02-11-2021 CITY OF GRAND TERRACE PARKS & RECREATION ADVISORY COMMITTEE REGULAR MEETING February 11, 2021 - 4:15 p.m. City Hall Community Room — North 22795 Barton Road, Grand Terrace, CA 92313 MINUTES CALL MEETING TO ORDER: Chairman Brian Phelps convened the Regular Meeting of the Parks & Recreation Advisory Committee at 4:20 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by City Clerk, Debra Thomas ROLL CALL: Present: Committee Members Freund and Reagan; Vice-Chair Firnkoess; Chairman Phelps Absent: Committee Member Rivera Staff: City Manager, G. Approve January 14, 2021 Regular Meeting Minutes Vice-Chair moved, with a second from Committee Member Freund to approve the January 14, 2021 Regular Meeting Minutes. Ayes: Committee Members Freund and Regan; Vice- Chair Firnkoess; Chairman Phelps Absent: Committee Member Rivera 2. Public Comments None. 3. Discussion: Parks & Recreation Projects a. Committee Workplan — Review _-7 Minutes Parks tt Recreation Advisory Committee February 11, 2021 The Parks & Recreation Advisory Committee, along with City Manager, G. Harold Duffey reviewed the Committee's workplan which includes the following Focus Areas: Action Items: • Action Items o City Manager Duffey clarified for the Committee that COVID- 19 Cares Act Funding allowed the City to install Wi-Fi Hotspots in some of the City's Parks. Discussion was held regarding effective ways to communicate the available of the hotspots and those would include: ■ A Community Bulletin Billboard ■ The City's Channel 3 ■ AM 1640 Radio ■ Facebook ■ Advertising in the City's Local Adjudicated Newspaper o City Manager Duffey also suggested that the Committee present a report to the City Council in April 2021 its budget recommendations for Fiscal Year 2021/2022. • Volunteerism and Contribution by the Community o Discussion was held regarding the need for staff to review the Adopt-A-Park program and provide the Committee with options for a City of Grand Terrace Adopt-A-Park Program • Preservation and Expansion of our Existing Programs o Discussion was held regarding additions to the Committee's additional special events which would include a Blue Mountain Trail 5K Run and clarification on what type of programs would be included in After School which suggestions included tutoring and after-school recreational activities. • Resources and Facilities o Discussion addressing Existing Parks Maintenance work order system; suggestions included studying the frequency of sprucing up the parks and communication strategies to provide the public with information on how to report problem areas in the parks. o Review of the Equipment and Existing Park Needs outlined which items have been completed. Those items currently being addressed by City staff is the special needs swing being installed in one of the parks, and playground sails. o City Manager Duffey identified that an additional dog waste station has been installed at T.J. Austin Park, however the Landscape Lighting Assessment District is responsible for maintenance of the park. City Manager Duffey will need to research the possibility of partnering with the Landscape Lighting Assessment District for park improvements. �s Minutes Parks Ft Recreation Advisory Committee February 11, 2021 o Additions made to the new facilities list include a Skateboard Park and a pilot program for water fountains fitted for reusable water bottles. b. Fitness Park Playground Shade Sails — Review & Select Color City Council had requested that the Parks and Recreation Advisory Committee select the colors for the Fitness Park Playground Shade Sails. Committee Member Reagan suggested the shade color Yellow for the playground sails and blue for the powder coated poles. Committee Member Reagan moved, with a second from Committee Member Freund to approve the color yellow for the playground sails and blue for the powder coated poles. Ayes: Committee Members Freund and Reagan, Vice-Chair Firnkoess; Chairman Phelps Absent: Committee Member Rivera t c. Walk on Blue Mountain —Saturday, March 6, 2021 Walk on Blue Mountain's date was corrected to read Sunday, March 6, 2021. City Manager Duffey informed the Committee to comply with CDC guidelines to promote social distancing and prevent congregating at the entrance of the walk, the event would begin at 8:00 a.m. with no opening ceremonies. The walk will be extended an additional two hours through 12:00 p.m. to ascend the mountain. At 2:00 p.m. if anyone is still on the trail, they will be escorted off the mountain. d. Schedule Annual Meeting March 2021 with Athletic Leagues and Youth Groups An invitation will be sent to the youth leagues to attend the,Parks and Recreation Advisory Committee's March 11, 2021 Regular Meeting. This will give the leagues an opportunity to convey its needs. The meeting will begin at 6:30 p.m. to allow those league representatives time to attend the meeting. 4.
