MINUTES
CALL MEETING TO ORDER:
Chairman Brian Phelps convened the Regular Meeting of the Parks &Recreation Advisory
Committee at 4:15 p.m.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Grand Terrace Resident,Ava Firnkoess. _
ROLL CALL:
Present: Committee Members Freund, Reagan; Vice-Chair Firnkoess; Chairman Phelps
Absent: Committee Member Rivera
1. Approve September 10, 2020 Regular Meeting Minutes
Committee Member Freund moved, with a second from Vice-Chair Firnkoess to approve
the September 10, 2020 Regular Meeting minutes.
Ayes: Committee Members Freund, Reagan; Vice-Chair Firnkoess; Chairman
Phelps
Absent: Committee Member Rivera
2. Public Comments
None.
3. Discussion: Parks &Recreation Projects
The City received a Prop 68 Grant in the sum of$187,000.
a. Fitness Park
Minutes Parks Ft Recreation Advisory Committee October 8, 2020
i. Camera Installation
The Prop 68 Grant will allow the City to purchase and install a camera at the
Fitness Park. This funding could also be used to for re-planting at the park.
Additionally, this funding can also allow the City to install the new sign at
the entrance of Veterans Freedom Park.
b. Community Gardens
i. Community Garden Community Meeting
This meeting has been scheduled for Friday, November 13, 2020 @ 6:00
p.m. at Richard Rollins Park
ii. Design of Community Garden
Discussion will be held to seek input from the community what they would
like to see such as parking and lighting. Funding will also be reviewed.
iii. Construction and Development
Based on input from the community, construction and development ideas
can be compiled.
c. Blue Mountain Trail
G. Harold Duffey, City Manager will be presenting the appraisal of the property
located on Palm Avenue at the entrance to Blue Mountain to the City Council, on
October 13, 2020. This item will return to the Committee at its November 12, 2020
Regular Meeting.
4. Committee Member Comments
Vice-Chair Firnkoess announced to the Committee that the GT Foundation Youth
Committee will be holding a drive-through Trunk or Treat in the parking lot of Richard
Rollins Park on October 31, 2020 between 4:30 and 6:30 p.m. She encouraged everyone
to participate.
Committee Member Reagan commented on the area of Mt. Vernon and Canal and all of
the debris that is being Collected in the area. He also requested feedback about the Art in
Public Places element.
Committee Member Freund commented on the recently held Movies in the Park.

Chairman Phelps would like to visit the City's parks and hold its regular meetings at each
of the parks.
5. Staff Comments
City Manager Duffey informed the Committee that the Art in Public Places Program will
be brought back at the November 12,2020 Committee meeting.
6. Adjournment
Chairman Phelps adjourned the Regular Meeting of the Parks & Recreation Advisory
Committee at 5:07 p.m.
