MINUTES
CALL MEETING TO ORDER:
Chairman Brian Phelps convened the Regular Meeting of the Parks & Recreation
Advisory Committee at 4:15 p.m.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by resident Jeffrey McConnell.
ROLL CALL:
Present: Committee Members Freund, Reagan and Rivera, Vice-Chair Firnkoess
(arrived @ 4:30 p.m.); Chairman Phelps
Staff: City Manager, G. Harold Duffey; City Clerk, Debra Thomas
1. Approve March 11, 2021 Special Meeting Minutes
Committee Member Rivera moved, with a second from Committee Member
Reagan to approve the March 11, 2021 Special Meeting Minutes.
Ayes: Committee Members Freund, Reagan, and Rivera; Chairman
Phelps
Absent: Vice-Chair Firnkoess
2. Public Comments
Jeffrey McConnell, Grand Terrace asked about the status of a skate park.
Chairman Phelps explained that the skate park discussion was on the agenda
and that Mr. McConnell could speak on the item at that time.
3. Discussion:
a. Athletic League and Youth Group Needs (Update):

Debra Thomas, City Clerk provided an update on the list of needs that the
athletic leagues and youth groups requested at the March 11, 2021 special
meeting.
Committee Member Freund asked if the City could secure quotes to provide
additional fencing at Veteran's Freedom Park baseball fields.
Committee Member Freund asked if the City could determine if the t-ball
field at Veteran's Freedom Park was formally named Kyle's Field by the City
Council. If not, could staff provide the steps with which to formally name the
field.
Committee Member Rivera asked if the Wi-Fi Hotspots could be shut off
during the evening hours to prevent loitering around the parks for Wi-Fi
streaming.
Committee Member Rivera also what type of firewall and security would be
put in place to prevent inappropriate streaming.
Staff will report back at the Committee's next meeting to address these
requests for information.
b. Skate Park
G. Harold Duffey, City Manager presented renderings prepared by MIG of a
potential future skate park for the City. Discussion ensued by the Committee
with a request to hold a public meeting to discuss location, cost, community
interest and public comment. The Committee established a date for the
public hearing to be scheduled May 13, 2021 at 6:00 p.m. to be held in the
City's Community Room.
Committee Member Rivera moved, with a second from Vice-Chair Firnkoess
to approve hold a Public Hearing regarding a Future Skate Park on May 13,
2021 at 6:00 p.m. in the City's Community Room.
Ayes: Committee Members Freund, Reagan, and Rivera ; Vice-Chair
Firnkoess; Chairman Phelps
c. Fitness Park Bike Rack
City Clerk Thomas shared with the Committee that a volunteer who opens
and closes Fitness Park recommended a bicycle rack be installed.
The Committee unanimously requested that the City look into installing a

bicycle rack at Fitness Park and any other park that may not have one.
4. Committee Member Comments
Committee Member Reagan commended staff for the parks' appearance.
Committee Member Rivera requested that the City Manager drop in at the end of
the Committee's future meetings to provide information responsive to questions
the Committee may have that the City Clerk may not have the answers to.
5. Adjournment
Chairman Phelps adjourned the Regular Meeting of the Parks & Recreation
Advisory Committee at 5:30 p.m.
