and payment at no cost to the City.
NEW APPLICATIONS
If a customer/vendor walks into City Hall to apply for a business license, City staff aids
in the completion of the business license application form, take s the payment for the
business license fee, and sends the documents to MuniServices to put into their
business license database. Once MuniServices has confirmed payment of the business
license and receives the documentation, the application is put on a hold report and sent
to the City for final approval, release and issuance of the business license certificate to
the customer/vendor.
If a customer/vendor applies for a new business license on-line or through the mail,
MuniServices processes the application and remits the funds to the City. Similar to
walk-in new business applications, the on-line application is put on a hold report and
sent to the City for final approval, release and issuance of the business license
certificate to the customer/vendor.
The business license hold reports are sent to the City weekly for review and approval.
RENEWALS
The City’s business license certificate is valid from January 1 st to December 31st
(calendar year). Renewals are sent to all existing business license holders du ring the
first part of December and are due and payable by January 31 st.
MuniServices sends out two additional notifications to vendors who were sent renewal
applications but did not respond by January 31st.

EXISTING BUSINESS LICENSE HOLDERS
Attached for the City Council’s review is a list of business license holders as of
December 31, 2018. There are currently 355 businesses physically located within the
City of Grand Terrace, of which 38 were new applications in calendar year 2018.
FISCAL IMPACT
There is no fiscal impact associated with the receipt of the Business License Report as
of December 31, 2018.

2030 VISION STATEMENT:
This staff report identifies the monthly tasks associated with the delivery of projects to
support the City Council’s Goal #4 by highlighting the successful community
partnerships and working collaboratively with community groups.
BACKGROUND:
Over the last several years, the City of Grand Terrace consistently sponsored and
supported the following community activities:
Annual Art Show Country Fair Holiday Tree Lighting Ceremony
While the City primarily sponsored and supported the above events with City staff and
volunteers, other community events that were once sponsored by the City, have of late
been coordinated by community groups with logistic and staff support from the City.
While our community partners and volunteers do an outstanding job and spend
hundreds of hours on these events, ultimately the responsibility for events featuring the
City of Grand Terrace in community spaces, fall on the City of Grand Terrace.
DISCUSSION:
During our 2018-19 budget discussions, our budget discussions included adding
Community Day to the list of City sponsored events. In addition, the Friends of Blue
Mountain requested the City take the lead on the annual Blue Mountain Walk, which the
City started more than a decade ago. The request prompted staff to develop an annual
plan and consolidated list of community events for 2019. Staff developed a list of all
upcoming community activities for 2019:

Consistent with our existing planning process, each event will be planned via the City’s
special event committee. City Staff, Police, Fire, Public Works staff convene with the
event coordination team and determine resources needed to support the event. The
City’s overall goal is to ensure residents are safe during the event and resources are
available to insure unexpected circumstances are easily addressed to allow the event to
continue without disruption.
FISCAL IMPACT:
The City estimates the overall costs to sponsor and support the events is approximately
$28,000. The estimated costs include staff time and additional materials for the events
(Attachment I). The estimated costs shown in Attachment I are already included in the
City’s approved budget.

TITLE: Notice of Completion for the 2018-19 Capital Improvement

RECOMMENDATION: 1. Direct Staff to file a Notice of Completion for the work
completed by Hardy & Harper for the Fiscal Year 2018 -19
Capital Improvement Program (CIP); and
2. Request additional appropriation for the final payments to
Hardy & Harper totaling $172,680 from the Gas Tax
($30,000) and Measure “I” ($142,680) funds.
2030 VISION STATEMENT:
This staff report supports 2030 Vision Goal #2 to maintain public safety by investing in
critical improvements to infrastructure.
BACKGROUND/DISCUSSION:
On November 15, 2016, the City Council app roved a five-year Capital Improvement
Program (CIP), which includes: sidewalk, curb and gutter repair; ADA ramps; tree
maintenance, and street maintenance treatment ranging from slurry seal to grind and
overlay and full depth replacement.
On June 26, 2018, the City Council awarded a Contractor Agreement to Hardy & Harper
in the amount of $756,000, with a 10% contingency for Pavement Rehabilitation
Services on more than 30 streets throughout the City, including failed streets with
severe pavement failure such as McClarren Street and Vista Grande Way near the Dog
Park. Work included: curb and gutter repair, removal and replacement of striping,
removal and replacement of ADA ramps, grind and overlay as well as slurry seal of
streets.
The work for pavement rehabilitation services was completed on October 4, 2018 and
change order negotiations were completed by December-2018. A Notice of Completion
for the Pavement Rehabilitation Project now needs to be filed with the San Bernardino
County Recorder’s Office.

The total cost of the Pavement Rehabilitation Project is $822,580. There have been two
progress payments made totaling $649,900. The final progress payment of $131,550
will be paid at this time. Following the recording of the Notice of Completion , the City will
process an additional payment of $41,130, which is the retention amount that has been
withheld from previous payments.
City staff recommends that City Council direct staff to file the Notice of Completion and
authorize the appropriation f rom the Gas Tax and Measure “I” funds to process the final
progress payment and retention payment to Hardy & Harper as shown in Table 1 below:
