MINUTES
CALL MEETING TO ORDER:
Chairman Brian Phelps convened the Regular Meeting of the Parks & Recreation
Advisory Committee at 4:20 p.m.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Committee Member Terry Reagan
ROLL CALL:
Present: Committee Member Reagan; Vice-Chair Firnkoess and; Chairman Phelps
Absent: Committee Members Freund, Rivera

1. Approve May 13, 2021, Regular Meeting Minutes
Committee Vice-Chair Firnkoess moved, with a second from Committee Member
Reagan to approve the May 13, 2021, Regular Meeting Minutes.

3. Discussion:
a. Budget Requests

Agenda Parks Ft Recreation Advisory Committee June 10, 2021
City Clerk Thomas informed the Committee that the following project budget
requests were submitted to the City Council at its Regular Meeting of June
8, 2021:
• Poured-in-Place Rubberized Playground —TJ Austin Park
• Additional Fencing installed at Veteran's Freedom Park
• Pilot Program —Water Bottle Filling Station installed at Richard
Rollins Park
•. Bicycle Racks installed at all City Parks
b. Public Hearing/Public Outreach
i. Skatepark
Discussion to reschedule a date certain to hold a community meeting
for public input.
• August 12, 2021 @ 6:30 p.m. — City of Grand Terrace
Community Room
4. Committee Member Comments
Vice-Chair Firnkoess requested the following:
• Staff provide the committee with a copy of the Brown Act and Rosenberg's
Rules of Order.
• Follow up with Youth League to confirm their schedules for facility use
dates and times.
• What can the. Committee do to encourage youth league members and
public participation at its meetings.
• Install signs with "Report an Issue" contact information at all parks.
• Provide Youth Leagues with a checklist to ensure the league is following
the terms of the Facility Use Agreement.
Committee Member Reagan requested the following:
• Look into Susan Petta Park and identify the responsible party for
maintenance.
• Receive updates on park maintenance or projects.
Chairman Phelps requested the following:
• Consider concrete amphitheater seating at Richard Rollins park and
partnering with the school district for design and installation. (Examples

have been attached).
5. Staff Comments
Staff proposed a quarterly park checkup by members of the Committee.
Staff will bring back to the Committee for discussion the possibility of changing its
meeting time.
6. Adjournment
Chairman Phelps adjourned the Regular Meeting of the Parks & Recreation
Advisory Committee at 5:30 p.m.
